GROW OPERATION- ARREST - R13-009253
On February 27, 2013, after a lengthy investigation, members of the Winnipeg Police Service Drug Unit, assisted by members of the Tactical Support Team executed a controlled drug and substance act search warrant at a residence within the 200 block of Eaglemere Drive. 

Inside a large marihuana grow-operation was located and an adult female was taken into custody without incident.  The following has been seized:

 

  • 742 marihuana plants, with an estimated street value of $831,040.00
  • 18 pounds of dry harvested marihuana with an estimated street value of $45,000.00
  • Approximately $15,000 in grow- operation equipment

 A 52 year old female of Winnipeghas been released to appear in court at a later date and will be facing the following charges:
 

  • Theft of telecommunications (hydro)
  • Possessing substance for purposes of trafficking - CANNABIS (MARIHUANA)
  • Production of controlled substance - CANNABIS (MARIHUANA)

SUSPICIOUS DEATH UPDATE – C13-038534
As previously released, on Tuesday, February 26, 2013 at approximately 4:30 p.m. emergency personnel were dispatched to a rooming house in the 600 block of Balmoral Street to check on the wellbeing of an individual.
 
Attending members located a deceased adult male within the residence.  The victim has been identified as Ronald Harold MCKINNON, 54 years of Winnipeg.
 
The death is being treated as suspicious in nature and an autopsy is pending.
 
This investigation is in the early stages and is continuing.  Anyone who has any information regarding this incident is asked to contact the Homicide Unit at (204) 986-6508 or CrimeStoppers at (204) 786-TIPS (8477).
 
 
RESIDENTIAL FIRE – C13-039623
On Thursday, February 28, 2013 at approximately 1:30 a.m. emergency personnel were dispatched to the 800 block of Jefferson Avenue for the report of a working fire within an attached garage.
 
Damage to the home, garage and vehicle is estimated at $25,000.00 and no one was injured.
 
The fire does not appear suspicious at this time.

SUSPICIOUS DEATH – C13-038534
On Tuesday, February 26, 2013 at approximately 4:30 p.m. emergency personnel were dispatched to a rooming house in the 600 block of Balmoral Street to check on the wellbeing of an individual.

Several people from within the residence are currently being interviewed.

CHILD PORNOGRAPHY ARREST – R13-003734
In January of 2013 members of the Winnipeg Police Service Internet Child Exploitation (ICE) unit were contacted by the National Child Exploitation Coordination Centre (NCECC) in Ottawa.  Information provided was that pornographic images of children had been uploaded to the internet by a Winnipeg resident.
 
Members of the ICE unit entered into an investigation which led to a search warrant being executed in the northwest part of the city on February 26, 2013.
 
A 43 year old male from Winnipeg has been arrested and is facing charges of Possess Child Pornography and Distribute Child Pornography.  He has been released on a Promise to Appear.
 
 
COMMERCIAL ROBBERY – C13-038566
On Tuesday, February 26, 2013 at approximately 5:30 p.m. members of the Winnipeg Police Service were dispatched to a gas bar in the 1st 100 block of Island Shore Boulevard for the report of a commercial robbery that had just occurred.
 
Responding officers met with the 22 year old male clerk who advised that a male, armed with a weapon had approached the counter, demanded and received an undisclosed amount of cash and cigarettes.  The suspect then fled the store.
 
The clerk was not injured.
 
The suspect is described as: Aboriginal in appearance, 5'11" – 6' in height with a thick build and stubble on his face
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspect is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
ARSON ARREST – C13-038777
On Tuesday, February 26, 2013 at approximately 10:00 p.m. members of the Downtown Watch were on patrol in the downtown area when they came across a male youth attempting to light a garbage receptacle on fire.   
 
General patrol members attended and took the male into custody without incident.
 
Subsequent investigation revealed that the suspect was responsible for a total of 5 garbage receptacle fires in the downtown area that had occurred between 5:30 p.m. & 10:00 p.m. the same day. 
 
Total damage to the receptacles is estimated at $2,500.00.
 
The 15 year old male youth has been detained at the Manitoba Youth Centre and is facing charges of Arson - Damage to Property x 5 and Failure to comply with sentence x 3.

STOLEN VEHICLE ARREST – C13-038006
On Monday, February 25, 2013 at approximately 10:30 p.m. Winnipeg Police Service members were dispatched to the 1800 block of Ness for the report of a stolen vehicle.
 
Responding members observed the vehicle in the area of Sturgeon Road and Portage Avenue.  The vehicle was followed to the 700 block of David Street where the suspect was seen to stop and flee the vehicle.
 
The suspect was observed by members of AIR1 who guided officers to the suspect's location at which time he was taken into custody without incident.
 
A 27 year old male from Winnipeg has been detained at the Provincial Remand Centre.
 
 
RESIDENTIAL FIRE – C13-038078
On Tuesday, February 26, 2013 at approximately 12:00 a.m. emergency personnel were dispatched to the 400 block of Anderson Avenue for the report of a working fire.
 
Damage to a detached garage and contents is estimated at $25,000.00.
 
No one was injured and the cause of the fire has not yet been determined.
 
 
STRONGARM ROBBERY ARRESTS – C13-038119
On Tuesday, February 26, 2013 at approximately 1:00 a.m. members of the Winnipeg Police Service were dispatched to the 600 block of Westminster Avenue for the report of a male having been robbed.
 
Responding officers met with a 48 year old victim who advised that he and a friend had been approached by an unknown male asking for a cigarette.  As he was providing the cigarette, three other unknown males approached and proceeded to rob him of his beer and other personal property.  All four males then fled on foot.
 
The victim was not seriously injured.
 
Due to the quick actions of members of both general patrol and the K9 unit, the four suspects were located a short distance away and taken into custody without incident.  All property was recovered.
 
The investigation is on-going by members of the Division 11 Crime Unit.
 
The four adult males in custody are facing robbery related charges.

STRONGARM ROBBERY – C13-037380
On Monday, February 25, 2013 at approximately 12:30 a.m. members of the Winnipeg Police Service were dispatched to the 1000 block of McPhillips Street for the report of a person having just been robbed.
 
Attending officers met with the 50 year old male victim who advised that he had just picked up his prescriptions when he was approached by two unknown males, both armed with a weapon and their identities concealed.  The males proceeded to rob him of his medications and personal property after which they fled in a vehicle. 
 
The stolen medications include:

  • 42 tablets x 80 mgs OXYNEO
  • Unknown amount of 5 mgs ZOPICLONE
  • Unknown amount of 40 mgs PANTOPRAZOLE
  • Unknown amount of 60 mgs ADALAT
  • Unknown amount of 25 mgs HYDROXYZINE
  • Unknown amount of 200 mgs CARBAMAZEPINE
  • Unknown amount of 250 mgs VALPROATE

The victim was not injured.
 
Both suspects are described as: Aboriginal in appearance, 5'7"-5'9" in height with a medium build.
 
The vehicle is described as a black extended cab pick-up truck.
 
The investigation is continuing by members of the District 3 Crime Unit.  Anyone with information is asked to contact investigators at (204) 986-2848 or CrimeStoppers at (204) 786-TIPS (8477).

WEAPONS ARRESTS – C13-036935
On Sunday, February 24, 2013 at approximately 4:30 a.m. Winnipeg Police Service members were dispatched to the 100 block of Frances Street for the report of sounds of shots.
 
Attending officers learned that 5 people had been within the residence when two male suspects had fired multiple shots at the home.  No one was injured.
 
The suspects fled and were tracked by a K9 unit to an address in the 400 block of Alexander Avenue.
 
Members of the Tactical Response Team attended and with the assistance of general patrol members took all persons within the residence into custody without incident.
 
The investigation continued by members of the Major Crimes Unit.
 
A search warrant was later obtained for the residence on Alexander Avenue.  As a result, investigators recovered two firearms believed to have been used in the incident.
 
Kyle Justin FAWCETT, 18 years and a 16 year old male youth, both of Winnipeg have been detained in custody and are facing numerous firearms related charges.

"Forces of Fashion" in support of the International Association of Women Police Conference 2014
 
 
Monday, February 25, 2013


In September 2014, the Winnipeg Police Service, Royal Canadian Mounted Police D Division and Brandon Police will be hosting the 52nd International Association of Women Police (IAWP 2014) Conference.  With the theme "The Strength of Many – Embracing Human Rights", the conference agenda will focus on human rights relative to law enforcement.  Approximately 600 delegates from around the world will gather in Winnipeg to share their experience and develop their skills.  The conference is designed to celebrate the growing numbers of women in law enforcement around the world as well as attract a new generation of women to the field of work.
 
The host agencies are planning a number of fundraising events to support the conference.  On International Women's Day, Friday, March 8th, 2013, the IAWP 2014 conference committee will be hosting the "Forces of Fashion", a fashion show event at the University of Winnipeg Richardson Complex Atrium, 599 Portage Avenue.  The show will highlight policewomen uniforms – past to present – of the host agencies.   As well, The Bay downtown has provided contemporary business fashions which will be featured in the show.    Proceeds from the "Forces of Fashion" will go towards the costs associated to the 2014 Conference.
 
Doors to the event open at 7:00 p.m. with the fashion beginning at 8:30 p.m.   Tickets are $75.00 and can be obtained by contacting iawp2014@winnipeg.ca.

Winnipeg Police Service News Release:

STABBING INVESTIGATION - ARREST C13-34835
As previously released - on February 21, 2013 at approximately 1:10 a.m., officers responded to a business located in the 100 block of Osborne Street regarding a stabbing incident.
 
The investigation has revealed that a group of males were attempting to socialize with several female patrons unknown to them. At some point during the evening, the males became rude and obnoxious towards the females. It was at this time another male patron, uninvolved at this point, confronted two of the males, 46 and 33 years of age regarding their behaviour. An altercation erupted and the suspect produced a knife and stabbed both males before fleeing.
 
Their injuries were non-life-threatening.
 
As a result of the investigation by Uniform Patrol members and the District 6 Crime Unit, a 28 year old male was identified and arrested.
 
Anthony HORN, 28 yearshas been charged with: Assault with a Weapon x 2 due to his alleged involvement and detained.
 
 
STRONG-ARM ROBBERY – ARRESTS C13-35511
On February 22, 2013 at approximately 1:30 a.m., Uniform Patrol members responded to the William Newton Avenue area regarding the report of a robbery incident involving a 61 year old male victim.
 
It was determined that the victim had just made a purchase at a nearby vendor when he was followed by two male suspects. The victim was approached from behind and physically assaulted. The suspects fled after robbing the victim of a quantity of beer.
 
Members of the Winnipeg Police Service Canine Unit were in the area on an unrelated matter when the two suspects were observed. Both males were taken into custody.
 
Rendall FRANCIS, 22 years of age has been charged with: Robbery with Violence and Breach of Probation due to his alleged involvement. He was detained.
 
A 28 year old male is facing a charge of: Robbery with Violence. He was released.

MISSING PERSON – SANDY LAPIERRE – R13-11117
The Winnipeg Police Service is requesting the public's assistance in locating a 44 year old male, Sandy LAPIERRE.
 
LAPIERRE was last seen on Thursday, February 7, 2013 in the Weston area of Winnipeg. Investigators are concerned for his well-being.
 
LAPIERRE is described as: Aboriginal, 6'1" tall, 260 lbs., with curly black/grey hair and brown eyes. He is known to drive a late 1990's green 4-door Pontiac Grand Prix bearing Manitoba plate GMW 366.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Winston George THOMAS, 35 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.
 
THOMAS will be released from Headingley Correctional Centre on February 24, 2013.  He is expected to take up residence in Winnipeg.
 
THOMAS has previous convictions for two counts of Sexual Assault, two counts of Assault, Aggravated Assault as well as many other criminal offences. Although THOMAS participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.   Females of all ages are at risk of sexual violence.

Background information:
 
Winston George THOMAS is a 35 year-old male with a criminal record for sexual offences, Aggravated Assault, Assault as well as numerous other criminal offences including Break and Enter with Intent to Commit an Indictable Offence and Breach of Probation and Recognizance.
 
On March 15, 2007, THOMAS and two other males met up with a 13 year old female at a shopping centre in Winnipeg.  They took her to a residence where liquor and marijuana were consumed.  The young female was prevented from leaving.  THOMAS engaged in a sexual act with her.  THOMAS was arrested a short time later and was remanded in custody.  On March 26, 2008 he was sentenced to two years less a day for Sexual Assault to be followed by three years probation.  This sentence was in addition to the one year he had spent in custody prior to being sentenced.
 
Following his release from prison on the above sentence, THOMAS breached his probation and was sentenced to a further term in jail.  That sentence expired on August 1, 2010 and THOMAS was released.  THOMAS reoffended on September 1, 2010 by committing Break and Enter with Intent to Commit an Indictable Offence and Breach of Recognizance. He received an 18 month sentence in addition to two years supervised probation. THOMAS was released from Headingley Correctional Centre on February 8, 2012.  THOMAS was arrested and charged this same date for breaching his Probation Order (Abstain from Intoxicants).  On April 18, 2012 THOMAS was sentenced to 5 months in custody.  He was given credit for 2 months and 10 days pre-sentence custody.  He was released from Headingley Correctional Centre on July 9, 2012.  On August 1, 2012 THOMAS was charged and ultimately convicted of Breach of Probation.
 
While in custody, THOMAS did participate in some sex offender treatment programs.  However, he is still considered a high risk to re-offend.  Females of all ages are at risk of sexual violence.
 
Upon release, THOMAS will be subject to probation supervision until December 6, 2013, including the following conditions:
  • Participate and complete any assessments and/or treatment programs recommended by his probation officer;
  • Do not possess or consume alcohol, illegal drugs or any intoxicating substance;
  • Abide by a curfew from 11 pm until 7 am daily unless an exception is provided in writing by his probation officer; and
  • Do not possess any weapons of any kind.

Winnipeg Police Service News Release:

HOMICIDE INVESTIGATION – ARREST C12-195058
As previously released - on Thursday, September 27, 2012 at approximately 3:00 a.m., members of the Winnipeg Police Service responded to the area of the 700 block of Pembina Highway regarding a shooting incident at a local restaurant.
 
Attending members located two adult males who had been shot. Both males were transported, one in critical condition and the other in unstable condition.
 
The male transported in critical condition has since succumbed to his injuries. The deceased has been identified as: Jeffrey Michael LAU, 23 years.
 
The second male, 22 years of age, was listed in stable condition.
 
The investigation has revealed that a male suspect attended to the restaurant and fired multiple shots, subsequently injuring the two male victims.
 
A lengthy investigation continued by members of the Homicide Unit with the assistance of other police members within the service.
 
On Thursday, February 21, 2013 at approximately 10:20 a.m., Devin Kingsley HALL, 26 years was located and arrested in the area of Portage Avenue and St. James Street without incident.
 
He has been charged with the following offences due to his alleged involvement:
 
1st Degree Murder
Attempted Murder
Numerous firearm related offences
 
He was detained.
 
The investigation is on-going.

COMMERCIAL ROBBERY C13-34531
On February 20, 2013 at approximately 4:30 p.m., officers responded to a pawn shop located in the 800 block of Main Street regarding a robbery incident.
 
Three male suspects entered the business and confronted two male employees. The suspects, armed with bear spray, made demands and began smashing display cases and removing merchandise.
 
During the incident, the suspects deployed the bear spray at the victims causing significant discomfort and minor injuries.
 
The suspects fled the business with a significant amount of merchandise consisting of gold jewellery, rings, chains and watches.
 
The suspects are described as:
 
Suspect 1 – Male, 23-24 years of age, 6'4" tall, medium build
 
Suspect 2 – Male, 24-25 years of age, 6'0" tall, medium build (larger than suspect 1)
 
Suspect 3 – Male, 22 years of age, 5'2" tall, muscular build

Winnipeg Police Service News Release:

DRUG INVESTIGATION – ARRESTS C13-33571
On February 19, 2013 at approximately 2:20 p.m., members of the District 2 Community Support Unit with the assistance of the Tactical Support Team, Canine Unit, District 2 Uniform members and District 3 Community Support  Unit  applied for, obtained and executed a Controlled Drug and Substance Act search warrant at a residence located on Canoe Bay.
 
A search of the home resulted in locating and seizing the following items:
 

  • 899 grams of marihuana – estimated street value $13,485.00
  • 260 grams psilocybin – estimated street value $3,900.00
  • 166 pills non-prescription Tylenol 3's – estimated street value at $83.00
  • 7 grams cocaine – estimated street value $560.00

 
As a result of the investigation four adult males and one male youth were arrested. They are facing numerous drug related offences.  
 
They were released on a Promise to Appear.
 
 
THEFT INVESTIGATION – ARRESTS R12-131197
Since November 2012, members of the District 3 Crime Unit have been involved in a theft investigation involving a business on Oakpoint Highway. It was reported that numerous electronic devices, specifically Apple products were being stolen prior to being delivered to another local business.
 
Between October 2011 and February 2013, approximately $13,435.00 worth of product was stolen from the business prior to shipment. As a result of the on-going thefts, members of the Winnipeg Police Service were notified and an investigation was launched.  
 
As the investigation progressed, it was determined that an employee was involved in the thefts. Several other associates were also involved as suppliers of the stolen property.
 
Due to the efforts of District 3 Crime Unit, a 34 year old male (employee), 26 year old male, 33 year old male and 36 year old female have been arrested and are facing charges of theft and possess goods obtained by crime.
 
They have been released.  
 
To date, officers have recovered $11,235.00 worth of the stolen product. The investigation is continuing.
 
 
STABBING INVESTIGATION C13-34835
On February 21, 2013 at approximately 1:10 a.m., officers responded to a business located in the 100 block of Osborne Street regarding a stabbing incident.
 
Attending members were advised that a group of males became involved in a physical altercation resulting in two males, 46 and 33 years of age, sustaining injuries.
 
Members of the District 6 Crime Unit continue to investigate. Anyone with information regarding this matter is asked to contact police at 204-986-2877 or Crime Stoppers at 204-786-TIPS (8477).
