COMMUNITY NOTIFICATION Wednesday, December 31, 2014 The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Brett Russell Jeffrey PILCH, 49 years of age, a convicted sex offender who is considered at high risk to become involved in further sex offences. PILCH will be released from Bowden Institution, Alberta on December 31, 2014. He was held to Warrant Expiry on these charges. That is, he was not granted any form of parole. Upon release, PILCH will be subject to the conditions of a probation order. He is expected to take up residence in Winnipeg. PILCH has a history of sexual offences in relation to females, usually young adult women. Although he has attended sexual offender treatment in the past, PILCH is still considered a high risk to re-offend. Adult females and older female children are at risk of sexual harassment as well as possible physical sexual violence. Over a period of 20 years, PILCH has repeatedly been involved in incidents where he has sexually harassed women with whom he has had no prior relationship. This harassing sexual conduct usually takes place over the telephone, but has, on occasion, taken the form of direct physical contact. Following his release from the penitentiary for criminal harassment and harassing telephone calls in May 2008, PILCH was convicted of breach of probation and recognizance resulting in additional jail sentences and probation orders. He was convicted on June 29, 2011 for 2 counts of breach of probation for possessing a cell phone and failing to notify his probation officer that he was involved in a relationship with a female. PILCH received an 11 month 20 day jail sentence in addition to the 45 days spent in pre-trial custody followed by 2 years supervised probation. PILCH'S most recent convictions on January 2, 2013 were for 2 counts of breach of probation order, one for using a telephone contrary to a condition of his probation and the other for having contact with a female under 18 years old. He sat beside then followed a 14 year old female in a park making inappropriate comments to her. The following day, shortly after midnight, he went to an alley behind her residence. PILCH will be released on December 31, 2014. He will be subject to a supervised probation order until January 1, 2017. The Probation Order includes the following conditions: - Not to have contact and communication with any sex trade worker;
- Not to attend any establishment featuring strippers;
- Not to possess any pornography;
- Not to possess, operate or have control or access whatsoever to any computer
or internet amenities no matter where they may be located, except as allowed by Probation Services; - Not own, possess nor have any type of telephone subscribed under your
name except as specifically allowed by Probation Services. - Not make any phone calls to female persons at their private residences who
are previously unknown to you; - Not to have contact with or be in the presence of any female actually or
apparently under the age of eighteen (18) years, except for unavoidable encounters in a public place and except in the company of an adult approved in writing, in advance, by Probation Services; - Attend, complete and follow the rules of any assessment, treatment,
counselling, and/or community programming as directed by his probation officer; - Not to possess weapons; and
- Observe a curfew between 11 pm and 7 am, except for verifiable emergencies
or when you are given special permission in writing, in advance, by your probation officer. Upon release, PILCH is expected to take up residence in Winnipeg, Manitoba. During his previous prison sentences, PILCH has attended sex offender treatment programs. However, he is still considered a high risk to re-offend. Females, particularly young adult women and older female children, are at risk of sexual harassment as well as possible physical sexual violence.
