SEXUAL ASSAULTS ARREST – C13-060671
Over the past two weeks the Winnipeg Police Service has taken the report of 3 sexual assaults and 1 indecent act that have occurred in the downtown area.  They include:
 
- March 27 at approximately 5:45 p.m. a 24 year old female was sexually assaulted in the 400 block of Portage Avenue by an unknown male.
 
- March 29 shortly after 1:00 p.m. a 31 year old female was sexually assaulted in the 200 block of Donald Street by an unknown male.
 
- April 1 at approximately 9:00 a.m. a 23 year old female witnessed an unknown male perform an indecent act in the 400 block of Portage Avenue.
 
- April 3 at approximately 10:45 a.m. a 25 year old female was sexually assaulted in the 300 block of Portage Avenue by an unknown male.
 
The investigation continued by members of the Sex Crimes Unit and on April 4, 2013 at approximately 7:30 p.m. with the assistance of the Manitoba High Risk Sex Offenders Unit the suspect was located and taken into custody without incident.
 
Charley Laurence HENDERSON 20 years of Winnipeghas been detained at the Provincial Remand Centre and is facing charges of:

  • Sexual Assault x 3
  • Indecent Act
  • Breach of Probation x 3

 
STRONG ARM ROBBERIES ARRESTS – C13-062309
On Thursday, April 4, 2013 shortly before 1:00 a.m. members of the Winnipeg Police Service were dispatched for the report of a person having just been robbed by four unknown males.
                                     
Attending members met with two victims, a male and female both 20 years of age who provided officers with a description of the suspects.
 
A short time later assigned officers located the four males matching the suspect descriptions in the area of Ellice Avenue and Sherbrook Street.  All were taken into custody without incident.
 
The investigation continued by members of the Division 11 Crime Unit.
 
It was learned that on Wednesday, April 3 at approximately 11:45 p.m. the four suspects had robbed a 21 year old male of personal property in the area of Donald Street and Mayfair Avenue.  The victim suffered minor injuries as a result of the robbery.
 
Approximately 15 minutes later the four accused confronted a 26 year old female and 42 year old male in the area of Donald Street and Broadway Avenue.  At this time both victims were robbed of cash and personal property.  Both victims suffered minor injuries as a result of the robbery.
 
The four suspects then made their way to the 300 block of Young Street where they confronted the two original reporting victims.  The male was robbed of personal property and both suffered minor injuries during the incident.
 
Two male youths, aged 15 & 16 years of age, both of Winnipeghave been detained at the Manitoba Youth Centre and are facing several Robbery and Breach of Court Order related charges.
 
Michael Tyler BOUBARD, 20 years & Ray William EVERETT, 18 years, both of Winnipeg have been detained at the Provincial Remand Centre and are facing several Robbery and Breach of Court Order related charges.
 
 
MARIHUANA GROW OPERATION ARREST – R13-0021997
On April 4, 2013, members of the Winnipeg Police Service Green Team, with the assistance of the District 2 Community Support Unit and Tactical Support Team executed a Controlled Drug and Substance Act search warrant in the 1100 block of Empress Street.
 
As a result of the search the following was seized:

  • 443 Marihuana plants – estimated street value of over $484,960.00
  • 31 grams of dry marihuana – estimated street value of $310.00
  • Grow operation equipment – valued at $25,000.00

A 60 year old male of Winnipeg was located at the time of the search and arrested. He is facing the following charges: Production of Controlled Substance – Cannabis (Marihuana), Possessing Substance for the Purpose of Trafficking – Cannabis (Marihuana) & Mischief Over $5000.00.
 
He was released on a Promise to Appear.
 
 
STRONG ARM ROBBERY ARREST – C13-0062787
On Thursday, April 4, 2013 at approximately 7:00 p.m. members of the Division 11 Community Support Unit were in the area of Graham Avenue and Donald Street when they witnessed a person being robbed.
 
Officers immediately took custody of the 27 year old female suspect and placed her under arrest.  The 68 year old female victim was not injured during the incident.
 
Lillian Dawn GROOM 27 years of Winnipeghas been detained at the Provincial Remand Centre and is facing several charges.
 
 
HIT & RUN INVESTIGATION – C13-062166
On the evening of April 3, 2013 emergency personnel were dispatched to the 200 block of Dollard Avenue for the report of a hit & run involving a pedestrian that had occurred sometime between 8:15 p.m. and 8:30 p.m.
 
Responding members located an injured 63 year old female lying in the roadway.  She was transported to hospital with non-life threatening injuries
 
Members of the Central Traffic Unit are asking anyone who may have witnessed or have any information regarding this incident to contact investigators at (204) 986-6271or Crime Stoppers at (204) 786-TIPS (8477).
 
 
CANINE INTERNATIONAL FUNDRAISER
On Saturday April the 6th from 12:00 p.m. to 4:00 p.m., members of the Winnipeg Police Service's Canine Unit will be present at the Petland store located at 2355 McGillivray Boulevard.  
 
Petland has set up an International Fund raiser for the month of April with all proceeds being donated to their local Canine units.  All proceeds from this endeavor will be donated to the Winnipeg Police Service's Canine Unit Retirement and Vest Fund.

The Winnipeg Police Service is requesting the public's assistance in locating an 11 year old male youth, Damian JESMER.
 
JESMER was last seen on April 03, 2013 at 7 p.m. in the Weston area of Winnipeg.

JESMER is described as Aboriginal, 4'8" in height, 100 pounds with short straight brown-orange hair and brown eyes.   

JESMER was last seen wearing all black clothing.
 
The Winnipeg Police Service is concerned for the well-being of JESMER.

IMPAIRED DRIVING ARREST – C13-61899
On Wednesday, April 3, 2013 at approximately 12:15 p.m. members of the Winnipeg Police Service were dispatched to the area of Beliveau Road and Dakota Street regarding the report of a motor vehicle collision.
 
Investigation has revealed that earlier in the day a vehicle had been stolen from the 200 block of St. Anne's Road.  The suspect was driving eastbound on Beliveau Road when he collided with a westbound vehicle, failed to stop and continued eastbound.  The 30 year old driver of the westbound vehicle was transported to hospital and treated for non -life threatening injuries.
 
Moments later the accused struck a cross walk sign and travelled up onto the sidewalk narrowly avoiding a pedestrian.  The suspect then returned to the roadway and continued east bound without stopping.
 
At approximately 12:30 p.m. the suspect and vehicle were located in a parking lot in the 600 block of St. Anne's Road.  Officers activated their emergency equipment at which time the accused began to drive the stolen truck into the cruiser, striking it several times.  Both officers were able to exit their cruiser without injury and take the suspect into custody.  The suspect sustained minor injuries during the arrest for which he received medical treatment. 
 
Marlin James HENDERSON 26 years of Winnipeghas been detained in custody and is facing charges of:

  • Impaired Driving Cause Bodily Harm
  • Failure to Provide Breath Sample
  • Assault with a Weapon x 2
  • Motor Vehicle Theft
  • Obstruct/Resist Peace Officer
  • Drive while disqualified (HTA)
  • Fail to exchange particulars (HTA)
  • Fail to leave particulars re damage – adjacent property; property on highway (HTA)

 
COMMERCIAL ROBBERY – C13-062100
On Wednesday, April 3, 2013 at approximately 6:30 p.m. Winnipeg Police Service members were dispatched to a restaurant in the 1800 block of Main Street for the report of a commercial robbery.
 
Responding members met with an 18 year old male employee who advised that two suspects, both with their identities concealed and one armed with a weapon entered the premises and proceeded to steal an undisclosed amount of money.  No one was injured during the incident.
 
Suspect #1 is described as: male, late teens to early twenties, approximately 6' in height, 180 pounds.
 
Suspect #2 is described as: male, late teens to early twenties, approximately 5'6" in height, 150-160 pounds with a skinny build.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspect(s) is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
COMMERCIAL ROBBERY – C13-062316
On Thursday, April 4, 2013 shortly after 1:00 a.m. members of the Winnipeg Police Service were dispatched to a convenience store in the 1300 block of Henderson Highway for the report of a commercial robbery.
 
Officers met with a 26 year old employee who stated that three suspects, all with their identities concealed and one armed with a weapon entered the store and proceeded to steal an undisclosed amount of cash and cigarettes.  The clerk was not injured.
 
Suspect #1 is described as: male, Caucasian, approximately 6' in height.
 
Suspects #2 & 3 are described as: male, approximately 6' in height.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspect(s) is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).

WINNIPEG POLICE SERVICE MEMBER CHARGED
In October 2012 the Winnipeg Police Service Professional Standards Unit began a criminal investigation into the conduct of a Winnipeg Police Service member.
 
Following a lengthy investigation, and in consultation with Manitoba Justice, criminal charges have been laid against a member of the Winnipeg Police Service.
 
Sergeant Richard Sierhuis, 47 years, a twenty four year member, has been charged with Fraud Over $5000.00 X 7, Passing of Wares or Services, and Drive Unregistered Vehicle under the Highway Traffic Act. The allegations involve off duty conduct.
 
He was released on a Promise to Appear and is presently on administrative leave pending a review to determine his employment status.

MISSING PERSON – CHEYENNE O'NEIL – R13-021561
The Winnipeg Police Service is requesting the public's assistance in locating a 14 year old female, Cheyenne O'NEIL.
 
O'NEIL was last seen on April 01, 2013 at 10:00 pm in the Downtown area of Winnipeg.

O'NEIL is described as Aboriginal, 5'6" in height, 125 pounds with medium straight brown hair and brown eyes.  She was last seen wearing a grey Lululemon fleece- sweater, black yoga pants and tan UGG boots.
 
The Winnipeg Police Service considers O'NEIL to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.

HOMICIDE INVESTIGATION - C13-061411
On Tuesday, April 2, 2013 shortly after 4:00 p.m. Winnipeg Police Service members along with emergency services responders were dispatched to the 500 block of Langside Street for the report of gunshots. 
 
Upon arrival officers located an adult male and female, both suffering from wounds consistent with having been shot with a firearm.  Paramedics attended and transported both to the hospital in critical condition.  The male has since succumbed to his injuries while the female is in stable condition. 
 
The male victim has been identified as Nigel DIXON, 20 years of Winnipeg.   
 
This investigation is in the early stages and is continuing.  Anyone who has any information regarding this incident is asked to contact Homicide Unit detectives at 204-986-6508 or CrimeStoppers at 204-786-TIPS (8477).
 
 
SEXUAL ASSAULT INVESTIGATION – C13-60891
On Monday, April 1, 2013 at approximately 7:30 p.m. Winnipeg Police Service members were dispatched to the 700 block of William Avenue for the report of a sexual assault that had occurred earlier that day.
                                                  
Officers met with an 18 year old female victim who advised that at approximately 1:00 a.m. she had been in the area of Flora Avenue and King Street when she met the male suspect.  The victim was driven a short distance away after which the suspect proceeded to commit a serious sexual assault upon her.
 
The suspect is described as: Caucasian, 50-60 years of age, tall with a heavy build and grey hair and short grey beard.
 
The investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding this matter or the identity of the suspect is asked to contact investigators at (204) 986-6245 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
SHOTS INVESTIGATION – C13-061618
On Tuesday, April 2, 2013 at approximately 11:30 p.m. members of the Winnipeg Police Service were dispatched to the 400 block of Pacific Avenue for the report of sounds of shots.
 
Attending officers located a residence with damage consistent with having come from a firearm.  Several occupants were within the residence however no one was injured during the incident.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).

MISSING PERSON – Tony WIEBE - C13-057102
The Winnipeg Police Service is requesting the public's assistance in locating a missing 63 year old male, Tony WIEBE.
 
WIEBE was last seen on March 27, 2013 at approximately 12:00 p.m. in the Downtown area of Winnipeg.
 
WIEBE is described as Caucasian, 6' in height, 190 pounds with scraggly shoulder length grey hair, balding at the top.  He was last seen wearing a blue jacket with a hood, black pants and glasses.
 
Police are concerned for WIEBE'S wellbeing.  Anyone with information regarding WIEBE's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or CrimeStoppers at 204-786-TIPS (8477).
