PUBLIC ADVISORY- FRAUDS/ SCAMS CONTINUE
As previously released on March 6, 2014, the Winnipeg Police Service has received several reports over the past month of phone calls being made by persons claiming to be a police officer or a government official.  The caller demands the victim to pay money to prevent them or a family member from being arrested.  The WPS advises that these calls are NOT legitimate and would like your assistance in identifying the persons making these phone calls.

In addition to these scams, the Commercial Crime Unit has seen an increase in the number of reports of the "Emergency or Grandparent Scam", averaging 1- 2 reports per day.  To date, investigators are aware of 35 victims, with estimated losses between $2500- $7000 per incident, and total losses for all victims at just over $118,000.

The basic scam involves the suspect(s) calling an elderly victim, claiming to be his or her grandchild or family member.  The suspect(s) claim that they are in jail, the hospital, or have some other critical emergency, such as a car break down, and need money wired to his or her location.  In almost all cases, the victim is encouraged not to say anything to anyone and to keep it a secret.

The Commercial Crime Unit encourages all care providers, children and grandchildren to discuss this scam with their elderly family members or those individuals who they feel may be susceptible to these pressure tactics.

If you receive such a call, always check with another relative before wiring money.

If you do receive such a phone call, please make note of the incoming phone number and details of the conversation.  At the conclusion of the call activate the call trace feature on your land line (*57) and then contact police at 204-986-6222.

REACCREDITATION ASSESSMENT TEAM INVITES PUBLIC COMMENT

Winnipeg, MB – A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, will arrive on March 24, 2014 to examine all aspects of the Winnipeg Police Service (WPS) policy and procedures, management, operations and support services.

Verification by the team that the WPS meets the Commission's state-of-the-art standards is part of a voluntary process to gain reaccreditation – a highly prized recognition of professional excellence in law enforcement.

As part of the on-site assessment, the public and WPS members are invited to offer comments on the WPS' service and performance at a public information session on Monday, March 24, 2014 at 7:00 p.m. in the West Committee Room of the Council Building located at 510 Main Street.  The session will adjourn when all presenters have been heard.

If an individual cannot attend the public information session but would like to provide comments to the assessment team, the individual may do so by telephone.  The public may call 204-806-4581 between 10:30 a.m. to 12:30 p.m. Tuesday, March 25, 2014.

Telephone comments, as well as those made at the public information session, are limited to 10 minutes and must address the WPS' ability to comply with the Commission's standards.

A copy of the standards is available for review from March 10 to 21, 2014 at Station Duty, Main Floor, Public Safety Building, located at 151 Princess Street or is available on request to the Winnipeg Police Service Accreditation Manager at amay@winnipeg.ca.

The assessment team is composed of law enforcement practitioners from similar, but out-of-province agencies.  The assessors will review written materials, interview individuals and visit offices and other places where compliance can be witnessed.  Once the Commission's assessors complete their review, they report back to the Commission, which will then decide if the WPS receives reaccreditation.

Reaccreditation is for three years, during which time the WPS must submit annual reports attesting continued compliance with those standards under which they were initially accredited.

A Letter to the Public from Chief Clunis

The Justice System is made up of many parts including; The Judiciary, Prosecutions, Corrections, Police, and the most important in my view, The Public.  It is critical that we work cooperatively in fostering and maintaining confidence in our justice system.

It is not my intent to malign any member of the system by responding to recent allegations leveled at the police service.  My preferred practice is to address issues with respective leaders in a constructive manner and I've taken those steps in response to the recent articles regarding "gating". However, as this issue was brought to the public's attention casting a negative light on the Service and its members, I must respond in order to accurately inform the public.

It is important that the public understand the reality of warrants within the justice system.

  • At any given time there are over 20,000 warrants in the system.
  • In 2013, the WPS added 7,668 new warrants to the system (average of 639 per month).
  • The WPS executed 7,412 warrants in 2013.
  • Our officers have an immense workload.  Persons who are in custody do not take priority over subjects who may pose an immediate threat to the public.
  • In the instances recently reported, police were notified of the location of the subjects and the warrants by a third party.  We responded to deal with those warrants.
  • To dedicate our time to processing sentenced prisoners holding warrants is challenging. The process for arresting an in-custody prisoner is time consuming and in some instances, requires obtaining a warrant as well as a removal order to release the prisoner from the institution for processing.  Current calls for service wait while we process the prisoner.

This is simply a matter of priority in making the best use of limited resources.  We won't apologize for placing priority on citizen's calls for service and dealing with more pressing public concerns.  The resources within our system are inadequate to meet the demand.  Many processes within the justice system are arguably antiquated, inefficient, and challenging.  Reform is needed.  I'm hopeful that we can work cooperatively with our partners in finding mutually supportive solutions to these system challenges.  Until that time, we will continue to utilize our resources to effectively meet the needs of all citizens.
