Break-In Investigation Arrests - C16-211021
Between September and November 2016, a commercial & residential break-in crime spree impacted businesses and homes across the city.
The suspects involved targeted businesses, typically during the early morning hours, focusing on cash and or cigarettes. Numerous stolen vehicles were also used during the commission of these offences.
In total, property damage is estimated at excess $100,000.00. Stolen property is also estimated at over $100,000.00.
During the early morning hours of November 9, 2016, Air1 responded to a break-in involving a stolen vehicle in the East District area of the city. Air1 safely followed the suspect vehicle and coordinated officers on the ground, which included uniform patrol members and the Canine Unit.
Three suspects eventually abandoned the stolen vehicle and fled on foot while in the Elmwood area of the city. All three were eventually located and arrested.
Brent James NEPINAK, 22 years, Dustin Tommy HATCHER, 32 years and 17 year old male youth have been charged with numerous break-in and theft related offences due to their alleged involvement.
The charges include offences involving 45 Break-Ins to businesses and homes in the East and West District areas of the city.
The males were remanded into custody.
Grow Operation Arrests - R16-41508
On November 9, 2016, members of the Marihuana Grow Operation Unit, with the assistance of the Tactical Support Team and Canine, executed a Controlled Drug and Substance Act search warrant at a residence located in the 100 block of Powers Street.
Three individuals were taken into custody at that time.
The following was located and seized by officers:
215 Marihuana plants having an estimated street value of $240,800.00
Grow operation equipment valued at $10,300.00
$1,800.00 cash
Only two of the occupants were charged, a 64 year old male and 46 year old female with several drug related offences.
They were released on a promise to appear.
Update - Child Abuse Investigation Arrests – C16-217960
Results Positive for Carfentanyl:
As previously released -On October 18, 2016, at approximately 5:30 p.m., the Winnipeg Police Service and members of the Winnipeg Fire Paramedic Service responded to a residence on Aikins Street regarding a small child in medical distress. The child was identified as a 9 month old male requiring immediate medical attention and was transported to hospital in critical condition.
The investigation continued when officers became aware of a safety issue within the child's home, suggesting the possible presence of the drug – fentanyl.
While inside the residence, officers observed a powdered substance believed to be fentanyl, including packaging material. Officers immediately notified medical staff at which time the child was treated appropriately, resulting in an immediate improvement in the child's condition. Soon after, the child's condition improved and was listed in stable condition.
Members of the Child Abuse Unit entered into an investigation and executed a search warrant at the residence. To reduce any further risk, the Winnipeg Police Service notified and deployed members of the Clandestine Lab Team. Officers within this unit are specially trained to work in potentially hazardous environments, such as this.
The following was located and seized:
* Up to a 1/2 ounce of loose suspected fentanyl powder
* 10 ounces of bagged suspected fentanyl powder
* Cutting agent
* Contaminated bowl and spoon
The biological parents, a 33 year old male and 32 year old female were arrested on October 24, 2016 and charged with the following:
* Failure to Provide the Necessities of Life
* Cause Bodily Harm by Criminal Negligence
* Possession of a Scheduled Substance for the Purpose of Trafficking
It should be noted that further analysis/tests of the substances seized by investigators from within the home have now been completed. Results have come back negative for fentanyl however, it's been confirmed that carfentanyl was present and believed to be a contributing factor into the child's medical distress.
