Friday, May 24, 2013       BREAK AND ENTER INVESTIGATION C13-98754 On May 24, 2013 at approximately 2:00 a.m., members of the Winnipeg Police Service responded to a residence located in the area of Wellington Crescent and Cockburn Street North regarding a break and enter incident that just occurred.   The investigation has revealed that an unknown male gained entry into the home and made contact with a female youth while she was asleep. The victim was not injured however it is believed that the suspect's intentions were sexual in nature.   Patrol members and members of the Canine Unit searched the area. No arrest has been made at this time. Friday, May 24, 2013     NATIONAL MISSING CHILDREN'S DAY   Tomorrow is "National Missing Children's Day" in Canada, as declared by the Solicitor General in 1986.  Every year thousands of Canadian children are reported missing.  These children are either runaways or victims of parental or non-family member abductions.  Thankfully, the majority of these children are safely recovered but unfortunately some cases remain open for years and some children are never found.   The movement towards National Missing Children's Day began back on May 25, 1979, when Etan Patz, just 6yrs old, disappeared from a New York City street on his way to school. The massive search and media attention that followed focused national attention to the problem of child abduction and lack of plans to address it. This momentum grew and as many more missing and murdered children's cases arose, these cases began receiving an increase in media attention with photographs of missing children appearing on milk cartons and subsequently in 1983, this day being proclaimed National Missing Children's Day in that Nation.  This day has since moved to become an annual reminder to all of our communities to renew efforts to reunite missing children with their families and continue to make child protection a priority.    It is through the many partnerships the Winnipeg Police Service  Missing Persons Unit has formed with numerous other law enforcement agencies within Manitoba, across Canada and abroad and various other agencies such as the entire Media community, Street Reach Winnipeg, the Canadian Centre for Child Protection Centre, and many others, that we are able to achieve success in our role of dealing with the complexities surrounding missing children cases.  We greatly appreciate and extend our gratitude to all of our partners for the role they play in helping us to achieve success and keep children safe.   The potential for an abduction of a child can create real fear and anxiety for families and loved ones.  Specific preventative resources for families and communities wishing to reduce children's risk of being abducted are available and can be reached through the MissingKids.ca website at http://missingkids.ca/pdfs/MK_ReduceRiskAbduction_en.pdf.   Today, the Winnipeg Police Service is further requesting the public's assistance in locating three of Winnipeg's missing children.  MISSING PERSON – JADE YOUNG,    C13-93905   The Winnipeg Police Service is requesting the public's assistance in locating a 13 year old female, Jade YOUNG.  YOUNG was last seen on May 18, 2013, in the East Kildonan area of Winnipeg.   YOUNG is described as: Caucasian, 5'0" in height, 115 lbs., shoulder-length black hair and blue eyes.  She was last seen wearing a red shirt, black jacket with gold on it, light coloured jeans and high top runners.                                                   Anyone with information regarding YOUNG's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.      MISSING PERSON – GABRIEL MOUSSEAU   R13-34448   The Winnipeg Police Service is requesting the public's assistance in locating a 17 year old male, Gabriel MOUSSEAU.  MOUSSEAU was last seen on May 21, 2013 in the North Kildonan area of Winnipeg.    MOUSSEAU is described as: male, Aboriginal, 6'1" in height, 237 lbs., short black hair, brown eyes, and a tattoo on his neck.                                               Anyone with information regarding MOUSSEAU's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.        MISSING PERSON – AMBER GUIBOCHE,  R10-94044   The Winnipeg Police Service Missing Persons Unit continues to request the public's assistance in locating a missing female, Amber Rose Marie GUIBOCHE.    GUIBOCHE, who was 20 years of age at the time of her disappearance, was last seen during the evening hours of November 10th 2010, in the area of William Avenue and Isabel Street.  Investigators believe that GUIBOCHE may have entered a red truck as shown below.           GUIBOCHE has not made contact with any of her family or friends since this time which is unusual and out of character for her. Investigators and family members are concerned for her well-being.                                                   GUIBOCHE is described as: (currently) 22 year old female with a fair complexion.  She is 5'5" in height, weighs approximately 105 pounds and has hazel eyes.  She has a slight / thin build with long straight brown hair often worn in a ponytail.  She was last seen wearing a white Adidas hoody with gold stripes down the sleeves. Friday, May 24, 2013     SUSPICIOUS ITEM LOCATED C13-98336 On May 23, 2013 at approximately 3:15 p.m., officers responded to the 900 block of Dudley Avenue regarding a suspicious item being located by a construction company doing work in the area.   Members of the WPS Bomb Unit, assisted by the Canadian Military attended and examined the object further.  The cylinder with fins on one end is described as 3" in diameter and approximately 9" in length.     As a result, the immediate area was evacuated for a period of time while the investigation continued.   The item has been determined to be a "smoke mortar" however its age and origin is undetermined at this time.   No one was injured as a result of the incident.     SUSPICIOUS PERSON C13-98409 On May 23, 2013, at approximately 4:45 p.m., members of the Winnipeg Police Service were notified of an incident regarding two young females being approached by a suspicious male in a vehicle while in the area of Ferrier Street and Beecher Avenue.   It was reported that the girls (10 and 11 years of age) were approached by a male in a vehicle who requested that they get into his truck and go for a ride. The girls declined and fled the area. No contact was made and no injuries were reported.   The male was observed to screech his tires and play loud music from his vehicle at the time of the incident.     The vehicle is described as: White, older model two-door truck, rust along the bottom edge and tinted rear windows.   The suspect is described as: Caucasian, Male, 30-40 years of age, skinny build, clean shaven, reddish/orange curly hair, wearing black sunglasses and a white t-shirt.   The investigation is continuing by members of the Division 13 Crime Unit. Monday, May 20, 2013 WEAPONS ARREST – C13-095513 On Monday, May 20, 2013 shortly before 12:30 a.m. a member of the Winnipeg Police Service Tactical Support Team came upon a motor vehicle collision that had just occurred at McDermot Avenue and Princess Street.   The officer observed two males arguing and after activating his emergency equipment he exited his vehicle at which point one of the males yelled that the other male had a gun.  The officer was able to take the male into custody without incident and request the assistance of further personnel.   Investigation has revealed that the driver of a blue Mercedes had pulled up alongside a silver Acura being driven by an unknown male that was stopped on Hargrave Street at Notre Dame Avenue.  The driver of the Mercedes looked over at the Acura where the driver appeared to be staring at him.  The Mercedes driver was unsure as to why and when he asked; the Acura's driver pointed a firearm at him.   The driver of the Mercedes proceeded north on Hargrave Street and as he turned east bound onto McDermot Avenue he heard something striking the rear of his vehicle.  The driver of the Acura then accelerated past the Mercedes, ran a red light at Princess Street, striking a southbound vehicle in the process.    The southbound vehicle was being driven by a 23 year old female who was transported to hospital with non-life threatening injuries.   A firearm was located and seized at the scene.   A 22 year old male from Winnipeghas been detained at the Provincial Remand Centre and has been charged with: Dangerous Operation Causing Bodily Harm – Motor Vehicle, Possessing controlled drug or substance – CANNABIS (MARIHUANA) and multiple firearms related offences     SEXUALT ASSAULTS ARRESTS – R13-010962 In February of 2013 members of the Winnipeg Police Service Sex Crimes Unit were approached by two separate complainants reporting that they had been the victims of sexual assault.   The first victim, a twenty one year old female reported that in September of 2010 she had been at a bar in the downtown area where she met the unknown female and male suspects.  She was later offered a ride home which she accepted.  However, instead of taking her home the two suspects drove the victim to their residence in the north east part of the city where they proceeded to sexually assault her.   The second victim, a 30 year old female reported that between April 1st & 30th of 2012 she was at a residence in the north east part of the city where she was sexually assaulted by a male and female acquaintance.   Between July 1st & August 31st of 2012 she was again at the residence where she was forced to consume a drug and then sexually assaulted by the same two persons.   On May 17, 2013 both suspects were arrested.   Richard Robert Charles GORDON 46 years of Winnipeghas been charged with Sexual Assault x 3, Assault, Administering Noxious Thing with intent to Endanger Life or Cause Bodily Harm & Overcoming Resistance to Commit Indictable Offence.   Jackie Erin BURGOYNE 35 years of Winnipeg has been charged with Sexual Assault x 3 & Assault.   Both were detained at the Provincial Remand Centre.     SHOTS FIRED – C13-094262 On Sunday, May 19, 2013 members of the Winnipeg Police Service were dispatched for the report of damage in the 900 block of Burrows Avenue.   Responding members met with the resident who advised that she had discovered what appeared to be damage from a single gunshot.  The damage has since been confirmed as being the result of a firearm discharge.   It was determined that the incident likely occurred around 4:00 a.m. on Saturday, May 18.   No injuries were reported.   The investigation is continuing by members of the Major Crimes Unit. Wednesday, May 15, 2013     STABBING C13-91728 On May 15, 2013 at approximately 7:20 a.m., officers responded to a stabbing incident at a residence located in the first 100 block of Donwood Drive.   The investigation has revealed that an altercation took place within a suite involving two adult males. As a result, a 35 year old male was stabbed and initially listed in unstable condition.
