Tuesday, October 18, 2016 Project Heavy Metal  Over the past several months, Winnipeg Police Service Crime Units from all four divisions, with the assistance of our crime analysts, have been involved in a complex stolen property investigation.  This investigation is in relation to break-ins and thefts which occurred within the city of Winnipeg and rural Manitoba.  Investigators determined that some of the suspects involved were not only committing crimes in Manitoba, but were also active in Saskatchewan, Alberta and British Columbia.  On September 2, 2016, a search warrant was executed at a residence in Calgary, Alberta.  Stolen property was recovered which included RCMP uniforms and related police equipment.  On October 11, 2016, nine Manitoba suspects were arrested and charged with numerous property-related offences. Additional search warrants were executed in Winnipeg and in Saskatchewan.  Twenty suspects have been identified who have either been arrested or warrants have been issued for their arrest in relation to the project.  Over 140 charges will be laid, the majority of which are property related offences.  To date, there has been in excess of $300,000 in stolen property recovered, which includes vehicles, camper trailers, police equipment, snow blowers, lawn care equipment, building materials, new tires, tools, key cutting machines, electronics, blank passports and blank birth certificates. The investigation is ongoing and warrants have been issued for the outstanding suspects.    The Winnipeg Police Service would like to thank and acknowledge the assistance of the Calgary Police Service, Edmonton Police Service and RCMP for their assistance in this investigation.  Weapons Investigation – Shots Fired: C16-216710 As previously released: On October 16, 2016, at approximately 10:10 p.m., Winnipeg Police responded to the 600 block of Arlington Street for a report of a gunshot heard in the area. General Patrol and Tactical Support Team members arrived and determined that a residence in the area was the location of the incident. While several occupants were removed from the dwelling, police were unable to persuade all the occupants to exit the house. Due to concerns that an armed individual(s) remained inside, Arlington Street was closed to traffic. At approximately 8:30 a.m. on October 17, police were successful in removing the final occupants. No further information is available at this time. ______________________________________________________ Investigators subsequently located a loaded, sawed-off shotgun within the building. Two individuals have now been charged in relation to this incident:     - John Luke STENGEL, 30-years, faces twelve charges including numerous firearms related offences and breaches of court orders. Stengel was detained in custody. - A 40-year-old female faces four firearms related offences. Tuesday, October 18, 2016 COUNTER EXPLOITATION UNIT: OPERATION NORTHERN SPOTLIGHT – 5th Enforcement Initiative Numerous charges have been laid by police following the fifth installment of a coordinated, national investigation to suppress human trafficking. The Winnipeg Police along with 53 other police services in Canada, and including the Federal Bureau of Investigation (FBI) in the United States,(36 police agencies are from Ontario; 18 from outside of Ontario, including the RCMP) participated in this phase of Operation Northern Spotlight. Operation Northern Spotlightis an ongoing investigation into human trafficking – involving mainly young women – who are participating in the sex trade against their will. This phase was conducted over a six-day period in October 2016 in various municipalities and jurisdictions across the country. During the coordinated investigations, police charged 32 people with 78 offences. Police were also able to ensure the safety of 16 people who had been working in the sex trade as a minor or against their will, including numerous persons 16 years and under.  391 officers and support staff combined to interview 379 people.  Information and contacts with community-based support agencies where made available to all who were contacted during this investigation. A vast range of charges were laid and include such charges as Exercise Control, Make Child Pornography, Distribute Child Pornography, Forcible Confinement, Trafficking in Persons, Material Benefit Resulting from Trafficking in Persons, Withhold or Destroy Documents, Living off the Avails, Assault, Utter Threats, Obstruct Police, and Failure to Comply with Court Orders and Conditions including Breaches of Recognizance and Probation. In Winnipeg, investigators with the Counter Exploitation Unit (CEU) were assisted by officers of the Counter Exploitation Team (CET) & Missing Persons Unit (MPU).  Police charged 5 people for Obtaining Sexual Services for Consideration.  A total of 22 women, aged between 19yrs and 44yrs, were interviewed in areas known to be frequented by sex trade workers, massage parlours and hotels located throughout the City of Winnipeg.  Investigators believed that some of these women were under some level of control.  They were offered appropriate community-based resources for assistance. Monday, October 17, 2016   Weapons Investigation – Arrest R16-78509 On October 16, 2016, at approximately 2:50 a.m., Winnipeg Police general patrol officers conducted a traffic stop on a vehicle near the intersection of Mountain Avenue and Seymour Street. An adult male driver and an adult female passenger were removed from the vehicle and at that time police located two, loaded, semi-automatic handguns from the passenger compartment of the SUV.     Police arrested: Barry Allan COURCHENE, 34-years, of Winnipeg and   Natasha Seita SANTOS, 32-years, of Winnipeg     Both accused were charged, individually, with 14 separate firearms related offences. They were remanded into custody.     Suspicious Male - C16-214836 On October 14, 2016 at approximately 12:20 p.m., an 8-year-old boy was in the Weston area of the city when he was approached by an unknown male in a vehicle.     The male confronted the boy and offered him pizza. No contact or injuries were reported.     The suspect is described as a male, Aboriginal in appearance, 5'10" in height, wearing a blue/red hat and jacket and jeans. He was described as operating a blue coloured car at the time.      The intentions of the male suspect are unknown at this time. Sunday, October 16, 2016     Creepy Clowns No Laughing Matter - C16-215959 On October 15, 2016 at approximately 8:00 p.m., members of the Winnipeg Police Service responded to the 200 block of Antrim Road in Valley Gardens, regarding a suspicious incident. It was reported that two suspects dressed in clown costumes were chasing people in the area, one of which was possibly armed. Attending members met with multiple people who indicated that they were chased, causing concern for their safety. Two 17 year old male suspects were located in the area of the 700 block of Kimberley Avenue and taken into custody. It was at this time, officers located clown-like masks and a large flashlight. Although weapon related charges and mischief were considered, the male suspects were identified and cautioned in relation to their actions and involvement. Public Advisory: While dressing up as a clown in not against the law, police may charge a person criminally if there are grounds to believe he or she committed acts of mischief, or threatened, assaulted or harassed others. The Winnipeg Police Service takes matters like these very seriously and encourages anyone considering engaging in this type of behaviour, to stop and take a moment to consider the impact it may have on others, including themselves. Although "creepy clown" sightings appear to be merely pranksters dressing up for the sole purpose of deliberately scaring people, however, should anyone find themselves in a similar situation and concerned for their safety, please call police immediately.   Fight Incident and On-going Investigation - C16-216160 On October 16, 2016 at approximately 1:35 a.m., the Winnipeg Police Service was notified of a fight involving multiple people at a hotel/bar located in the 1000 block of Pembina Highway. Injuries were reported and confirmed. All parties involved are in stable condition. Members of the West District Crime Unit continue to investigate. Numerous people are in police custody at this time and interviews are on-going. Further details will be provided as they become available. Robbery Investigation - C16-216210 On October 16, 2016 at approximately 3:20 a.m., officers responded to the area of College Avenue and Powers Street regarding a robbery incident that just occurred. The investigation led members which included, the Tactical Support Team, ARV1, Canine and uniform patrol to a residence in the 400 block of College Avenue. The area was secured and multiple people have been removed from the home. The investigation is in its very early stages and members of the Major Crimes Unit have been notified. Interviews are on-going. Additional information will be provided at a later time. LOVE is described as a Caucasian female, 85 years old, 5'4" tall, heavy build, short grey hair, glasses and utilizes a walker. Friday, October 14, 2016             Serious Assault Investigation - C16-214582 On October 14, 2016 at approximately 2:30 a.m., members of the Winnipeg Police Service responded to the 300 block of Maryland Street regarding an injured male and possible gun related incident.     Attending members located an adult male with injuries consistent with being stabbed. He was conveyed to hospital by members of the Winnipeg Fire Paramedic Service in critical condition, later upgraded to stable.     The investigation led officers to a suite located in the 300 block of Agnes Street where two males were taken into custody.     A second male has been identified, having sustained upper body injuries. He is in stable condition.     The investigation is continuing by Division 11 Detectives. Interviews are on-going and charges are pending.
