Thursday, August 23, 2018   Mischief & Assault Peace Officer – Arrest: C18-182500   On August 22, 2018, at approximately 11:15 a.m. North District General Patrol officers were in the 300 block of Redwood Ave on an unrelated matter.   An officer was seated in the front passenger side of a cruiser car when a male approached the rear of the car while carrying a full-sized barbeque propane tank. The male, who is believed to have been high on methamphetamine, made no attempt to communicate with police and proceeded to throw the propane tank through the rear window of the cruiser car. The officer was not injured.     Richard Lee Friesen, a 30-year-old male of Winnipeg, has been charged with:   - Assault Peace Officer - Mischief Under $5000.   He has been detained in custody.    Assault Peace Officer – Arrest: C18-182559   On August 22, 2018, at approximately 1:15 p.m., North District General Patrol officers responded to the 400 block of Dufferin Avenue for a report of a male that had assaulted an individual with a screwdriver.   A nearby supervisor unit arrived first in the area and located a male suspect walking in the area of Aikins Street and Stella Avenue. The male, who is believed to have been high on methamphetamine, was followed to the rear yard of a residence in the 200 block of Stella Avenue where he picked up a snow shovel.   The male was told to drop the shovel, however he did not respond and began to walk towards the cruiser car while armed. As a result, the officer exited the vehicle and drew his Conducted Electrical Weapon ("Taser"). The male then began to walk away but turned around and threw the shovel at the officer, narrowly missing him.   The officer deployed the CEW but was unsuccessful. The male then produced a screwdriver and the CEW was deployed for a second time, but was again ineffective.   The male continued to approach officers making threats. As other officers arrived on scene, the male fled on foot with the screwdriver. He was tracked to a nearby area where he raised the screwdriver at an officer in an aggressive manner. Wednesday, August 22, 2018   Community Notification – James BADOUR   The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding James Porter BADOUR, 53 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. All children are at risk.   BADOUR was released from custody after having served a sentence regarding three convictions for sexual interference with young children. He was convicted on February 1, 2016 and received a total sentence of 658 days (includes 72 days pre-sentence custody credit) followed by three years supervised probation. BADOUR exhibits a transient lifestyle. His previous convictions occurred throughout southern Ontario. Since being released, on April 15, 2017, BADOUR has resided in Guelph, Toronto, Alonsa and Neepawa, Manitoba. Currently, he is believed to be residing in Winnipeg.   BADOUR has a history of sexual offences against young children, male and female. Although he participated in some treatment programming in the past, BADOUR is still considered high risk to re-offend in a sexual manner. All children are at risk of sexual violence.     Background information:   James Porter BADOUR is a 53 year-old male with a lengthy criminal record including convictions for sexual assault and sexual interference involving children.   BADOUR's most recent offences occurred in 2015 in Ontario. BADOUR sexually interfered with two female children, aged 6 and 7 years, who resided across the street from him. He befriended the children's caregivers, gained access to the children, and sexually interfered with them. On February 1, 2016, he was convicted of three counts of sexual interference and received a sentence of 658 days (including 72 days pre-sentence custody credit) followed by three years supervised probation.   While on release, BADOUR is subject to supervised probation until April 14, 2020.   BADOUR is also prohibited, until April 14, 2037, from:   • attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre;   • seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years;   • having any contact - including communication by any means - with a person who is under the age of 16 years, unless he does so under the supervision of a person whom the court considers appropriate.   BADOUR is also subject to a lifetime weapons prohibition.   BADOUR was previously convicted of sexually assaulting two young neighbourhood children (male and female) in 1993 and 2000. In 1993, he received a sentence of 18 months followed by 2 years probation. In 2000, he was sentenced to 12 months incarceration followed by 3 years probation.   While incarcerated, BADOUR participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against all children.   BADOUR exhibits a transient lifestyle. His previous convictions occurred throughout southern Ontario. Since being released, on April 15, 2017, BADOUR has resided in Guelph, Toronto, Alonsa and Neepawa, Manitoba. Currently, he is believed to be residing in Winnipeg.   This information is provided to enable members of the public to take suitable measures to protect themselves. Wednesday, August 22, 2018   Break and Enter - Arrests: C18-181528 On August 21, 2018, at approximately 9:25 a.m., members of the East District Station located and arrested two males in the 200 block of Notre Dame Street. The males were in possession of a bag containing numerous break-in instruments. The males are believed to be responsible for the following incidents: February 25, 2018 - tools stolen from a storage room in the 300 block of Colony St. June 24, 2018 - tools stolen from a garage in the 500 block of De La Morenie St. July 16, 2018 - a backpack stolen from a University of Manitoba Campus July 16, 2018 - a break-in to a residence in the 200 block of Beliveau Rd. No foul play is suspected.   Previously Released: The Winnipeg Police Service is requesting the public's assistance in locating a missing 80-year-old male, George LEPINE.  LEPINE was last seen in the North Kildonan area of Winnipeg on the morning of August 9, 2018.   LEPINE is described as Caucasian, 5'5", medium build, grey balding hair.  LEPINE was last seen wearing thin framed eyeglasses, a brown plaid shirt and blue jeans. Wednesday, August 22, 2018    Sexual Assault - Investigation: C18-181912 On August 21, 2018, at approximately 5:45 p.m., General Patrol members responded to a report of a female who appeared to have been assaulted. The victim, an 18-year-old female, reported that she was walking along the river path in the area of Queen Elizabeth Way when she was approached by two males who pushed her and grabbed her backpack. The males assaulted the victim before seriously sexually assaulting her.     One male is described as being in his 30's, with dark skin and approximately 5'10" with short brown hair and a beard. The second male is described as being in his 20's, with light skin and dirty blonde hair.     This investigation is continuing by members of the Sex Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).         Fatal Motor Vehicle Collision: C18-181996 On August 21, 2018, at approximately 7:30 p.m., emergency services personnel responded to the intersection of Park Lane Ave. and King Edward St. for a serious motor vehicle collision.     A northbound motorcycle appears to have lost control and crashed at this location. Tuesday, August 21, 2018   Stabbings – Investigations    Members of the Winnipeg Police Service have responded to a number of stabbing incidents over the past four days.     On August 17, 2018, at approximately 5:55 a.m., a 48-year-old male was stabbed in the lower-body in the area of Princess Street and Notre Dame Avenue and robbed of his bicycle. The male was transported to hospital in critical condition and was later upgraded to stable condition.     At approximately 3:50 p.m., a 16-year-old female attended a hospital with stab wounds to her mid-body. The female advised she had been stabbed while in the 900 block of Banning Street.     On August 18, 2018, at approximately 1:25 a.m., a 24-year-old male and a 28-year-old male attended a hospital with stab wounds to their mid-bodies. One male advised he had been stabbed on Princess Street.     At approximately 1:50 a.m., a 19-year-old male and a 21-year-old female were the victims of a violent attempted robbery in the area of Central Park. The male was found with multiple serious stab wounds to his upper-body. He was transported to hospital in critical condition and later upgraded to stable condition. Two individuals were located nearby and placed under arrest.     The above incident was previously released on August 19, 2018.     On August 19, 2018, at approximately 1 a.m., a 58-year-old male was stabbed in the upper-body in the 700 block of Wellington Avenue. The male declined an ambulance but was transported to hospital by officers and admitted in stable condition.     On August 20, 2018, at approximately 6:10 p.m., a 16-year-old male, a 20-year-old male, and a 48-year-old male attended a hospital with stab wounds to their mid-bodies. Two of the males suffered serious stab wounds and the incident is believed to have occurred in the 500 block of Agnes Street.     At approximately 10:20 p.m., a 19-year-old male was stabbed in the mid-body in the first 100 block of Edmonton Street. He was transported to hospital in unstable condition and was later upgraded to stable condition.     On August 21, 2018, at approximately 7:35 a.m., a 30-year-old male was stabbed in the upper-body in the 400 block of Maryland Street. He was transported to hospital in unstable condition and was later upgraded to stable condition.     Major Crimes Unit detectives are continuing with the investigation of most of the incidents. Others have been handed by General Patrol unit members. At this time, there is no information to believe any of the incidents are linked.     Anyone with information that may assist investigators may call the Winnipeg Police Service non-emergency line at 204-986-6222 or Crime Stoppers at 204-786-TIPS (8477).     Person Robbery – Arrest: C18-180553    On August 20, 2018, at approximately 2:30 a.m., Central District General Patrol units, with the assistance of AIR1 and K9, responded to a report of a robbery to a person in the 400 block of Cumberland Avenue.     Officers met with a 33-year-old male victim who advised two male suspects had robbed him of his mobile phone. The victim had suffered minor injuries and declined medical treatment.     Two male suspects were located in the area and taken into custody. One suspect provided a false name but was later identified through fingerprinting with the help of the Forensic Services Unit. The other suspect was found to be in possession of the stolen phone.     Members of the Major Crimes Unit continued with the investigation and believe the robbery occurred after the victim came into contact with the suspects in the lobby area of a nearby apartment building.     Ahmed Masabo, also known as Jordan Masabo, a 20-year-old male of Saskatchewan,has been charged with:       - Robbery   - Public Mischief   - Fail to Comply Condition Recognizance by Judge/Justice (x4)     Masabo was also processed on three outstanding arrest warrants for charges including:       - Fail to Comply Condition Recognizance by Judge/Justice (x5)     Mohammed Yousuf Ali, a 23-year-old male of Winnipeg, has been charged with:       - Robbery   - Fail to Comply with Probation Order     Both were detained in custody.     Drug and Weapon – Arrest: C18-180878    On August 20, 2018, at approximately 1:55 p.m., East District Community Support Unit members were in the area of Alfred Avenue and Aikins Street when they observed a male on a bicycle committing an infraction of the Highway Traffic Act.     Officers stopped the male and found the bicycle had been reported stolen on August 9, 2018, while locked up at a restaurant in the area of Erin Street and Portage Avenue.    The male was placed under arrest and a search of him resulted in the seizure of a collapsible baton weapon and 1 ounce of methamphetamine (estimated street value of approximately $850).     The stolen bike will be returned to its owner.     Cory Jason Carvajal, a 33-year-old male of Winnipeg,has been charged with:       - Possession of Property Obtained by Crime Under $5000   - Possession of a Weapon   - Possession of Scheduled Substance – Methamphetamine     He was detained in custody. Sunday, August 19, 2018     Robbery – Arrests: C18-179047 On August 18, 2018, at approximately 1:50 a.m., Winnipeg Police responded to a report of a male stabbed in the area of Central Park. A 19-year-old male victim was located a number of blocks away suffering from serious, multiple, upper-body stab wounds. He was transported to hospital in critical condtion. His condtion has since been upgraded to stable.     An investigation determined that the victim and a 21-year-old female were in Central Park when they were confronted by 2 males who attempted to rob them of their belongings.
