Child Abuse Investigation Arrests – C16-217960

Search Warrant Executed:

As previously released -On October 18, 2016, at approximately 5:30 p.m., the Winnipeg Police Service and members of the Winnipeg Fire Paramedic Service responded to a residence on Aikins Street regarding a small child in medical distress.  The child was identified as a 9 month old male requiring immediate medical attention and was transported to hospital in critical condition.

The investigation continued when officers became aware of a safety issue within the child's home, suggesting the possible presence of the drug – fentanyl.

While inside the residence, officers observed a powdered substance believed to be fentanyl, including packaging material. Officers immediately notified medical staff at which time the child was treated appropriately, resulting in an immediate improvement in the child's condition. Soon after, the child's condition improved and was listed in stable condition.

Members of the Child Abuse Unit entered into an investigation and executed a search warrant at the residence. To reduce any further risk, the Winnipeg Police Service notified and deployed members of the Clandestine Lab Team. Officers within this unit are specially trained to work in potentially hazardous environments, such as this.

The following was located and seized:

* Up to a 1/2 ounce of loose suspected fentanyl powder
* 10 ounces of bagged suspected fentanyl powder 
* Cutting agent
* Contaminated bowl and spoon

It should be noted that the results of further testing are still pending regarding the substances seized by officers.

The biological parents, a 33 year old male and 32 year old female were arrested on October 24, 2016 and charged with the following:

* Failure to Provide the Necessities of Life
* Cause Bodily Harm by Criminal Negligence
* Possession of a Scheduled Substance for the Purpose of Trafficking (fentanyl)

Both remain in custody.
