Friday, October 28, 2016 Joint First Responders Scenario Training Planned On Sunday, October 30, members of the Winnipeg Police Service, Tactical Emergency Medical Support and Winnipeg Fire Paramedic Service (WFPS) will be conducting a live training exercise inside St. Vital Centre. The training is important, as it allows for members of WPS to train with first responders in WFPS. The mall provides emergency personnel a relevant public training space to coordinate a response in the event emergency services are needed quickly. The Winnipeg Police Service and City of Winnipeg would like to the thank St. Vital Centre for allowing us to use their space. "Our team at St. Vital Centre is proud to support Winnipeg response services by partnering with the Winnipeg Police Service and Winnipeg Fire Paramedic Services in this unique training opportunity and by providing the space to run their training event," said Kyle Waterman, the Retail Manager of St. Vital Centre.      The training will take place after the mall closes. Silvercity St. Vital Cinemas will remain open during the training. Tuesday, October 25, 2016 Child Abuse Investigation Arrests – C16-217960 Search Warrant Executed: As previously released -On October 18, 2016, at approximately 5:30 p.m., the Winnipeg Police Service and members of the Winnipeg Fire Paramedic Service responded to a residence on Aikins Street regarding a small child in medical distress.  The child was identified as a 9 month old male requiring immediate medical attention and was transported to hospital in critical condition. The investigation continued when officers became aware of a safety issue within the child's home, suggesting the possible presence of the drug – fentanyl. While inside the residence, officers observed a powdered substance believed to be fentanyl, including packaging material. Officers immediately notified medical staff at which time the child was treated appropriately, resulting in an immediate improvement in the child's condition. Soon after, the child's condition improved and was listed in stable condition. Members of the Child Abuse Unit entered into an investigation and executed a search warrant at the residence. To reduce any further risk, the Winnipeg Police Service notified and deployed members of the Clandestine Lab Team. Officers within this unit are specially trained to work in potentially hazardous environments, such as this. The following was located and seized: * Up to a 1/2 ounce of loose suspected fentanyl powder * 10 ounces of bagged suspected fentanyl powder  * Cutting agent * Contaminated bowl and spoon It should be noted that the results of further testing are still pending regarding the substances seized by officers. Sunday, October 23, 2016         Update - Arson Arrests - C16-147165 As previously released -On July 16, 2016 at approximately 4:15 a.m., emergency personnel responded to a fire in a single-family residence within the 500 block of Young Street.   Four occupants inside the residence managed to escape. Two youth sustained minor injuries and were treated and released from hospital. A 25 year old male and 20 year old female sustained more serious injuries due to the fire.     The investigation continued by members of the Winnipeg Police Service Arson Unit and the Office of the Fire Commissioner who determined the fire to be arson. Damage was estimated at over $100,000.00.     Several suspects were identified who allegedly targeted the home and threw multiple incendiary devices through different windows, causing a serious fire.     On September 15, 2016, Dallas River PERREAULT, 20 years was arrested and charged with:       * Arson Causing Damage to Property   * Arson with Disregard for Human Life     On October 22, 2016, Michael Kevin NDLOVU, 26 years was located and arrested. He has been charged with the following offences:       * Arson Causing Damage to Property   * Arson with Disregard for Human Life x 2   * Possession of Incendiary Device     Both were remanded into custody.     The investigation continues.           Stabbing Arrest - C16-221149 On October 22, 2016 at approximately 6:40 p.m., members of the Winnipeg Police Service responded to the 100 block of Beliveau Road regarding a neighbour dispute.     It's alleged that a 36 year old female resident stabbed a 27 year old female resident in the upper body, causing a serious injury.     The victim is in stable condition and the female suspect has been arrested.     The investigation continued by members of the East District Crime Unit. Friday, October 21, 2016 Historic Sexual Assault – Arrests: R16-62896 On October 19, 2016, the Winnipeg Police Service – Child Abuse Unit arrested a 78-year-old male in regards to allegations of historic sexual assault. The allegations concern four male victims who were between the ages of 10 and 12-years-old when the assaults began. The assaults occurred at various locations within Winnipeg, beginning in 1981 and spanned a period more than ten years.     Ronald Joseph LÉGER, has been charged with Sexual Assault x 8. Friday, October 21, 2016 Medic Incident – C16-217960 On October 18, 2016, at approximately 5:30 p.m., emergency personnel responded to a residence on Aikins Street in response to a call for medical assistance. A child was transported in critical condition, however, since been upgraded to stable. While inside the residence police became aware of a potential safety issue due to the presence of what investigators suspect may have been residue of the drug – fentanyl. In order to safely deal with the risk, Winnipeg Police deployed members of the Clandestine Lab Team. Officers within this unit work in hazmat suits and are specially trained to work in potentially hazardous environments. Members of this team are capable of dealing with a variety of situations involving controlled substances. At no time were investigators of the opinion that a clandestine drug lab was in operation. The investigation is ongoing. Thursday, October 20, 2016 UPDATE:  Missing Person – John Hastings – C15-219519 The Winnipeg Police Service is continuing to request the public's assistance in locating a missing 27 year-old male, John Hastings. October 16, 2016, marked the one year anniversary of the last time HASTINGS was seen when he left a residence in the downtown area of Winnipeg in the early morning hours of Friday, October 16, 2015.     HASTINGS is described as an Aboriginal male, 5'9" tall, thin build, short black hair, unshaved, thin goatee and moustache and brown eyes. Tuesday, October 18, 2016 Residential Robbery – C16-217193 On October 17, 2016, Winnipeg Police responded to a report of a residential robbery that had occurred at approximately 3:50 p.m. to a home located on Victoria Avenue West.     The victim, the lone resident, was a female in her seventies. She had answered a knock on her front door when an unknown male forced his way inside. The victim was assaulted, but did not require medical treatment.  A small amount of money was stolen and the suspect fled on foot.     The suspect is described as a male, Aboriginal in appearance, approximately 18 to 20 years in age. The suspect had a heavy build weighing approximately 250 pounds. He was approximately 5'8" to 5'10" in height and was wearing a black coloured sweater/hoodie, long dark shorts, a black toque and red/black coloured high-top running shoes.     This investigation is continuing by members of the Major Crimes Unit.
