MOTOR VEHICLE COLLISION INVESTIGATION- ARREST   C13-104404

On Friday, May 31, 2013 shortly after 6:30 a.m. emergency services responders were dispatched to a motor vehicle collision involving two vehicles near the intersection of Hargrave Street and McDemot Avenue.

Upon arrival, officers learned that the driver and sole occupant of the Chevrolet Silverado had fled the scene immediately after the collision.  The 42-year-old male driver of the Toyota 4Runner was conveyed from the scene in stable condition.  

As a result of the investigation by Division 11 Uniform Members, the suspect driver was identified and located in St. Boniface area.  He was taken into custody without incident. 

A 33-year-old male from Winnipeg will be facing a charge of Dangerous Operation of a Motor Vehicle and a Highway Traffic Act Offence of failing to remain at the scene of an accident.

He will be released on an Appearance Notice.

 

MISSING PERSON - JASMINE PASCAL               R13-32490

The Winnipeg Police Service is requesting the public's assistance in locating a 15-year-old female, Jasmine PASCAL.

PASCAL was last seen on Monday, May 27, 2013, at approximately 12:00 p.m. in the Downtown area of Winnipeg.  Information has been received that PASCAL may have travelled west to Alberta.

 

 

Jasmine PASCAL is described as: Caucasian, 5'3" tall, 125 lbs, with short brown hair and blue-green eyes.

The Winnipeg Police Service Missing Persons Unit considers PASCAL to be a child in need of protection as she is at high risk of being exploited, victimized or harmed and investigators are concerned for her well-being.

Anyone with information regarding PASCAL'S whereabouts is asked to contact the Winnipeg Police Service the Missing Persons Unit at 986-6250.

 BREAK AND ENTER INVESTIGATIONS- ARREST      C13-102625

On May 29th, 2013 just after 3:30 a.m. Winnipeg Police Service Division 13 members responded to the 300 block of Egez Street for a report of a possible break and enter to a garage. 

Uniform patrol officers responded quickly and with the assistance of a canine unit and alert citizens, a suspect was located and he was taken into custody without incident.

As a result of a lengthy investigation by members of the Division 13 Crime Unit, it was learned that during the overnight hours of May 28th into May 29th, 2013,a number vehicles and garages were broken into with a variety of property being removed. 

In each of these incidents the vehicles and the garages that were entered were not locked at the time.   

A 16 year old male youth, who has been released on a promise to appear, will be facing the following charges:

  • Break and enter to commit indictable offence x 4
  • Break and enter with intent x 8
  • Mischief enjoyment of property x 5

The Winnipeg Police Service is asking citizens remove or conceal their garage door openers when leaving their vehicles.  Always remember to lock your doors on your vehicles and garages.

COMMERCIAL ROBBERIES- UPDATE ARREST          C13-186083

As a result of the continued investigation by members of the Major Crimes Unit, on May 29th, 2013 shortly after 9:00 a.m., the suspect male was located within the 600 block of Furby Street where he was taken into custody without incident. 

 

The Winnipeg Police Service would like to thank both the members of the media and the public for their assistance in identifying this suspect male.    

 

Darcy Ryan MCKENZIE, 32 years of Winnipeg, has been charged with four counts of Robbery with a Weapon and Breach of Probation for his alleged involvement in these incidents. 

 

McKenzie has been detained.

COMMERCIAL ROBBERY INVESTIGATIONS- PUBLIC ASSISTANCE REQUIRED                    C13-29442

The Winnipeg Police Service Major Crimes Unit is seeking the public's assistance in identifying the male subject who is believed to be responsible for a series of commercial robberies occurring at various businesses within the City of Winnipeg between September 2012 and February 2013.

Anyone knowing the identity or recognizing this male subject is asked to contact the Major Crimes Unit at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

 

CHILD ADANDONMENT INVESTIGATION- ARREST   C13-102192

On May 28th, 2013 shortly before 2:00 p.m., Winnipeg Police Service East District Officers were called to a St. Vital residence for the report of children who had been left unattended.  A home day care was being operated at this residence.

Upon arrival, police learned that a parent had attended to the residence to pick up their child when it was determined that there was no caregiver on site.  Entry was made into the residence and all children found within, were found to be in good health.   The six children ranged in age from one year to five years old. 

As a result of this investigation it is estimated that the children were left unattended for a minimum of one hour.  

A 33 year old female from Winnipeg is facing Child Abandonment charges in relation to this incident.  She has been released to appear in court at a later date.  

All appropriate notifications have been made, including all of the involved families. 

This unlicensed daycare is no longer operational.

PROJECT VENETIAN – RESIDENTIAL BREAK-INS INVESTIGATION – ARRESTS R13-24040
In November 2012, the Winnipeg Police Service East District Crime Unit identified a rash of residential break-ins having similar circumstances where homes were targeted during the day time hours.
 
Many of the break-ins were committed while the homeowners were away and the suspects were in possession of a stolen vehicle. Once inside the homes, the suspects would target electronics, jewellery and other items of value.
 
In an effort to combat these property crimes, the East District Crime Unit initiated Project Venetian where a number of investigative resources were utilized to compile and collect data regarding this area of concern.
 
The majority of the residential break-ins occurred between November 2012 and February 2013 throughout the City of Winnipeg.
 
Three vehicles were stolen from dealerships which included: a Jeep Cherokee, GMC Sierra and a Nissan Murano.
 
Due to the efforts of the EDS Crime Unit, District 3 Crime Unit, Forensic Identification Unit and the Pawn Unit, the following individuals were identified, arrested and charged with the following offences due to their alleged involvement:

                  Resist arrest
                  Fail to Comply with Undertaking

All were detained at the Provincial Remand Centre.
    
As a result of these incidents:
 

  • Damage to residences is estimated at $23,000.00

  • Approximate stolen property from residences $90,000.00

  • Stolen vehicles is estimated at $110,000.00

SUSPICIOUS CIRCUMSTANCES C13-100897
On May 26, 2013, at approximately 8:20 p.m., members of the Winnipeg Police Service responded to the area of the 500 block of Home Street regarding a suspicious incident.
 
Officers were advised that a male and female were observed arguing while in the area, subsequently leaving in a green pick-up truck.
 
Police were notified and the investigation is on-going. Investigators are making every effort to determine if the female accompanied the male voluntarily.  
 
The vehicle is described as: Dodge or Ford pick-up truck, forest green in colour, carrying scrap metal and used appliances.
 
The male is described as: Caucasian, 30 years of age, brown wavy hair, facial hair and wearing a baseball cap.
 
The female is described as: Caucasian, in her 20's, long brown hair, very thin build and wearing a baseball cap.  
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the circumstances and or the male and female involved is asked to contact investigators at 204-986-6219 or 204-786-TIPS (8477).

STRONG-ARM ROBBERY INVESTIGATION C13-101085
On May 27, 2013 at approximately 1:20 a.m., officers responded to a strong-arm robbery incident that occurred in the area of Sinclair Street and Forest Park Drive a 23 year old female victim.
 
The investigation has revealed that the victim was confronted by an unknown male while walking in the area. The suspect assaulted the victim and threatened to harm her after a brief struggle.
 
The suspect robbed the victim of her property and fled the area.
 
The distraught female made her way to a nearby residence requesting assistance. It was at this time police were summoned.
 
The suspect is described as: Male, Asian in appearance, 5'10" in height, stocky build, round face, clean shaven and having a dark complexion.  
 
The investigation is continuing by members of the Division 13 Crime Unit. Anyone with information regarding the incident or identity of the suspect is asked to contact investigators at 204-986-2848 or Crime Stoppers at 204-786-TIPS (8477).

SERIOUS SEXUAL ASSAULT – ARRESTS C13-100489
On May 26, 2013 at approximately 4:45 a.m., Uniform Patrol and members of the Canine Unit responded to a sexual assault incident in progress in the area of the 200 block of Powers Street.
 
The Winnipeg Police Service received a 911 call from a member of the public that a female could be heard yelling and that a serious sexual assault may be in progress involving two male suspects.
 
Attending members became involved in a foot pursuit and apprehended both male suspects a short distance away.
 
The investigation continued by members of the Sex Crimes Unit and Forensic Identification Unit.
 
Gerald ANDERSON, 26 years of age has been charged with: Sexual Assault and Breach of Probation due to his alleged involvement.
 
Samual GOTT, 19 years of age has been charged with: Sexual Assault due to his alleged involvement.
 
Both males were detained.
 
 
PUBLIC ADVISORY - GARAGE BREAK-INS
The Winnipeg Police Service has received numerous reports of garage break-ins where suspect(s) are gaining entry into garages after obtaining garage door openers from vehicles parked nearby.
 
Many of these incidents have occurred in the East District area, however all members of the public are requested to use caution.
 
Citizens are requested to refrain from leaving garage door openers in their vehicle while unattended. Doing so and ensuring that vehicles and garage doors are secured is one simple step toward prevention.

MOUSSEAU is described as: male, Aboriginal, 6'1" in height, 237 lbs., short black hair, brown eyes, and a tattoo on his neck.

STABBING C13-100178
On May 25, 2013 at approximately 9:05 p.m., members of the Winnipeg Police Service responded to the 700 block of Wellington Avenue regarding the report of a stabbing incident.
 
Attending members located a 34 year old female with upper body injuries consistent with being stabbed. She is in stable condition.
 
The investigation has revealed that a group was socializing at a residence when a confrontation occurred involving several females. This resulted in an injury and emergency services being notified.
 
No arrest(s) have been made at this time.
 
The investigation is continuing.

COMMERCIAL ROBBERY C13-99614
On May 25, 2013 at approximately 2:10 a.m., officers responded to a commercial robbery incident at a gas station located in the 600 block of McPhillips Street.
 
It has been determined that an armed male suspect entered the business and confronted staff. There were two customers present at the time of the incident however no one was injured as a result.
 
The suspect eventually fled the business with a small quantity of merchandise.
 
The suspect is described as: Male, Aboriginal in appearance, 5'6"-5'7" in height, clean shaven and having scratches on his face.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspect is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204 -786-TIPS (8477).
 
 
STABBING C13-99628
On May 25, 2013 at approximately 2:30 a.m., Patrol members responded to a business located in the 800 block of Regent Avenue West regarding a stabbing incident.
 
Attending members located a 22 year old male with non-life threatening upper body injuries.
 
A male suspect has been taken into custody. The investigation is continuing by members of the East District Crime Unit.
 
 
GUNSEEN INVESTIGATION C13-99727
On May 25, 2013 at approximately 5:50 a.m., numerous police resources responded to the area of the 400 block of Anderson Avenue regarding the report of several males possibly armed with guns.
 
Patrol members including members of the Tactical Support Team safely removed several occupants from a home.
 
Members of the District 3 Crime Unit continue to investigate.
 
 
STABBING C13-99693
On May 25, 2013 at approximately 4:30 a.m., members of the Winnipeg Police Service responded to a stabbing incident that occurred at a residence located in the 700 block of Flora Avenue.
 
A 29 year old male with injuries to his upper body was located and transported in unstable condition. He has since been upgraded to stable condition.
 
The investigation has revealed that a 36 year old male and the victim became involved in a confrontation. As a result, emergency responders were summoned.
 
The investigation continued by members of the District 3 Crime Unit.
 
The 36 year old male has been arrested and is facing charges.
