Residential Robbery - Arrests – C16-270627
On December 29, 2016, at approximately 5 a.m., Winnipeg Police Service responded to a residential robbery in progress in the 600 block of Selkirk Avenue.  Information received was that armed males had forced their way into 2 suites of the home and assaulted the residents.
   
District 3 General Patrol members arrived on scene and arrested one suspect outside of the residence and arrested the two other suspects as they exited the residence.  A .22 caliber rifle was seized at the time of the arrests.
   
Two adult male victims were transported to the hospital in stable condition while a male youth victim and a female youth victim were located not  injured.
   
Three adult males were arrested:
   
Cody Damien CHARTRAND, 25-years-old, of no fixed address was charged with:
   
  -       Robbery with a firearm x 4
  -       Break and enter x 2
  -       Use firearm in the commission of an offence x 2
  -       Point firearm x 2
  -       Unauthorized possession of a firearm
  -       Unauthorized possession in a motor vehicle
  -       Possess Weapon for Dangerous Purpose
  -       Assault with a weapon x 2
  -       Utter threats x 4
  -       Forcible confinement x 4
  -       Warrant of Arrest x 2
  -       Fail to conditions of a Recognizance x 3
   
Jeffery Alan RODGERS, 45-years-old, of Winnipeg was charged with:
   
  -       Robbery with a firearm x 4
  -       Break and enter x 2
  -       Use firearm in the commission of an offence x 2
  -       Unauthorized possession in a motor vehicle
  -       Sexual assault
  -       Forcible confinement x 4
   
Brandyn Joel PETERS, 22-years-old, of Winnipeg was charge with:
   
  -       Robbery with a firearm x 4
  -       Break and enter  x 2
  -       Fail to comply with probation order
   
All three suspects were detained in custody.

Residential Break and Enter  -  C16-270413
On December 28, 2016, at approximately 5pm a Residential Break and Enter was reported in the 600 block of Bonner Avenue.
   
The complainant reported someone entered their garage stealing approximately 20 hockey sticks, most of which were broken. 
   
It was revealed that the family had collected the hockey sticks from friends and teammates of their son, Cooper NEMETH, who was a victim of a homicide earlier this year.  The sticks were going to be made into a "hockey stick bench" memorial for Cooper.  Two of the stolen sticks are irreplaceable, as they belonged to Cooper and his father.
   
Members of the East District Crime Unit continue to investigate.

As previously released; The Winnipeg Police Service is requesting the public's assistance in locating an individual wanted in connection to a number of serious and violent incidents that occurred in Winnipeg. Multiple arrest warrants have been issued for Dave Athoney AVIS.

Avis was arrested on December 27, 2016, and has been charged with the following offences:

The Winnipeg Police Service is requesting the public's assistance in locating an individual wanted in connection to a number of serious and violent incidents that occurred in Winnipeg between October 28 and December 24, 2016.

Multiple arrest warrants have been issued for Dave Athoney AVIS.

Avis is described as a black male, 41-years-old, 6'4" in height, approximately 190 
lbs.

2016 Festive Season Checkstop Program –  Week 3 Results
 
The Winnipeg Police Service Central Traffic Unit has provided the results from the third week of the Festive Season Check Stop Program. 
 
1509 - Vehicle stopped
60 - Roadside breath tests administered
8 - ASD warnings resulting in 72 hour driver's license suspension issued
12 - Drive Impaired / Drive Over 80mg% / Refusal charges
53 - Traffic related Provincial Offence Notices (PON) issued
 
The Winnipeg Police Service strongly encourages all motorists to have a plan in place before you go out this holiday season and throughout the year. Taking a cab or a bus, contacting Operation Red Nose or simply identifying a designated driver, are some options to consider.
 
Our message is simple, if you choose to drink or do drugs, DON'T DRIVE.

Fraud Investigation – R16-95972
The Winnipeg Police Service Pawn Unit became aware of a series of suspicious transactions that had occurred on November 30, 2016, at a number of pawn shops and gold buyers within the City of Winnipeg. An investigation was undertaken, and as a result, it was determined that police in other Canadian cities were investigating similar incidents where a suspect pawned or sold counterfeit, one-ounce gold bars.
   
In Winnipeg, six bars were exchanged for an amount just less than $5,000. The bars were bearing either Perth Mint or PAMP(Produits Artistiques M̩taux Pr̩cieux РSwitzerland) stamps.
   
An image of a similar bar and packaging is attached. The bar and the packaging appear to be very high-quality counterfeits.
 
 
 
The Winnipeg Police Service is cautioning that anyone contemplating purchasing a similar bar to take extra steps to ensure their authenticity.

Homicide Investigation – Update: C16-265978
As previously released: On December 20, 2016, at approximately 11:00 p.m., members of the Winnipeg Police Service responded to a stabbing incident that just occurred in the area of the 400 block of Kennedy Street.
   
Officers located an adult male with serious injuries due to an apparent stabbing. The male victim was transported to the hospital by members of the Winnipeg Fire Paramedic Service. Earlier this morning, the victim succumbed to his injuries. 
   
The victim has now been identified as Clarence IGNACE, 25-years-old, of Winnipeg.
   
An arrest warrant for Second Degree Murder (as well as additional charges) has been issued for a suspect in this incident.
   
Police are seeking Tyron Custer HARPER, 23-years-old, in connection with this murder.
   
    
Harper is described as Aboriginal, 5'10" in height and weighing 200 lbs. Harper is not to be approached by members of the public. Anyone with information regarding his whereabouts is asked to contact investigators.

Break and Enter – Arrest: C16-241541
Winnipeg Police East District Crime Unit has arrested a 28-year-old male in relation to a number of break and enters that had occurred at a seniors residence in the St. Boniface neighbourhood. The accused had been employed as a maintenance worker at the complex. It is alleged that the accused entered the suites of multiple residents between the beginning of October and mid-November of 2016 and stole personal items.
   
On December 22, 2016, investigators arrested Cory Charles HUGHES. He was charged with the following offences:
 - Break and Enter – Commit Theft x 5
 - Break and Enter – Intent x 6
   
Hughes was detained in custody.

UPDATE: Sudden Death Investigation - C16-243937

 

On November 20, 2016 at approximately 9:30 p.m., members of the Winnipeg Police Service, along with the Winnipeg Fire Paramedic Service, responded to a residence located in the first 100 block of Kinlock Lane regarding 2 males in medical distress.

 

 

Two males were transported to hospital and a 22-year-old was later pronounced deceased. A 21-year-old was admitted to hospital in critical condition and has since been released. It was suspected that the males ingested an illicit substance.

 

 

On November 22, 2016 members of the Winnipeg Police Clandestine Lab Team executed a search warrant at the residence and seized drug paraphernalia and substances later confirmed to be Hydromorphone, Carfentanil and Fentanyl.

 

 

On November 26, 2016 a second search warrant was obtained for a package delivered to a resident of the home. The package was seized and later discovered to contain an unknown quantity of Fentanyl.

 

 

On December 21, 2016 Brian CHEUNG, 33 years, of Winnipeg, was arrested and charged with Import a Scheduled Substance X2, Possession of a Scheduled Substance for the Purpose of Trafficking X4, and Possession of a Scheduled Substance.

Assault Peace Officer with a Weapon Arrest - C16-265616
On December 20, 2016 at approximately 3:15 p.m., members of the Winnipeg Police Service responded to the 500 block of Stella Avenue regarding a male behaving erratically.

Upon attending, officers identified a male under the influence as being wanted and while placing him under arrest, he resisted and became violent.

While resisting arrest, the suspect managed to disarm an officer of his Conducted Electrical Weapon (CEW). While in the suspect's possession, the device was activated making contact with the officer.

A physical altercation erupted between the suspect and two officers when the CEW was activated again in the direction of multiple other officers now present. The suspect was restrained and the CEW was safely recovered.

Two officers sustained minor injuries due to the confrontation and contact with the CEW.

Serge Rene CHARTRAND, 32 years of Winnipeg has been charged with the following due to his alleged involvement:

Assault a peace Officer with a Weapon x 5
Pointing a Firearm x 5
Disarming a Peace Officer x 2
Resist Peace Officer
Possession of a Prohibited or Restricted Firearm with Ammunition
Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Probation Order
Possession of a Weapon
Fail to Comply Condition Recognizance by Judge/Justice

He was remanded into custody.  

Homicide Investigation - C16-265978

Members of the Homicide Unit continue to investigate and interviews are on-going.

Notifications and the results of an autopsy are pending.

Update - Homicide Investigation - Arrest - C16-265352
As previously released - On December 20, 2016 at approximately 4:35 a.m., members of the Winnipeg Police Service responded to a residence located in the 200 block of Belmont Avenue regarding a check the well-being incident.

Initial reports indicated that an individual may have sustained life-threatening injuries however, the circumstances were unconfirmed.

Attending members located a deceased adult male with multiple suspicious injuries, resulting in the commencement of a homicide investigation.

The deceased has been identified as, 55 year old, Edward Lee Dyck of Winnipeg.

The victim and another male, both rent rooms at this location. On December 17, 2016, the two became involved in an argument at which time it's alleged that the victim was seriously assaulted, causing fatal injuries. The suspect then proceeded to move the deceased to a detached garage, where he was located by police three days later.

On December 20, 2016, Dale Gregory HILDERMAN, 51 years of Winnipeg was located and arrested. He has been charged with Second Degree Murder and remanded into custody.

Update - Fatal Motor Vehicle Collision - C16-264178
As previously released -On December 18, 2016 at approximately 12:00 noon, emergency personnel responded to the area of Henderson Highway and Kimberly Avenue regarding a collision involving a pedestrian.

It's been determined that a 68 year old female was crossing Henderson Highway in a westbound direction from the north side of the intersection. At the same time, a Chevrolet Silverado was making a northbound (left) turn from Kimberly Avenue when she was struck, causing critical injuries.

Yesterday, the 68 year old female pedestrian succumbed to her injuries.

Family notifications have been made and members of the Winnipeg Police Service Central Traffic Unit continue to investigate.

No charges at this time.

Missing Person – Kaitlyn PARKER - C16-264503
The Winnipeg Police Service is requesting the public's assistance in locating a missing 16 year old female, Kaitlyn PARKER.  PARKER was last seen in the North End area of Winnipeg during the early morning hours of December 20, 2016. 


 


PARKER is described as a Caucasian, female,5'2" tall, slim build, with long brown/partly dyed blonde hair in a bun and hazel eyes. She has a tattoo of "MT" between her right thumb and forefinger and "Beautiful" on her right forearm. 

She was last seen wearing a white waist-length jacket with fur on the hood, black tights, white and blue shoes and carrying a dark bag.
   
The Winnipeg Police Service is concerned for PARKER'S well-being and is asking anyone with any information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Update - Motor Vehicle Collision - C16-264178

As previously released -On December 18, 2016 at approximately 12:00 noon, emergency personnel responded to the area of Henderson Highway and Kimberly Avenue regarding a collision involving a pedestrian.

   
It's been determined that a 68 year old female was crossing Henderson Highway in a westbound direction from the north side of the intersection. At the same time, a Chevrolet Silverado was making a northbound (left) turn from Kimberly Avenue when she was struck, causing critical injuries.  

   
Members of the Winnipeg Police Service Central Traffic Unit continue to investigate.

No charges at this time.

Homicide Investigation - C16-265352

On December 20, 2016 at approximately 4:35 a.m., members of the Winnipeg Police Service responded to a residence located in the 200 block of Belmont Avenue regarding a check the well-being incident.

Initial reports indicated that an individual may have sustained life-threatening injuries however, the circumstances were unconfirmed.

Attending members located a deceased adult male with multiple suspicious injuries, resulting in the commencement of a homicide investigation.

The investigation is in its early stages and interviews are on-going involving members of the Winnipeg Police Service Homicide Unit.
