Firearm Investigation – C16-63705
On Wednesday, March 30, 2016 at approximately 1:15 a.m., Winnipeg Police attended to a residence in 600 block of Union Street East in response to a report of a male shooting a gun. Numerous individuals were reported to have fled a home in this area due to shots being fired.
   
Members of the Tactical Support Team and East District General Patrol units were able to secure the area. After approximately 45 minutes officers were able to gain access to the home without incident. There were no injuries reported.
   
An air rifle was located within the residence. A 20-year-old male resident was arrested and charged with the following offences:
   
  -       Possess Weapon
  -       Point Firearm
  -       Discharge Firearm in Reckless Manner
  -       Careless Use of Firearm
   
He was detained in custody.
   
   
Arson Investigation C-16-63592
On Wednesday, March 30, 2016, at approximately 10:30 p.m. police responded to an Arson call in the 700 block of Dufferin Avenue. Members of the Winnipeg Fire Paramedic Service had successfully extinguished the fire at the time of police arrival.
   
It was determined that 2 vehicles in a fenced compound at this location had been set on fire. A third adjacent vehicle had also sustained damage. Damage is estimated at $150,000.

Grow Operation Arrests – R16-16351
On Wednesday, March 30, 2016 after a lengthy investigation, members of the Marihuana Grow Operation Unit, with the assistance of both the Division 13 Community Support Unit and the Tactical Support Team executed a Controlled Drug and Substance Act search warrant in the 200 block of Queensbury Bay.

The following items were seized:

- Grow operation equipment valued at $3,800
- 115 marihuana plants with an estimated street value of $128,800
- Harvested marihuana with an estimated street value of $2,500
- Canadian currency totalling $787

A 63-year-old male resident was charged with Production of Marihuana, Possession (Marihuana) for the Purpose of Trafficking, and Possess Proceeds of Crime. He was released on a Promise to Appear.


Commercial Robbery Investigation – C16-63206
On Wednesday, March 30, 2016, at approximately 1:00 p.m., Winnipeg Police General Patrol Units responded (for the second time in 24 hours) to a report of a Commercial Robbery in the 1100 block of Main Street. A male suspect, armed with a weapon, entered the business. He was able to grab an undisclosed amount of cash from an open till after confronting the lone employee. There were no injuries.

The suspect fled area. A Winnipeg Police K-9 Unit assisted, but was unsuccessful in locating the suspect.

The suspect was described as: male, medium height, wearing a light-coloured baggy jacket with a hood up, a black and red coloured toque and a neck warmer concealing his face.

Commercial Robbery Investigation – C16-63353
On Wednesday, March 30, 2016, at approximately 5:00 p.m., Winnipeg Police General Patrol Units responded to a report of a Commercial Robbery in the 2100 block of Main Street.

A male suspect, armed with a weapon, entered the business and demanded money from the employee. The suspect fled with an undisclosed amount of cash. There were no injuries. 

The suspect is described as: Caucasian male, late 20's to early 30's, approximately 5'8", small to medium build, blond hair – almost bald. He was wearing a black hoodie with the hood up, a black coloured neck warmer over his face, black coloured ski jacket with stripes on the arms, and blue plaid over the hoodie.

Assault Investigation: Public assistance requested – C16-56277
On Sunday, March 20, 2016, Winnipeg Police General Patrol responded to a report of an assault call that occurred at a restaurant located in the 2000 block of Pembina Highway. During this incident, one victim was assaulted in the upper body, and numerous other patrons were pepper-sprayed.

An investigation by members of the District 2 Crime Unit has resulted in arrest warrants being issued for the following two suspects:


Zuhair MOHAMMAD, 21 years,
DOB: March 2, 1995



Zuhur MOHAMMAD-ZARIF, 23 years
DOB: April 25, 1992

Assault Investigation C16-63015
On Wednesday, March 30, 2016, at approximately 8:45 a.m., Winnipeg Police responded a report of an assault that had occurred in the vicinity of Lagimodiere Boulevard and Headmaster Row.  The information received was that a dispute had occurred between the occupants of two vehicles that were waiting in line in the drive-through of a local restaurant.

As a result of the altercation, the driver of one of the vehicles, a 65-year old male from the R. M. of Springfield, suffered an apparent stab wound. The victim was treated by Winnipeg Fire Paramedic Services for non-life threatening injuries.

Serious Assault Investigation C16-62624
On Tuesday, March 29, 2016 at approximately 6:00 p.m., Winnipeg Police general patrol units responded to a report of an assault that had just occurred in the vicinity of Portage Avenue and Vaughan Street. Officers located an injured 19 year-old male victim on the sidewalk.

The victim was conveyed to hospital by Winnipeg Fire Paramedic Services, where he remains in critical, but stable condition.

At this time, no arrests have been made.

Commercial Robbery Investigation C16-62473
On Tuesday, March 29, 2016 at approximately 1:00 p.m., Winnipeg Police general patrol units responded to a report of commercial robbery in the 1100 block of Main Street.

A male suspect had entered a business armed with a weapon and demanded money from the employee. The suspect fled the location with an undisclosed amount of cash. There were no injuries.

The suspect is described as: Caucasian male, 25 to 30 years of age, very thin build, sunken cheeks, pock-marked complexion, wearing a grey-coloured zip-up hoodie.

Firearm Investigation C16-62278
On Tuesday, March 29, 2016 at approximately 2:30 p.m., District 3 general patrol officers conducted a traffic stop in the vicinity of Main Street and St. John's Avenue.  At the time of the traffic stop the passenger of the vehicle fled on foot.    

Officers were able to apprehend the passenger after a brief foot chase. During the arrest officers recovered a loaded, .22 calibre sawed-off rifle. The driver of the vehicle was able to flee the area.     

A 17 year old male youth was charged with Firearms Offences x 10 and 2 breaches of the Youth Criminal Justice Act. He was detained in custody.

The investigation is being continued by members of the Division 13 Crime Suppression Unit.

Male Wanted – Martin Louis PATRICK R16-21883

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU), which consists of both RCMP and WPS Members, is requesting assistance from the Public in locating 33 year-old Martin Louis PATRICK, who is wanted on a Canada-wide warrant for breaching his release conditions.  PATRICK is designated as a High Risk Sex Offender.

PATRICK did not return to his approved residence and is currently unlawfully at large.

PATRICK is described as an Aboriginal male, 5'6", 217 lbs, black hair and brown eyes.

The Winnipeg Police Service is again requesting the public's assistance in locating a missing 77 year-old male, Gerard Richard BISSON.
 
BISSON was last seen on the morning of March 29, 2016, in the St. Boniface area of Winnipeg. While had returned shortly after the initial report, Bisson has again gone missing.
 
BISSON is described as Caucasian, 6 feet tall, short grey hair, thin build, brown eyes and glasses.  He was last seen wearing a beige jacket, blue jeans and runners.   He may be driving a 2003 Grey Saturn Ion, plate: HEB963 with his destination unknown at this time.

Fraud Prevention Months - Renovations
Home renovations or repairs are always expensive and stressful for home owners.  Unfortunately some people prey on home owners who are unaware of the basics and costs of home repairs.   

Tips to avoid being scammed:      

 - Do not use the "good deal because we were in the neighbourhood" contractor.  They usually use substandard products and equipment, do work that's not required, or is actually more expensive than a reputable company.

- Do not believe someone who shows up at your door randomly, inspects something and then says it needs to be repaired right away.  Always get a second opinion; the scammers are preying on your panic!

 - Always get all the paperwork!

  • Signed estimate
  • Building permit
  • Signed contract

 - Always view their professional licence!  In Manitoba not all trades have to have a professional licence to represent themselves as a tradesman.  Always check their Certification of Qualification or Red Seal.

- 10%-20% down payment for renovation is more than enough.  A reputable company will have the necessary credit to purchase the materials.

·  Don't pay the full amount until you are satisfied
·  Always get multiple quotes!
·  Ask "Is this too good to be true?" If it is, then it's probably a scam!

Commercial Robbery – Arrest – C16-61909
On Monday, March 28th, 2016 at approximately 1:45 p.m. Winnipeg Police responded to a report of an armed robbery that had just occurred to a business in the 200 block of Dalhousie Drive. Information received at the time was that a male suspect, possibly armed with a knife, had just robbed the business and fled the building. No injuries were sustained in the robbery.

After a search of the area police arrested a male in a near-by residence. Further investigation linked the suspect to previous commercial robberies at the same location on March 22, and March 24, 2016.

Michael Ryan HARPER, 19 years, of Winnipeg, has been charged with the following offences: Robbery x 3, Wear Disguise x 3, Possess Weapon x 3. Harper was detained in custody.


Firearm Investigation – Arrest – C16-62038
On Monday, March 28th, 2015 at approximately 6:15 p.m. Winnipeg Police responded to a report of a male possibly armed with a gun in the area Brazier Street and Roch Street.

Patrolling East District General Patrol units were able to locate a suspect with-in minutes. The male initially fled on foot, but was apprehended after a short foot chase. A loaded handgun was recovered.

Michael Joseph HAYWOOD, 26 years, of Winnipeg was arrested and charged with numerous firearms offences, Possession of a Scheduled Substance as well as numerous court breaches. He was detained in custody.
