The Winnipeg Police Missing Persons Unit would like to acknowledge that today marks one year since Zhimin (Maggie) LIU was reported missing. The Investigation continues.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 32 year old female, Zhimin (Maggie) LIU.  LIU was last seen late Sunday night, October 30th, 2016 in the River Heights area of Winnipeg.
   
LIU is described as Asian, 5'0" tall, 120 pounds, with shoulder length black hair and brown eyes.  She may have been wearing a grey jacket, dark pants, and dark shoes.

Firearm – Arrest: C17-245202
 
During October 2017, Division 11 General Patrol members began an investigation into a male that was in possession of a firearm.
 
On October 27, 2017, at approximately 11 a.m., members of the West District & District 3 Community Support Units, along with the Street Crime Unit and Tactical Support Team, executed a criminal code search warrant at a suite within an apartment in the 1600 block of Notre Dame Avenue. 
 
A male was placed under arrest and the investigation led to the seizure of a number of items including the following:
 
- A loaded .22 LR calibre/.410 gauge over/under combination gun with both barrels sawed off and a defaced serial number. 
- 28 .22 calibre cartridges.
- 1.87 grams of ketamine (valued at approximately $180).
- 1.34 grams of methamphetamine (valued at approximately $195).
 
Keith James William Stewner, a 43-year-old male of Winnipeg, has been charged with:
 
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Weapon (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Store Firearm or Restricted Weapon Contrary to Regulations (x2)
- Tampering with Serial Number of a Firearm
- Possession for the Purpose of Weapons Trafficking
- Possession of a Scheduled Substance - Methamphetamine
- Possession of a Scheduled Substance - Ketamine
- Fail to Comply with Probation Order
 
He was detained in custody.
 
Break & Enters/Frauds – Arrest: C17-201860
 
Members of the Major Crimes Unit recently conducted a lengthy theft and fraud investigation.
 
Between September 8, 2017, and September 27, 2017, a suspect male targeted elderly female citizens who he observed working in the yards of their properties. The suspect would then enter their residences and steal their purses in order to obtain money, credit or debit cards. He would then attend to convenience stores and purchase items.
 
The total value of the fraudulent transactions is approximately $800.
 
On October 29, 2017, members of the Major Crimes Unit attended the Milner Ridge Correctional Centre and placed a male under arrest.
 
Gregory Francis Courchene, a 46-year-old male of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime (x3)
- Fraud under $5,000 (x4)
- Break Enter & Theft - Dwelling House
 
He was detained in custody. 
 
The Winnipeg Police Service would like to remind citizens to be mindful of home security at all hours of the day, when present or away. As the weather cools, please keep your doors and windows locked while shovelling snow, sleeping or when you're away from the house. This can prevent your property from being the target of a break & enter.

Serious Motor Vehicle Collision: C17-244872
On October 28, 2017, at approximately 8:45 p.m. emergency services personnel responded to a report of a serious MVC on Henderson Hwy. at McLeod Ave.

A vehicle travelling northbound on Henderson struck a southbound vehicle attempting to make a left-hand turn. Two adult females, one from each vehicle, were transported to hospital and are now in stable condition. Speed is believed to have been a factor.

Investigators are asking that anyone who may have been a witness to this incident to contact the Central Traffic Unit at 204-986-6271.

Serious Motor Vehicle Collision/Pedestrian: C17-244893
On October 28, 2017, at approximately 9:20 p.m. emergency services personnel responded to a report of a serious MVC at Plessis Road and Ravelston Avenue West involving a pedestrian.

A 20-year-old male had left a City of Winnipeg transit bus and was attempting to cross Plessis Road when he was struck by a southbound vehicle. The male was transported to hosptial in critical condition, but has since been upgraded to stable.

Investigators are asking that anyone who may have been a witness to this incident to contact the Central Traffic Unit at 204-986-6271.


Drugs – Arrests: C17-243429
On October 27, 2017, officers from the District 3 Community Support Unit, along with the assistance of the Tactical Support Team, and the Street Crimes Unit entered into a drug investigation. Officers executed a Controlled Drugs and Substances Act (CDSA) Search warrant on a residence in the Fort Rouge neighbourhood of Winnipeg and made a number of seizures, including:
- Approximately $1,800 in cash
- 11 grams of methamphetamine (Street value approx. $1,100)
- 6 x Fentanyl blotters (S.V. $150)
- Numerous capsules containing an unknown white powder
- Bear Spray
- Various pieces of personal identification

A 25-year-old female was charged with various drug-related offences including possession of methamphetamine for the purpose of trafficking, possession of a prohibited weapon, and possession of identify documents. She was released on a Promise to Appear.

A 27-year-old male was charged with various drug offences including possession of both fentanyl and methamphetamine for the purpose of trafficking, and possessing proceeds of crime. He was released on a Promise to Appear.

A 39-year-old male was charged with possession of methamphetamine. He was released on a Promise to Appear.

Cameron Joseph BONHAM, 41, was charged with trafficking fentanyl and methamphetamine, and possession of methamphetamine for the purpose of trafficking, possessing proceeds of crime, failure to comply with probation orders, possessing a prohibited weapon, and possessing identity documents. He was detained in custody.

Public Safety Advisory

In relation to the above-noted incident police seized a number of fentanyl blotters. Investigators believe that there may be similar fentanyl blotters in existence within the city. Given the nature of the blotters, and the close timing of Halloween, the Winnipeg Police Service is advising caution should the public encounter any of these items, which appear to be harmless pieces of paper.

The blotters have a graphic of a Halloween witch riding a broom. The public is asked to call 911 if any of these blotters are located. They are considered extremely dangerous and not to handled.

Fire - Fatality: C17-244103

On October 27, 2017, at approximately 11:15 p.m., emergency services were called to the 100 block of Euclid Avenue regarding a report of a fire to a multi-unit residence at that location.

The Winnipeg Police Street Supervisor who was first on the scene was able to enter the building where he found the top level of the house engulfed in flames. The officer was able to assist in evacuating residents. Three adults were transported to hospital in stable condition with injuries incurred during their escape from the structure.


An adult male in his 40's was located, deceased, within the residence.

The Winnipeg Police Service is not looking for suspects in relation to this incident.

Homicide – Update: C17-238151

Majak Mabior Kon, 25, & Randi Tara Lynn Duke, 27, have both been arrested.   

As previously released:

On October 20, 2017, at approximately 10:45 p.m., emergency personnel responded to a residence in the 700 block of Sherbrook Street for the report of a male who had been shot.

Upon arrival, officers located an injured adult male. The victim was transported to hospital in critical condition and was pronounced deceased a short time later.

The victim has been identified as John Tuil Jok, a 29-year-old male of Winnipeg.

Members of the Homicide Unit have identified two suspects in this matter.

The Winnipeg Police Service is asking the public for their assistance in locating Majak Mabior Kon, a 25-year-old male of Winnipeg, and Randi Tara Lynn Duke, a 27-year-old female of Winnipeg.

Warrants for the arrest of Majak Kon and Randi Duke have been issued for First Degree Murder.   

Majak Kon is described as a black male in appearance, 5'11" in height, approximately 130 lbs., with a thin build. He has black hair and brown eyes.

Randi Duke is described as an Indigenous female in appearance, 5'6" in height, approximately 160 lbs., with a medium build. She has brown hair and brown eyes.

The public is advised not to approach Majak Kon or Randi Duke. If observed, or their whereabouts are known, please contact 911 immediately.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Dangerous Road Conditions
Last evening, at approximately 6:00 p.m., the Winnipeg Police Service began receiving reports of a large number of motor vehicle collisions that were occurring in quick succession throughout the city.
   
Approximately 15 different locations, 14 of which were bridges, were the scene of collisions involving a combined total of approximately 97 vehicles. Of those, 55 vehicles required a tow from the scene. 9 people (including 2 infants)  were transported to hospital in stable condition.  Countless people declined medical attention for various minor injuries.
   
At its peak, approximately 30 police units (General Patrol, Community Support and Cadets) were required to manage these incidents. Due to the hazard posed by these road conditions, the involved bridges were closed until sanders could be deployed. After approx 4 hours all bridges were sanded and reopened. 
   
The Winnipeg Police Service reminds all drivers that with the onset of temperatures below freezing that slower speeds, longer stopping distances and increased caution will be necessary for safe travel.

Severight is described as Indigenous in appearance, 5'9", 140 lbs., with a medium build. She has long brown hair and brown eyes.

Break & Enter - Arrests: R17-32310 & C16-162349

Winnipeg Police became aware of a series of commercial break-ins that had been occurring in Winnipeg, Selkirk and Lac Du Bonnet. The break-ins occurred between June, 2016 and August 2017. In many of these events, large quantities of cash were stolen by attacking the business's Automated Teller Machines (ATM). It is estimated that approximately $60,000 worth of Canadian Currency had been stolen in total, and in excess of $60,000 in damages occurred as a result of the break-ins.

Members of the WPS entered into a complex investigation, creating Project Payday in response to this spree of Break and Enter events.  In each of these occurrences, a clear pattern became evident.  The common approach appeared to be gaining access into the business by damaging a door or window. Once the suspects gained entry a tow rope was attached to the ATM machine which was subsequently dragged out of the business by a vehicle.  Suspects would also break into residential properties throughout Winnipeg and Lac Du Bonnet.  The suspects often disguised their appearances using masks.

Project Payday has revealed three suspects and a number of vehicles with roles in these crimes.

The following locations were broken into: 

Residence on Fairway Drive in Lac Du Bonnet, Manitoba
Restaurant located on Manitoba Avenue, Selkirk (ATM)
Grocery store located on Reenders Drive (ATM)
Rental dealership located in the 1600 block of Inkster Boulevard
Business located in the 1000 block of Ellice Avenue (ATM)
Hotel located in the 1000 of McPhillips Avenue (ATM)
ATM, 2100 block of McPhillips Street
Restaurant located in the 400 block of Oak Point Highway (ATM)
Residence in the RM of Lac Du Bonnet
Residential vacation development located in Lac Du Bonnet area (14 break-ins)
Whellems Lane (ATM)
3 additional residences in the RM of Lac Du Bonnet

On October 23, 2017, Arlene Kehler, 34,  was arrested at her residence in Winnipeg. Sean Morgan, 30,was arrested at the Provincial Remand Centre.  Jesse Morgan, 33, was arrested at his residence in Lac Du Bonnet, Manitoba.    

Sean Alexander MORGAN, of Lac Du Bonnet, Manitoba, has been charged with:
- Break, Enter & Theft x 27
- Disguise with Intent x 6
- Possess Goods Obtained by Crime Under $5000
- Assault
- Utter Threats
- Disobey Court Order x 2
- Fail to Comply with Recognizance x 7

Jesse Patrick MORGAN, of Lac Du Bonnet, Manitoba has been charged with:
- Break, Enter & Theft
- Wear Disguise with Intent
- Utter Threats

Arlene Nancy KEHLER, of Winnipeg has been charged with:
- Break, Enter & Theft X16
- Disguise with Intent
- Possess Goods Obtained by Crime x 2

All 3 accused were detained in custody.


Break & Enter - Arrests: C17-239546
Winnipeg Police Officers from the District 3 General Patrol Division, as well as investigators from the Major Crimes Unit arrested 4 suspects in a series of Break and Enters and assaults.

On October 22, 2017, at approximately 4:30 p.m., a residence in the 300 block of Hudson Street was broken into. An adult resident was home at the time and was confronted by 2, adult female suspects. The victim was assaulted with bear spray, but was not seriously injured. Personal property valued in excess of $1,000 was stolen and the suspects left in a previously stolen vehicle.

On October 23, suspects broke into a residence in the 1400 block of Lincoln Ave. and stole numerous personal electronics.

The victim was able to locate his property in the 1600 block of Burrows Ave. where he confronted the suspects. One suspect, armed with a baseball bat damaged the victim's vehicle, however, the victim was able to flee and contact police.

All 4 suspects were located in the residence on Burrows Ave and arrested.

Tonio Albert Robert BONE, 31, of Portage La Prairie was been charged with:
- Break and Enter x 2
- Assault with a Weapon
- Possess Property Obtained by Crime over $5000
- Public Mischief
- Fail to Comply Recognizance

Jessica Katherine KAKEEWAY, 26, of Winnipeg has been charged with:
- Break and Enter X 2
- Assault with a Weapon
- Possess Property Obtained by Crime over $5000
- FTC probation X 6
- Unauthorized Possession of a Prohibited or Restricted Weapon

A 36-year-old female and a 46-year-old male, both of Winnipeg have also been charged and were released on a Promise to Appear.

Fire – Investigation Update: C17-240788

As previously released:

On October 24, 2017 at approximately 5:30 a.m., Winnipeg Fire Paramedic Service personnel were dispatched to a working fire in the 500 block of Simcoe St. During the incident the fire spread to a neighbouring house.

Several people were present in the residence at time and were transported by paramedics to hospital suffering from smoke inhalation and other related injuries.

An adult male has since succumbed to his injuries. In addition, an adult female remains in hospital in stable condition as a result of injuries sustained in the fire.

The cause of the fire remains under investigation by the Winnipeg Police Major Crimes Unit and Winnipeg Fire Paramedic Service investigators.
