Firearm Investigation – Arrests – C17-86212
 
On April 27th, 2017 at approximately 6:15 a.m., members of the Winnipeg Police Service responded to a report of shots fired at a residence in the 600 block of Government Avenue. Officers confirmed that gunshots had been fired and no injuries were reported.
 
An investigation revealed that a dispute had occurred between two groups at a residence in the 400 block of Bowman Avenue prior to the incident. General Patrol units and the Tactical Support Team were deployed to the area and were able to take a number of individuals into custody from within the residence.
 
Addan Hector Andino-Lopez, a 21-year-old-male, and Jarrett Michael Stevens, a 20-year-old male, were arrested at that time.
 
The investigation continued by members of the Major Crimes Unit and on April 28th, 2017, Matthew Boyd Hudson, a 19-year-old male, was arrested. Two firearms have also been recovered.
 
All three accused are facing numerous criminal code charges including firearm-related offences and have been detained in custody.

Public Mischief – Arrest – C17-87474
 
On April 28th, 2017, at approximately 4:20 p.m., the Winnipeg Police Service received a report of a bomb threat at a retail mall in the 1200 block of St Mary's Road.
 
Numerous police resources were deployed including General Patrol, Community Support and K-9 members. 
 
At approximately 5:20 p.m., a second bomb threat for the same location was received while police resources remained on-scene.
 
Uniformed members partnered with mall security personnel to resolve the situation and both threats were determined to be unfounded.
 
An investigation resulted in the arrest of an 18-year-old male in the area of Bishop Grandin Boulevard between River Road and St. Mary's Road.
 
Baron Morisette has been charged with the following:
 
- Public Mischief (x2)
- Fail to Comply with Probation Order
 
He was detained in custody.

Assault with a Weapon - Arrest: C17-86884
On April 27, 2017 at approximately 10:05 p.m. Winnipeg Police General Patrol members responded to the report of two females fighting outside, in the area of 1800 Ellice Avenue.  Police located a 34-year-old female with a laceration to her side. The victim was transported to hospital for treatment.
   
Winnipeg Police arrested Marsha WOOD, 26 years of Garden Hill, Manitoba. She was been charged with:

Assault with a Weapon
Carry Concealed Weapon, Prohibited Device or Ammunition,
Fail to Comply with Probation Order


Pursuit/Motor Vehicle Collision –Arrest – C17-86892   
On April 27, 2017 at approximately 10:15 p.m., general patrol officers observed a vehicle in the area of Powers Street and Magnus Avenue operating in an erratic manner and at a high rate of speed.
   
A traffic stop was conducted in the area of Magnus Avenue and McGregor Street. As officers approached the vehicle, it fled and a pursuit ensued.
   
The pursuit continued for a short time until the vehicle disobeyed a stop-sign at a high rate of speed and struck a cruiser car at the intersection of Pritchard Avenue and McKenzie Street.
   
Occupants from the vehicle fled on foot and were tracked to a residence in the 700 block of Redwood Avenue by members of the K-9 unit.
   
Two officers from the damaged cruiser car were transported to hospital but have since been released.
   
A number of suspects are in custody and the investigation is on-going by detectives from the Major Crimes Unit.

Missing Person: Jason DESMARAIS – R17-30968
 
The Winnipeg Police Service is requesting the public's assistance in locating a missing 33-year-old male, Jason DESMARAIS. 
 
DESMARAIS was reported missing April 24th, having been last seen in the West End area.
 
DESMARAIS is described as Aboriginal, 5'11", 240lbs, with long black hair, a goatee and moustache. He was last seen wearing black Nike runners, blue jeans, a black long-sleeved sweater and carrying a black Shapes duffle-bag.
 
 
Police are concerned for DESMARAIS' well-being and are asking anyone with information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at (204) 986-6250.

Weapon – Arrests: C1781744
   
On April 22, 2017, at approximately 1:10 a.m., Winnipeg Police responded to a report of a large group of youths fighting in the parking lot of Woodhaven Park Community Club located at 200 Glendale Boulevard. Police were told there were approximately 100 youths in the parking lot, and that one person was armed with a shotgun.
   
General Patrol units conducted at a high-risk traffic stop of an SUV believed to be related to the incident on the St. James Bridge. Seven occupants of the vehicle were arrested and charged. The accused are a female youth, three male youths, as well as three adult males.
   
Police recovered a prohibited shotgun, two pellet guns and two cans of pepper spray from the vehicle.
   
The seven accused are facing various criminal charges including:
 - Point Firearm
 - Possess Firearm in a Motor Vehicle
 - Possess Weapon
 - Possess Unauthorized Firearm
 - Careless Use of Firearm
   
The adult males charged are:
 - Charles KANIKI, 18
 - Keanu OLIVEIRA, 19
 - Abdullahi MOHAMED, 28
   
All seven accused were detained in custody. There were no reported injuries.
   
   
Robbery : C17-82640
   
On April 22, 2017 at approximately 9:30 p.m. a 22 year-old male victim was waiting for a bus on Vaughn Street near Portage Avenue when he was approached by two males. One suspect grabbed the victim's personal property from his hand and the second suspect demanded the victim's money. The first suspect then produced a handgun and threatened the victim. Both suspects feld on foot.
   
Suspect number one is described as:
Male, Aboriginal in appearance
18 - 23 years fo age
Slim build
5'9" in height
Long hair
   
Suspect number two is described as:
Male, Aborigial in appearance
Slim Build
6'3" in height
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
   
   
Robbery : C17-82640
   
On April 23, 2017 at approximately 1:00 a.m. a 23-year-old female was riding her bicycle in the area of Kildare Avenue East and Gable Court when a vehicle pulled up beside her. When the victim stopped her bike, a male exited the vehicle and pointed a small hand gun at her head. After taking the victim's personal property, the male got back into the vehicle and left the scene.
   
The suspect is described as:
Caucasian male
17 - 25 years of age
5"8 - 6' in height
Thin build
   
The vehicle is described as a mid-size, dark colored, 4 door car.

Fraud Warning – Home Furnace Inspection Scam
The Winnipeg Police Service have received numerous complaints from homeowners concerning aggressive and potentially fraudulent sales practices for home heating systems. 
 
The common theme is that a sales person will make cold-calls to random residences. There may be one or two individuals, male or female. These individuals may have uniforms with corporate logos as well as business identification. The concern is that these individuals are attempting to gain access to the residence by stating that they are performing furnace inspections, or asking to check the operating status of the homeowner's heating system. 
 
Neither private companies, nor their employees, have any legal authority to enter a home to perform furnace inspections. These individuals are sales people whose ultimate goal is to entice residents to make purchases of home heating products. 
 
Manitoba Hydro staff will go door-to-door for various reasons. Hydro employees carry official Manitoba Hydro identification with their name and photo and will not pressure homeowners to gain entry, even for inspections. 
 
The public is reminded that they can deny entry to any individual that seems suspicous, and are asked to call the police non-emergency number at 204-986-6222 if they require information from the Winnipeg Police Service.

Community Notification
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Timothy Frederick KOLTUSKY formerly known as Kevin Scott STEPPAN, 32 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexually violent manner. Females are at risk of sexual violence.
   
KOLTUSKY will be released from Stony Mountain Institution, on April 21, 2017. He is expected to take up residence in Winnipeg.
   
KOLTUSKY has previous convictions for sexual assault with a weapon, assault causing bodily harm as well as many other criminal offences.  Although KOLTUSKY participated in sex offender treatment programs while in prison, he is still considered high risk to re-offend.  Females are at risk of sexual violence.
   
A previous notification was made in August 2010 for Kevin Scott STEPPAN.  STEPPAN has legally changed his name to Timothy Frederick KOLTUSKY
   
Background information:  
Timothy Frederick KOLTUSKY is a 32 year-old male with a criminal record for sexual offences as well as numerous other criminal offences.
   
In August 8, 2005, KOLTUSKY approached a sex trade worker. He took her to a secluded area along the riverbank in Winnipeg where he punched and kicked her numerous times causing injuries and attempted to throw her into the river. Two days later, he approached another sex trade worker. He took her to a secluded area where he began touching her in a sexual manner. He produced a rope which he put around the victim's neck. A struggle followed in which KOLTUSKY punched the victim, ripped off her shirt and bra and pulled down her pants. The victim was able to escape. KOLTUSKY was arrested a few days later and was remanded in custody.
   
Between September 18, 2006 and October 31, 2006, while in custody at Headingley Correctional Institution awaiting court on the above described offences, KOLTUSKY made numerous harassing telephone calls of a sexual nature to a woman.
   
At his sentencing hearing on these offences (sexual assault with a weapon, assault causing bodily harm and harassing telephone calls), in February 2010, KOLTUSKY was declared a Long Term Offender, received a jail sentence of 9 months (in addition to the equivalent of 7 years and 6 months pre-sentence custody credit), and given a 10 year Long Term Supervision Order.  KOLTUSKY's was subsequently convicted of breaching the Long Term Supervision Order in October 2012, and received a sentence of one month (in addition to five months pre-sentence custody credit); and, in May 2013 and received a sentence of nine months (in addition to four months pre-sentence custody credit).  On October 24, 2014 KOLTUSKY was convicted of two additional counts of breaching the Long Term Supervision Order and attempt obstruct justice, and received a total sentence of two years and six months (in addition to six months pre-sentence custody credit). He will be released after serving that sentence on April 21, 2017.
  

While in custody, KOLTUSKY did participate in sex offender treatment programs. However, he is still considered a high risk to re-offend. Females are at risk of sexual violence.
   
Upon release, Koltusky will be subject to a Long Term Supervision Order until December 23, 2023. He will also be subject to a lifetime weapons prohibition order.
   
KOLTUSKY is expected to take up residence in Winnipeg.

The Winnipeg Police Service's Internet Child Exploitation (ICE) Unit has arrested a suspect in connection to an investigation into child sexual abuse imagery.
   
On June 2016, an unknown individual uploaded child pornography to an internet chatroom. The incident was reported to the National Centre for Missing and Exploited Children and the ICE unit began an investigation.
   
In March 2017, investigators, along with members of the Technological Crimes Unit, executed a search warrant in the first 100 block of Roslyn Road and seized a number of electronic devices.
   
Julio Edgardo Nunfio, a 42-years-old male of Winnipeg, was arrested and charged with the following offences:
  - Possession of Child Pornography
  - Make Available Child Pornography
   
Nunfio was detained in custody. The investigation continued and further evidence was uncovered which ultimately led to a number of additional charges.
   
On April 20th, 2017, Nunfio was re-arrested and charged with the following offences:
  - Indecent Act
  - Invitation to Sexual Touching
  - Luring a Person Under 14 years of age by Means of Telecommunication
  - Make Available Child Pornography
  - Fail to Comply Conditions Recognizance (x3)
   
Nunfio has been detained in custody.
