  Firearm - Arrest: C17-219613
   
On September 29, 2017, at approximately 6:45 p.m., General Patrol officers from Division 13 attempted to stop a male on a bicycle and pushing a second bike who was known to have outstanding arrest warrants. The male fled, eventually throwing his bicycle at the uniformed officers. Police were able to arrest the male without injury.
   
As the male was being arrested police located a sawed-off shotgun, ammunition, a quantity of methamphetamine (street value $400) and bolt cutters in his backpack.
   
James Kelly POOLE, 29, was arrested and charged with the following offences:
 - Warrant of Arrest for Armed Robbery, Point Firearm
 - Warrant of Arrest for Fail to Comply with Probation Order
 - Possess Scheduled Substance (Methamphetamine)
 - Assault Peace Officer
 - Resist Peace Officer
 - Numerous Firearm-related offences
 - Possess Break-in Instruments
 - Possess Property Obtained by Crime
   
Poole was detained in custody.

Infant Death – Arrest: C17-216768
On September 26, 2017, at approximately 3:30 p.m., investigators from the Winnipeg Police Service Child Abuse Unit were advised of a 10-month-old infant that had been brought to a hospital with injuries, and was in critical condition. Later that day the child succumbed to the injuries.
   
As a result of the Child Abuse Unit investigation, a 22-year-old male has been charged with Criminal Negligence Cause Death.  The male is the foster parent of the child and his name is not being released at this time.  The investigation is ongoing.

The Winnipeg Police Service's Counter Exploitation Unit, Missing Person's Unit, and Community Support Division 11, in partnership with Outreach Workers from the Community in Winnipeg (StreetReach, W.O.N. - Winnipeg Outreach Network) initiated a Joint Project during the weekend of September 23rd and 24th, 2017, with the aim of protecting youth within our city who are at a high risk of being sexually exploited.
 

  • 15 males arrested between ages of 19-62 for Purchasing Sexual Services CC 286.1(1)
  • 9 Vehicles seized under the Prostitution HTA offences
  • 46 Crime Prevention through Social Development (CPTSD) contacts were made to identify and assist those involved in the Sex Trade
    • 26 persons were provided Harm Reduction kits/food and/or clothing during the CPTSD contacts
  • 62 locations known to be frequented by high risk missing youths checked
  • 13 at risk youth were located with each transported to a place of safety
    • 2 of these missing/high risk youths were arrested for an outstanding warrant and Failing to Comply with Sentence

 
Our commitment to issues surrounding our missing youth and those at risk of sexual exploitation in the community will continue.
 
 
MVC Hit and Run Investigation - Arrest: C17-214839
On September 26, 2017 at approximately 9:00 p.m. an adult male attended to the Winnipeg Police Headquarters and identified himself as the driver of the suspect vehicle in a recently released Hit and Run.
 
Shane David STREBLEY, 37-years-old of Winnipeg has been arrested and charged with:

  • Fail to Stop at the Scene of an Accident Involving Bodily Harm
  • Drive Carelessly - Cause Bodily Harm
  • Drive while Disqualified

 
The suspect vehicle has been seized for examination.
 
The victim remains in critical condition at this time.
 
As previously released: On September 24, 2017, at approximately 1:45 a.m., emergency personnel responded to a report of an injured male in the middle of the roadway at Talbot Avenue and Panet Road.
 
The victim, a 43-year-old male, was transported to hospital in critical condition where he remains.
 
Central Traffic Unit Investigators have determined that the male was the victim of a hit and run motor vehicle collision, and are seeking the public's assistance in locating the following suspect vehicle: 2011 and newer Blue Dodge Grand Caravan with obvious front end damage on the passenger side.

Child Sexual Abuse Imagery – Arrest – R17-27928
On June 27, 2017, the Winnipeg Police Service Internet Child Exploitation (ICE) Unit was notified of an investigation involving the Cantonal Police of Aargau in Switzerland. Swiss Police captured an IP address, which was later determined to be located in Winnipeg, Manitoba.
   
On September 25, 2017, members of the ICE Unit, with the assistance of the Technological Crimes Unit and West District Uniform Members, executed a Search Warrant in the St. James area of Winnipeg. Numerous electronic devices were seized and an on-site forensic preview revealed a number of images and a video depicting Child Sexual Abuse Images. The forensic analysis of the seized devises is continuing.
   
On the same date, members of the Winnipeg Police ICE Unit attended to the suspect's workplace where they arrested Robert Glenn Winterburn, 24-years-old of Winnipeg. He has been charged with:

  • Imports, Distributes, Sells, or Possess the Purpose of Distribution or Sale any Child Pornography X2
  • Possession of Child Pornography

 
He has been detained in custody.
   
   
MVC Hit and Run Investigation: C17-214839

Homicide Investigation – Update: C17-161171
The Winnipeg Police Homicide Unit has made a third arrest in the homicide of Trevor BODNAREKOnSeptember 25, 2017, Anthony Shane MONIAS, 32-years-old of Winnipeg was arrested and charged with Manslaughter.
   
As previously released:
   
On July 21, 2017, at approximately 10:00 p.m., emergency personnel responded to the 700 block of Selkirk Avenue for a report of shots fired.
   
Upon arrival, officers located an adult male suffering from a gunshot wound.
   
The male was transported to the hospital in critical condition; however, he was subsequently pronounced deceased.
   
On September 20, 2017 Winnipeg Police homicide investigators arrested Craig Dylan MONKMAN, 19-years-old and Albert Kelly THOMAS, 34-years-old, both of Winnipeg. They were charged with 2nd Degree Murder and detained in custody.

Sexual Assault Investigation – Arrest – R17-54063
The Winnipeg Police Service Counter Exploitation Unit, through a lengthy and ongoing investigation, has arrested a 52-year-old male in relation to multiple historic and current criminal offences.
   
In 2001 a youth female was introduced to a male who was 36-years-old at the time. The male developed a relationship with the victim and began sexually assaulting her at his jiu-jitsu studio which was located at 80 Sherbrook Street.  

Investigators identified a second victim, in this case an adult female. It was determined that between December 2005 and December 2006 this victim was sexually assaulted at a different location within the city.

Investigators identified a third victim, a youth female. Between November 2015 and December 2015 the accused responded to an online advertisement for escort services. The accused met the victim and paid for sexual services over a period of time that continued until recently. This victim is still under the age of 18.
   
All three victims provided information that the male is employed as a member of the Winnipeg Fire Paramedic Service and owned a jiu-jitsu studio.
   
As a result of this investigation, on September 22, 2017, detectives from the Counter Exploitation Unit made the following arrest:
   
Manuel Vladimir RUIZ, 52, has been charged with the following offences;
   - Sexual Assault x 2 - Child Abuse
   - Sexual Interference
   - Obtain Sexual Service from Persons Under the Age of 18
   - Forcible Confinement
   - Invitation to Sexual Touching
   - Luringa Child
   
The accused was remanded into custody.

Sexual Assaults – Arrest: C17-213149
During the morning of September 22, 2017, the Winnipeg Police Service responded to the report of several groping incidents in the Downtown area.
   
An investigation by members of General Patrol and the Sex Crimes Unit determined that a suspect was responsible for the following incidents:
   
- On September 21, 2017, at approximately 4:30 p.m., a 33-year-old female was grabbed in the area of Logan Avenue and Princess Street.
   
- On September 22, 2017, at approximately 7:30 a.m., a 17-year-old female was grabbed in the first 100 block of Borrowman Place.
   
- At approximately 7:50 a.m., a 24-year-old female was grabbed in the area of Portage Avenue and Maryland Street.
   
- At approximately 7:52 a.m., a 29-year-old female was grabbed in the area of Portage Avenue and Sherbrook Street.
   
- At approximately 7:58 a.m., a 46-year-old female was grabbed in the 600 block of Portage Avenue.
   
- At approximately 8:00 a.m., a male was observed committing an incident act at a supermarket in the 600 block of Broadway. A 30-year-old female employee was also grabbed.
   
- At approximately 8:07 a.m., a 31-year-old female, in the company of her child, was grabbed in the area of Young Street and Broadway.
   
- At approximately 8:20 a.m., a 43-year-old female was grabbed at a business in the 500 block of Portage Avenue.
   
- At approximately 8:30 a.m., a 21-year-old female was grabbed in the 500 block of Portage Avenue.
   
Further investigation by the Sex Crimes Unit resulted in an identification of the suspect.
   
At approximately 10:30 p.m., Tyrell Marquel Cornish, an 18-year-old male of Winnipeg, was placed under arrest at a residence in the Springfield North area. He has been charged with:
   
- Sexual Assault (x9)
- Indecent Act
   
He was detained in custody.

Aggravated Assault – Public Assistance Requested: C17-167195
 
As previously released on July 29, 2017 and July 31, 2017:
 
On July 29, 2017, at approximately 2:00 a.m., emergency personnel responded to the 600 block of Notre Dame Avenue for a report of an injured male.
 
Upon arrival, officers located an unresponsive adult male suffering from significant injuries. The male was transported to hospital in unstable condition and has since been downgraded to critical condition.
 
Investigators have been unable to ascertain the identity of the male. He is described as:
 
- Indigenous in appearance.
- Black short hair (appears to have a receding hairline and no facial hair).
- 35 to 40 years of age.
- Approximately 5'10" and 180 to 200 lbs.
- Wearing a blue t-shirt, black/grey cargo-style pants and size 10 white Sketcher shoes.
- He was also found to have a blue watch and multiple keys on a key chain.
 
Investigative efforts have identified the victim as a 50-year-old male of Winnipeg. He has been upgraded to stable condition.
 
It has been determined that the male had likely been assaulted by a number of suspects at an establishment in the 600 block of Notre Dame Avenue. 
 
The male victim in this matter remains in hospital at this time and continues to receive treatment for his injuries.
 
A lengthy investigation by members of the Major Crimes Unit has determined that three suspects are responsible for the incident.
 
On September 23, 2017, a suspect was located at a residence in the 600 block of William Avenue. Jolene Kathy Owen, a 35-year-old female, has been charged with:
 
- Robbery
- Aggravated Assault
- Fail to Comply with Probation Order (x3)
 
Investigators are still attempting to identify the following two suspects who are believed to have been involved in the attack:

Drugs & Firearm – Arrests: C17-213868
 
On September 23, 2017, at approximately 12:00 a.m., Division 11 General Patrol members responded to a suite in the 200 block of Good Street for drug and firearm-related incident.
 
Upon arrival, two suspects were taken into custody and an investigation has led to the seizure of a number of items including the following:
 
- A 12 gauge pump-action shotgun with ammunition and a damaged serial number.
- Approximately 38 grams of Methamphetamine (valued at $5,700).
- 100 Hydromorphone 2 mg pills (valued at $500).
- Approximately 1 gram of Cocaine (valued at $70).
- An undisclosed amount of quantity of Canadian currency.
 
Allan Michael James Wood, a 26-year-old male of St. Theresa Point, has been charged with:
 
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Tampering with Serial Number of a Firearm
- Possession of a Firearm Knowing its Possession is Unauthorized (x3)
- Possession of Firearm Contrary to Prohibition Order (x3)
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Weapon
- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Hydromorphone
- Possession of Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5,000
 
He was detained in custody.
 
A 25-year-old female of Winnipeg has been charged with:
 
- Unauthorized Possession of a Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Tampering with Serial Number of a Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Weapon
- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Hydromorphone
- Possession of a Scheduled Substance - Cocaine
 
She has been released on a Promise to Appear.
 
Suspicious Incident – Investigation: C17-214839
 
On September 24, 2017, at approximately 1:45 a.m., emergency personnel responded to a report of an injured male in the middle of the roadway at Talbot Avenue and Panet Road.
 
The victim, a 43-year-old male, was transported to hospital in critical condition where he remains.
 
An investigation by Traffic Collision Investigators has determined that the male may have been a victim of a hit & run, however, the circumstances surrounding the incident are unknown at this time.
 
Anyone with information that may assist investigators is asked to call the Central Traffic Unit at 204-986-6271 or Crime Stoppers at 204-786-TIPS (8477).

Officer Involved Shooting – Update: C17-214467
 
As previously released:
 
On September 23, 2017, at approximately 4:10 p.m., members of the Winnipeg Police Service responded to a report of a stabbing at a residence in the 100 block of Madrigal Close.
 
Upon arrival, officers came across an altercation and a member of the Tactical Support Team was stabbed in the upper body causing a serious injury.
 
A tactical tourniquet was applied to the injured officer to stabilize his injury and he was transported to hospital in unstable condition where he remains at this time.
 
During the incident, a 33-year-old male suspect was shot by an attending officer. He was transported to hospital in critical condition. 
 
The Independent Investigation Unit of Manitoba has been notified.
 
The male suspect has since been pronounced deceased.
 
Any further inquiries should be directed to the Independent Investigation Unit.
 
The injured officer has since been upgraded to stable condition and remains in hospital at this time.
