Robbery and Stabbing Investigation Arrests – C14-136153
On June 29, 2014 at 12:40 a.m., emergency personnel responded to the area of Innovation Drive on the University of Manitoba Campus regarding a robbery incident involving three suspects.
 
The investigation has revealed that the suspects approached two males and robbed them of their property. One of the males, 19 years-old was further victimized when he was assaulted with the butt-end of an airsoft rife and stabbed in the lower body. The suspects fled and police were notified.  
 
The victim was transported to hospital in critical condition and later upgraded to stable.
 
The area was contained by officers for a period of time and all three suspects were located and arrested. Weapons were seized and the victim's property was recovered.
 
The investigation continued by members of the West District Crime Unit.
 
Two 14 year-old males and a 16 year-old male are facing numerous charges. Some of the charges include:
 
Robbery x 2
Aggravated Assault
Possess Weapon for Dangerous Purpose
Use Imitation Firearm to Commit Indictable Offence
 
All three youth remain in custody.

Strong-Arm Robbery Arrests – C14-135463
On June 28, 2014 at approximately 6:25 a.m., two females were walking in the area of Main Street and Kilbride Avenue when they confronted a 24 year-old female victim standing at a bus stop.
 
Suddenly, the victim was physically assaulted and forced to the ground. It was at this time she was robbed of her wallet.
 
Members of the Winnipeg Police Service were patrolling in the area and observed the robbery in progress. Both suspects were arrested and the victim's property was recovered.
 
The victim sustained minor injuries.
 
A 13 year-old female and 14 year-old female have been charged with Robbery and detained at the Manitoba Youth Centre. 
 
 
Drug and Weapon Investigation Arrests – C14-134717
On June 27, 2014, the Division 11 Community Support Unit with the assistance of the Tactical Support Team and Patrol members executed a Controlled Drug and Substance Act search warrant at a residence located in the 600 block of Pacific Avenue.
 
Three individuals were located inside and arrested. A search was conducted which revealed the following seized items:
 
Loaded .22 calibre handgun
Loaded .22 calibre rifle
.22 calibre ammunition
Over 62 grams of cocaine – estimated street value of nearly $5000.00
Over 160 grams of marihuana – estimated street value of over $1600.00
A small quantity of cannabis marihuana resin
A variety of prescription medication
10 cellular phones
Packaging material and scales
 
Sarah MURRAY, 29 years-old, Joseph SINCLAIR 25 years-old and Thomas HALPIN 26 years-old have been charged with numerous drug and weapon related offences.
 
They were remanded into custody.

Auxiliary Force Cadet Bicycle Patrol
Whether on foot Downtown or via a patrol car throughout Winnipeg, our Auxiliary Force Cadets have become known for being there when the community and/or our members need them most.

This summer, the Cadets have added a new bike patrol that enables them to get to even more places and in quicker order.
 
The Bike Patrol will consist of 16 Auxiliary Cadets who received specialized training and will be mobile city wide.  They will enhance the Cadet mandate by being more visible and more accessible to citizens with increased patrols in other districts, including bike paths, riverbanks and parks.

 
This initiative builds on the mandate of the Cadets to build positive relationships in the community, deliver a visible presence, and provide operational efficiencies by freeing up general patrol officers to focus on other duties.
 
 
Stabbing Investigation – C14-134432
On June 27, 2014 at approximately 2:20 a.m., emergency personnel responded to the area of Kennedy Street and Sargent Avenue and 600 block of Balmoral Street regarding a stabbing incident.
 
Attending members discovered that three females 25, 30 and 31 years of age had sustained injuries consistent with being stabbed. The 25 year-old female was initially transported in critical condition however, all three are now in stable condition. 
 
Members of the Major Crimes Unit are investigation and interviews are on-going. 

Limited information is known at this time as to the circumstances. Anyone with information regarding this incident is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
 
 
Break-In Investigation Arrest – C11-53915
On July 5, 2005 a business located in the 100 block of Market Avenue was broken into at which time a laptop computer and other electronics were stolen valued at approximately $3000.00.
 
On May 11, 2006 the same business was broken into and damage was caused estimated at $400.00.
 
On the same date, another business in the same area was broken into where a variety of items were stolen.
 
On May 14, 2006 a Café located in the 100 block of Provencher Boulevard was broken into and an undisclosed amount of cash was stolen.
 
On March 11, 2011 a male suspect attended to a business located in the 1100 block of Henderson Highway. Once inside, the suspect approached an employee requesting to use the washroom. It was at this time the suspect entered an office area and proceeded to steal cash, cheques and a wallet containing credit cards and identification. The suspect was observed by staff attempting to leave the business through a rear door while in possession of a computer. The suspect fled and police were notified.
 
On March 19, 2011 a suspect attended to a church located in the 200 block of Hespeler Avenue at which time a brick was thrown at a window causing damage. 

As a result of a lengthy investigation by members of the East District Crime Unit, the male suspect was identified.
 
On June 25, 2014 at approximately 8:40 a.m., officers located the suspect at a residence located in the 800 block of Main Street.
 
A 45 year-old male is facing the following charges:
 
Break Enter & Theft x 5
Theft Under $5000.00
 
He was released on a Promise to Appear.

Officer Involved Shooting – Update- Arrest  C14-128514

As previously released, on June 19, 2014 at approximately 9:20 p.m. members of the Winnipeg Police Service responded to the report of suspicious circumstances in the area of a gas bar in the 300 block of Wardlaw Avenue.
 
Upon arrival, officers were confronted by a male suspect which resulted in one of the officers discharging his firearm.  The 21-year-old suspect was struck in the upper body and later transported to hospital in stable condition.
 
As a result of the continued investigation by members of the Major Crimes Unit, on June 25, 2014, the 21-year-old suspect was arrested.
 
The investigation has revealed that on June 19, 2014 the suspect, while wearing a balaclava and armed with a knife, had attended to the area of Wardlaw Avenue and Donald Street where he was seen entering the gas bar kiosk. Police responded and encountered the suspect inside the kiosk. He advanced on officers who responded by discharging a firearm. 
 
The 18-year-old male clerk was not injured during the incident.
 
The investigation has also revealed this same suspect to be responsible for the following two commercial robberies:

  • April 1, 2014, at 8:30 p.m. at a gas bar within the 400 block of Academy Road
  • June 14, 2014 at 4:30 a.m. at a convenience store located within the 100 Marion Street

 As a result of his alleged involvement in these incidents, Andrew Christopher LEBRUN, 21 years of Winnipeg is facing the following charges:
 

  • Robbery X3
  • Assault a Peace Officer with a Weapon X2
  • Disguise with Intent X3
  • Possession of a Weapon X3
  • Assault and
  • Fail to Comply with Probation Order X3

 LEBRUN has been detained in custody.

Break-In Investigation Arrests – E14-2160
Between May 15th and June 24th, 2014, several attached and detached garages were broken into which resulted in the theft of numerous bikes and power tools. The locations are as follows:
 
900 block of Dominion Street
200 block of Montrose Street
200 block of Montrose Street
100 block of Cambridge Street
100 block of Cambridge Street
200 block of Cambridge Street
100 block of Winston Road
 
The investigation continued by members of the West District Crime Unit.
 
As a result of the investigation, including public support, two adult males were identified and arrested.
 
Cameron DELARONDE, 28 years-old of Winnipeg has been charged with the following due to his alleged involvement:
 
Possession of Property Obtained by Crime x 15
 
Dennis DESMARAIS, 39 years-old of Winnipeg has been charged with the following due to his alleged involvement:
 
Break Enter & Theft x 3
Break Enter with Intent x 2
Possession of Property Obtained by Crime x 14
Mischief Under $5000.00 x 2
Fail to Comply with Probation Order x 2
Fail to Comply Condition Recognizance x 2
 
Both males were remanded into custody.  
 
As previously released in May 2014, West District members will continue their effort in relation to "Project Comet," an initiative that targets property related crime and promotes community involvement.
 
 
Arson Investigation Arrests - C14-102330
As previously released – On May 19th, 2014 at approximately 8:45 a.m. emergency services personnel responded to the reports of a working residential fire within the 100 block of Jefferson Avenue. 
 
Upon arrival, two adjacent residences were fully engulfed in fire, and the fire was spreading to the residences on either side.
 
Emergency responders confirmed that all occupants had been evacuated from the involved houses and no one was injured.   
 
The cause of the fire has been determined to be a set fire within a house under construction. 
 
Damage estimates to the four residences is valued at $500,000. 
 
The investigation continued by members of the Arson Unit. As a result, two male youth have been arrested and are facing the following charges:
 
16 year-old male
Arson Causing Damage to Property, Arson with Disregard for Human Life, Break Enter & Commit – Dwelling House and Possession of Incendiary Material
 
15 year-old male
Arson Causing Damage to Property, Arson with Disregard for Human Life, Break Enter & Commit – Dwelling House and Possession of Incendiary Material

Commercial Break & Enter Arrest – C14-131087
On June 23, 2014 shortly before 3:00 a.m. the Winnipeg Police Service received the report of suspicious circumstances in the 100 block of St Anne's Road.  Information provided was that a male could be seen attempting to cut into an automated teller machine (ATM) using a cutting torch. 

Responding officers arrived on scene to find the suspect still attempting to cut his way in to the ATM.  He was arrested without incident.

Members of the East District Crime Unit continued with the investigation.  They were able to link the suspect to an incident which occurred on June 15, 2014 in the 600 block of Kildare Avenue at approximately 2:30 a.m.  In that incident the suspect attempted to make his way into the rear area of the ATM, however he was thwarted by the alarm.

Robert James WAGNER 30 years of Winnipeg has been charged with Break & Enter with Intent – Place x 2 and Fail to Comply with Probation Order x 2 for his alleged involvement.

He was detained at the Provincial Remand Centre.


Weapons Arrests – C14-130864
On June 22, 2014 at approximately 7:20 p.m. members of the Winnipeg Police Service were dispatched to a residence in the 700 block of Alfred Avenue for a wellbeing check.

Upon arrival several people were seen fleeing the residence.  Following a brief foot pursuit 4 persons were apprehended.  Within the residence another five people were located.  As well, officers observed several weapons, drugs and cash about the home.

All persons were placed under arrest and turned over to members of the District 3 Crime Unit who continued with the investigation.  Search & Controlled Drugs & Substances Act (CDSA) warrants were obtained for the residence and the following was seized:

  • Ruger .22 calibre sawed off rifle
  • 4 grams of crack cocaine
  • Two machetes and a knife
  • Bear spray
  • $670.00 in Canadian Currency

Five males, aged 14, 15, 17, 20 & 32 years, from Winnipeg are facing several drug and weapon related charges.  The 15 & 17 year olds were released via Promises to Appear while the remaining three were detained in custody.

The four other people were released without charge.

Fatal Motor Vehicle Collision – C14-130763
On June 22, 2014 at approximately 4:15 p.m. emergency personnel were dispatched to the area of Toronto Street and Notre Dame Avenue for the report of a motor vehicle collision involving a child.
 
A three year old child was located and transported to hospital in critical condition.  He later succumbed to his injuries.
 
Initial investigation has revealed that the child had been in the east back lane of Toronto Street when a vehicle traveling east in the south back lane of Notre Dame Avenue turned south and struck the child.
 
The driver of the vehicle, who immediately stopped and called 911, was later interviewed by members of the Central Traffic Unit.
 
Speed and alcohol are not considered factors and no charges have been laid.
 
The investigation is continuing.

Break & Enter Arrests – C14-129558
On June 21, 2014 at approximately 2:30 a.m. members of the Winnipeg Police Service were patrolling in the area of Portage Avenue and Moray Street.  It was at this time three males on bicycles, observed to be riding on the sidewalk, were stopped and spoken with.  Officers learned that the three had been involved in a mini crime spree which had occurred earlier that night.
 
All three were arrested and later turned over to District 2 Crime Unit members.  Further investigation revealed that the three were responsible for the following:

  • 100 block of Dromore Avenue – broke into an attached garage, cut through locks & chains and stole 3 mountain bikes.
  • 3300 block of Roblin Boulevard - cut through a cable lock and stole a mountain bike.
  • 3400 block of Vialoux Drive - cut through a bike lock and stole a mountain bike.
  • 300 block of Laxdal Street - broke into an unlocked vehicle and stole loose change.
  • 1st 100 block of Bramble Drive - broke into two unlocked vehicles and stole loose change.  Used the garage door opener from one of the vehicles to enter a garage – nothing was stolen from the garage.
  • 1st 100 block of Sammons Crescent - broke into three unlocked vehicles, stealing loose change and other property.  One of the vehicles contained a garage remote which the three used to enter the garage and steal a skateboard and mountain bike.

The three males, 15, 17 & 18 years of age, all of Winnipeg have been charged with several property related offences for their alleged involvement.  The 17 & 18 year olds were also charged with court order related breaches.
 
All three were detained in custody.

The Winnipeg Police Service is requesting the public's assistance in locating a 30 year old female, Heide OWENS.
 
OWENS was last seen on June 20, 2014 in the downtown area of Winnipeg.
 
OWENS is described as: Caucasian, 6' tall, 135 pounds with a thin build, short pink & black hair (shaved on one side) and green eyes.  She has butterfly tattoos on her right upper arm and a partial sleeve of tattoos on her left arm.  She was last seen wearing black tights, white t-shirt and black zip-up hoody.
 
The Winnipeg Police Service is concerned for OWENS' well-being and is asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
