Suspicious Package C15-273863
On Wednesday, December 30th, 2015 at approximately 11:55 p.m. Winnipeg Police were dispatched to a report of a suspicious package that had been identified at the Canada Post facility at 1870 Wellington Avenue.  The package had been positioned in a safe area prior to police arrival.
   
Based on the circumstances, the Winnipeg Police Bomb Unit was deployed. Technicians were successful in destroying the package without incident.

Festive Season Check Stop Program - Week #3 Results
The Winnipeg Police Service Central Traffic Unit has provided the results from the third week (December 18th–24th, 2015) of the Festive Season Check Stop Program. 

1325 - Vehicles stopped
17 -     Roadside breath tests administered
3 -       ASD Warnings (72 hour driver's license suspension)
12 -     Impaired Driving Arrests broken down into the following:
6 Drive Impaired/Drive Over 80mg%
6 Refusal charges
38 –   Traffic related Provincial Offence Notices (PON) issued

The Winnipeg Police Service strongly encourages all motorists to have a plan in place before you go out this holiday season and throughout the year. 

Taking a cab, contacting Operation Red Nose or simply identifying a designated driver, are some options to consider. As well, Winnipeg Transit is once again partnering with Manitoba Public Insurance to offer free transit service on New Year's Eve starting at 7:00 p.m. and continuing until end of service.

The message is simple, if you choose to drink, DON'T DRIVE.

On Tuesday, December 29th, 2015, Winnipeg Police received two reports of indecent acts.

Assault – C15-270315
On Friday, December 25th, 2015 at approximately 6:00 a.m. Winnipeg Police General Patrol units responded to a report of a male assaulted in the area of Ellice Avenue and Maryland Street.
   
A 23-year old male suffered serious upper body injuries and was transported to hospital, where he remains in stable, but guarded condition.
   
A suspect in this incident is described as:
   

  • Male, aboriginal in appearance
  • Approximately 6 feet in height
  • Thin build
  • Short black hair
  • Wearing all black clothing and red and black coloured high-top runners

 
The Winnipeg Police Service is requesting the public's assistance in this incident. The investigation is continuing by members of the Division 11 Crime Unit. Commercial Robbery Arrest – C15-269003
On Thursday, December 23rd, 2015 at approximately 2:45 a.m. Winnipeg Police responded to a report of a commercial robbery in the 100 block of Regent Avenue. A male had entered a convenience store in the area, with his face concealed by a balaclava, where he produced a weapon and demanded money before fleeing. The lone employee was not injured.
 
General patrol units responded to the area, assisted by a K9 unit. The Police Service Dog was able to track a suspect through residential streets and ultimately to a business in the 800 block of Regent Avenue.
 
Tracey Wayne Russell, 45 years of Winnipeg, was charged with:

  • Robbery
  • Wear Disguise with Intent
  • Possess Weapon for Dangerous Purpose

 
Russell was detained in custody.

Residential Robbery – C15-268849
On December 22, 2015, at approximately 9:00 p.m. emergency personnel were dispatched to the 1100 block of Beauty Avenue for the report of a medic.

Two males were located suffering from stab wounds to the upper body.  Both were transported to hospital, one stable and the other critical.

No arrests have been made.

Marihuana Grow Operation Arrests – R15-78657
Recently, members of the Marihuana Grow Operation Unit became aware of a possible marihuana grow operation at a residence in the 800 block of Burnell Street.  As a result of the investigation, a Controlled Drugs and Substances Act Search Warrant (CDSA) was obtained.

On December 22, 2015, with the assistance of the Tactical Support Team and Uniform members, the warrant was executed.  Two males located within the residence were arrested without incident.

A search of the residence resulted in the seizure of the following:

  • 221 marihuana plants with an estimated street value of $247,540.00
  • $930.00 in Canadian Currency
  • Grow equipment valued at $7,565.00

 
The two males, 47 & 42 years of age, of Winnipeg are both facing charges of Produce a Scheduled Substance – CANNABIS (MARIHUANA), Possession of a Scheduled Substance for the Purpose of Trafficking - CANNABIS (MARIHUANA).  The 42-year-old also faces an additional charge of Possession of Proceeds of Property Obtained by Crime.

Both were released via Promise to Appear.


Vehicle Robbery Investigation – C15-265717
On December 18, 2015, shortly before 7:00 a.m., members of the Winnipeg Police Service were dispatched to the 500 block of Home Street for the report of a vehicle robbery.

Officers met with the victim who advised that he had been travelling northbound on Home Street when a southbound vehicle blocked his way.  Two occupants exited and then proceeded to assault the victim about the upper body.  He was eventually able to break free and flee on foot.  Both suspects drove off, one in the vehicle they arrived in, the other in the victim's vehicle.

It is believed that one of these suspects may be responsible for a person robbery that occurred near Portage Avenue and Burnell Street a short time later.  In that incident the suspect attempted to rob the victim of her purse but was unsuccessful as a bystander intervened.

The suspect vehicle described as: dark coloured SUV or van.

The suspect who made off with the victim's vehicle is described as: Aboriginal in appearance, 5'5" tall with a medium build, medium length black hair and a light moustache.

The second suspect is described as: Aboriginal in appearance, early twenties, approximately 5'8" tall with a skinny build, black medium length hair and was clean shaven.

Fatal Motor Vehicle Collision – C15-268210
On December 21, 2015, at approximately 8:30 p.m. emergency personnel were dispatched to the area of Wellington Avenue and Century Street for the report of a motor vehicle collision.

A 67-year-old male was located and transported to hospital in critical condition where he later succumbed to his injuries.

Initial investigation has revealed that the male had been westbound on Wellington Avenue when he was struck by a dump truck that was travelling northbound on Century Street.

No charges have been laid at this time.

Arson Arrest – C15-267876
On Monday, December 21, 2015, shortly before 10:00 a.m., emergency personnel were dispatched to an apartment block in the 600 block of Toronto Street for the report of a working fire.

One female was transported to hospital in stable condition.

While emergency personnel remained on scene, a male came forward and confessed to being the one responsible for the fire.

Damage is estimated at $400,000.00.

A 16-year-old male of Winnipeg has been charged with the following offences for his alleged involvement:

  • Arson Disregard for Human Life
  • Arson Damage to Property
  • Possession of Incendiary Materials

He was detained in custody.
