Suspicious Male – C16-39227
On February 25, 2016, members of the Winnipeg Police Service were dispatched for the report of a suspicious male.

Officers met with the 13-year-old victim who advised that at approximately 8:30 a.m. that morning she had been walking in the area of McGee Street and Sargent Avenue.  It was at this time a grey coloured taxi pulled up and the male driver exited the vehicle, asking her "Do you want a lift?" to which she declined.  The male then attempted to grab her arm.  The victim pushed the male away and fled the area.

The driver is described as: Darker skinned male, 5'10" tall, approximately 40 years of age with a medium build, black moustache and black beard that had a little white in it.  He was wearing a black toque, black sweater and grey or brown pants.

The investigation is continuing by members of the Division 11 Crime Unit.  Anyone with information regarding this incident or the identity of the suspect is asked to contact investigators at (204) 986-6668 or CrimeStoppers at (204) 786-TIPS (8477).


Suspicious Male – C16-39307
On February 25, 2016, members of the Winnipeg Police Service were dispatched for the report of a suspicious male.

Officers met with the 14-year old victim who indicated that at approximately 1:50 p.m. that afternoon she had been walking in the area of the north back lane of Bannatyne Avenue West and Cecil Street.  It was at this time that a male in a black coloured van offered the victim a ride to which she declined.  After repeated offers of giving the victim a ride, the victim fled the area.

The driver is described as: Bald male of unknown race, approximately 40 years of age with a deep voice.  The male was wearing a black jacket, red hat with tinted glasses.

The vehicle is described as: Black "cargo-style" van with barn styled doors at the rear.

The investigation is continuing by members of the Division 11 Crime Unit.  Anyone with information regarding this incident or the identity of the suspect is asked to contact investigators at (204) 986-6668 or CrimeStoppers at (204) 786-TIPS (8477).


Fatal Fire Investigation Update – C16-51251
As previously released, on February 28, 2016, at approximately 2:30 a.m. emergency personnel were dispatched to the 300 block of Alexander Avenue for the report of a fire.

Several people were transported to hospital, four of them in critical condition.  Two women, 20 and 21 years of age, later succumbed to their injuries.

A third victim, 50 years of age has since succumbed to his injuries sustained in the fire.

The cause of the fire has not yet been determined and the investigation is continuing by members of the Arson Unit.

Drug Warrant Arrests – C16-41027
Recently, members of the Winnipeg Police Service East District Community Support Unit became aware of on-going drug activity at a residence in the 500 block of Johnson Avenue East.  The investigation resulted in a Controlled Drugs and Substances Act (CDSA) Search Warrant being obtained.

On February 27th, with the assistance of the Tactical Support Team, the warrant was executed.  Two individuals within the residence were taken into custody without incident.

A search of the residence resulted in the seizure of the following:   

  • 222 grams of marihuana with an estimated street value of $1500.00
  • $240.00 Canadian currency
  • Drug paraphernalia 

For their alleged involvement, a 27-year-old female and 32-year-old male, both of Winnipeg are both facing charges of Traffic in Scheduled Substance – CANNABIS (MARIHUANA), Possession of a Scheduled Substance for the Purpose of Trafficking – CANNABIS (MARIHUANA) and Possession of Proceeds of Property Obtained by Crime.

Both were released via Promises to Appear.

Homicide Investigation – C16-40568
On February 27, 2016, shortly before 3:00 a.m., emergency personnel were dispatched to the 800 block of Main Street for the report of a male having been assaulted.
   
A 43-year-old male was located and transported to hospital in critical condition suffering from injuries as the result of an apparent assault.  He later succumbed to those injuries.  The victim has been identified as Henry KIPLING of Winnipeg.
   
Investigation has revealed that the victim was assaulted twice, within a short period of time, by two separate individuals.
   
A female suspect is described as: mid to late thirties with long black hair tied in a ponytail.
 
A male suspect is described as: early twenties with an average height and build.

Attempt Murder Arrest – C16-40776
On February 27, 2016, shortly after 12:00 p.m. members of the Winnipeg Police Service were dispatched to the area of Jubilee Avenue and Osborne Street for the report of a male having discharged a firearm.
   
Several units attended and the male was located a short time later in the area of Nassau Street South and Walker Avenue.  Due to his combative behaviour, members were forced to use their Electronic Control Device (Taser) while taking the male into custody.  The firearm was recovered.
   
Members of the Major Crimes Unit continued with the investigation.
   
It was learned that the accused had met up with a 19-year-old male and a 17-year-old female, both known to him, in the area of the St. Vital Bridge.  The accused produced a firearm and discharged it towards the male victim, who was not struck.  The two victims were able to flee on foot and made their way to the female's residence.  A short time later, the accused saw two family members of the female, along with the 19-year-old male victim, in the area of Walker Avenue and Daly Street South where he immediately began firing towards their van.  No one was struck during this incident.  Police members, already alerted to the initial shooting and in the area, heard these shots and quickly located and arrested the accused.
   
Two police members suffered minor injuries during the arrest for which they received treatment.
   
For his alleged involvement, Bradley Lewis HALE, 19 years of Winnipeg has been charged with Attempt to Commit Murder Using a Firearm x 4, Assault with a Weapon, Assault a Peace Officer x 2 and numerous firearms related offences.
   
He was detained in custody.
   
   
Firearms Investigation Arrest – C16-40700
On February 27, 2016, at approximately 9:30 a.m. members of the Winnipeg Police Service attended to the 600 block of Union Avenue East for the report of a firearm having been seen.  Information provided was that a male had been seen entering a residence with what appeared to be an automatic weapon.
   
In the interest of public safety, multiple units including Tactical Support and Uniform members were dispatched and the area around the residence was closed to vehicle and pedestrian traffic.
   
As a result, 10 individuals were eventually removed from the residence.  An airsoft rifle with magazine was located.
   
An 18-year-old male has been charged with Fail to Comply Condition Recognizance.
   
He was detained in custody.

Fatal Motor Vehicle Collision Update – C16-40522
As previously released, on February 27, 2016, at approximately 1:30 a.m. emergency personnel were dispatched to the area of McPhillips Street and Jarvis Avenue for the report of a two vehicle collision.
   
The two drivers, a 71-year-old male and 22-year-old female, were both transported to hospital in critical condition.  The male later succumbed to his injuries.  His name is not being released.
   
Members of the Central Traffic Unit continued with the investigation.
   
It has been learned that at approximately 1:10 a.m. a Honda Civic had been stolen in the area of Sherbrook Street and Ross Avenue by an unknown female.  A short time later the stolen vehicle was travelling south on McPhillips when it sideswiped a car, driven by an adult male who was not injured in the collision.  The stolen vehicle continued south and struck a Buick Regal which had been eastbound on Jarvis, attempting to turn north onto McPhillips.
   
Alcohol and speed are being considered as factors in this collision.

Theft Investigations – Winnipeg Police Service Member Arrested
Recently, members of the Winnipeg Police Service Professional Standards Unit have been involved in the investigation of several internal thefts that had occurred over the past few months.
   
The investigation has resulted in the arrest of a 25-year-old male, a two-year member of the Service.  He is facing several theft related charges for his alleged involvement and was released via a Promise to Appear.
   
He is currently on Administrative Leave.

Stolen Vehicle Arrests – C16-36882
On February 24, 2016 at approximately 2:00 a.m., members of the Winnipeg Police Service observed a stolen Chevrolet Cruze with several female occupants while in the area of Gateway Road and Kimberly Avenue.
   
The driver attempted to evade police when the stolen vehicle became stuck in a snow bank in the area of the 600 block of Golspie Street.
   
The occupants fled on foot resulting in Canine and Patrol members tracking the suspects a short distance away.
   
Stephanie Rae PATON, 28 years-oldhas been charged with the following due to her alleged involvement:
   
Possession of Property Obtained by Crime
Possession of Scheduled Substance – Methamphetamine
Fail to Comply with Probation Order x 2
   
She was remanded into custody.
   
Jamie Cree LATHLIN, 22 years-oldhas been charged with Public Mischief and remanded into custody due to her alleged involvement.

Weapon Arrest – C16-37600
On February 23, 2016 at approximately 10:40 a.m., members of the Winnipeg Police Service responded to the area of a high school located in the 200 block of Sutton Avenue regarding two males arguing.
   
It was reported that one of the males was in possession of a knife however no one was injured during the dispute.
   
A short time after officers arrived on scene all involved parties were located, including the male with a knife. A 16-year-old male was taken into custody and a knife was seized.
   
The 16-year-old male is facing the following charge:
   
Possession of a Weapon
   
He was released on a promise to appear.

Update - Homicide Investigation – C16-36822
As previously released -On February 22, 2016 at approximately 10:40 a.m., emergency personnel responded to a residence located in the 200 block of Pritchard Avenue regarding a check the well-being incident.
   
Initial reports suggested that an individual at this address may be injured and in need of medical assistance. Upon arrival, officers located a deceased female later identified as 41-year-old, Marilyn Rose MUNROE.
   
The circumstances surrounding MUNROE'S death remain unconfirmed at this time. The results of an autopsy are pending.
   
Members of the Homicide Unit continue to investigate. Anyone who may have had contact with MUNROE over the past several weeks or further information  regarding the investigation is asked to contact investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Stolen Vehicle Arrest – C16-35583
On February 22, 2016 at approximately 2:00 a.m., Patrol members observed a stolen Toyota Camry being operated erratically in the area of Bannerman Avenue and Main Street.
   
Officers followed the vehicle until which time the suspect made efforts to evade police by driving at high speeds and having no regard for public safety.
   
The driver eventually lost control of the Camry and became involved in a collision in the area of Kimberley Avenue and Gateway Road. Three males were taken into custody, including the 18-year-old male driver. A 15-year-old male passenger fled the scene on foot.
   
Members of the Canine Unit tracked the outstanding male hiding in the area of the 700 block of Blantyre Avenue.
   
The 18-year-old male (driver) is facing the following charges:
   
  Theft of Motor Vehicle
  Theft Under $5000.00
  Flight while Pursued by Peace Officer
  Dangerous Operation of Motor Vehicle
  Possession of a Weapon
  Possession of Break-in Instruments
  HTA – Fail to remain at the scene of an accident & exchange particulars
  HTA – Drive without licence or invalid licence
   
He was released on a promise to appear.
   
The passengers in the vehicle were not charged.
   
    
      
Male Shot – C16-36648
On February 22, 2016 at approximately 5:30 a.m., members of the Winnipeg Police Service responded to the report of shots fired in the area of the 1800 block of Logan Avenue.
   
An adult male was located with injuries consistent with being shot. He was transported to hospital in critical condition, later upgraded to stable condition.
   
Members of the Major Crimes Unit continue to investigate. Anyone with information regarding this incident is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Missing Person – Jaylene AMOS – R15-85842
The Winnipeg Police Service is requesting the public's assistance in locating a missing 14-year-old female, Jaylene AMOS. AMOS was last seen in the north end area of Winnipeg on the afternoon of Monday January 4, 2016.
   
AMOS is described as an Aboriginal female, 5'3" tall, thin build, 120 pounds, long black hair and brown eyes. AMOS was last seen wearing a black jacket with fur on the hood and black leggings.
                     
Police are concerned for AMOS' well-being. Anyone with information regarding her whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
