Serious Motor Vehicle Collision – Charges pending – C14-208557
On September 29, 2014 at approximately 10:45 p.m., officers observed a 2000 Dodge Caravan travelling at a high rate of speed southbound on Balmoral Street between Cumberland Avenue and Notre Dame Avenue. The Caravan narrowly missed side-swiping a marked police cruiser travelling in a northbound direction.
 
Officers commenced a pursuit of the suspect vehicle, however aborted that pursuit due to the unsafe manner of driving by the suspect. It was at this time members of the WPS Flight Operations Unit, AIR1 became involved maintaining visual contact with the vehicle.
 
The suspect continued to drive erratically having no regard for public safety. While travelling at a high rate of speed westbound on Ellice Avenue at Arlington Street, the suspect struck a Plymouth Reliant which was stopped at a red light. Damage was caused to both vehicles, however no one was injured.
 
The suspect continued at a high rate of speed, nearly becoming involved in a head-on collision with an eastbound vehicle. The driver continued through Empress Street and eventually collided with equipment in the area the 1400 block of Ellice Avenue due to on-going construction.
 
Extensive damage occurred to the Caravan rendering it inoperable.
 
The driver was taken into custody and transported to hospital in critical condition.
Members of the Central Traffic Unit continue to investigate.
 
A 48 year-old male is facing numerous charges.   
 
A portion of the incident was captured on video by Air1. As charges are pending, this video cannot be made public at this time due to the likelihood it will be used as evidence during future court proceedings.
 

Weapon Investigation Arrest – C14-207513
On September 28, 2014 members of the Winnipeg Police Service Division 11 Community Support Unit, with the assistance of Patrol members, East District Community Support Unit, Tactical Support Team and Canine Unit, executed a search warrant at a residence located in the 200 block of Ferndale Avenue.
 
A search of the residence revealed the following seized items:
 
Two stolen rifles
Various ammunition
Knives and Machete
Stolen identification
 
 



 

 


Joran Christopher ANDERSON, 21 years-old has been charged with numerous weapons, theft and property related offences due to his alleged involvement. 
 
He was remanded into custody.
 
 
Fire Investigation – C14-208667
On September 30, 2014 at approximately 2:40 a.m., members of the Winnipeg Police Service and Winnipeg Fire Department responded to a residence located in the 600 block of Flora Avenue regarding a working fire.
 
One male was in the suite at the time, however he fled without injury.
 
Members of the Arson Unit continued with the investigation.
 
A 24 year-old male was taken into custody and is facing numerous arson related offences.
 
He was remanded into custody.

Commercial Robbery – C14-207877
On September 29, 2014 at approximately 1:15 a.m., a lone male suspect entered a convenience store located in the 1800 block of Henderson Highway and confronted staff.
 
The suspect was armed when he demanded cash. An undisclosed amount was obtained and the suspect fled the business.
 
The suspect is described as: a Caucasian male, in his twenties, slim build and approximately 5'10" tall.
 
The investigation is continuing by members of the Major Crimes Unit.

COMMUNITY NOTIFICATION
 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Ryan James GABOURIE, 32 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences against children.
 
GABOURIE will be released from Headingley Correctional Institution in Headingley, Manitoba on September 29th, 2014.  He is expected to take up residence in Winnipeg, Manitoba.
 
GABOURIE has a history of sexual offences in relation to children, including Sexual Assault, Break and Enter Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent as well as many other criminal offences.  Although GABOURIE participated in some sex offender treatment while in prison, he is still considered a high risk to re-offend.   Male and female children are at risk.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. GABOURIE will not be tolerated.

Background information:
 
Ryan James Gabourie, a 32 year-old male, has a prior criminal record that includes 5 counts of Sexual Assault, 5 counts of Break Enter and Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent and other criminal offences. Assessed
 
GABOURIE's most recent conviction involved breaching the terms of a Probation Order which occurred 3 days after being released from custody on January 9th, 2014.  On January 12th, 2014, GABOURIE was observed to be in contact with another convicted sex offender, contrary to the conditions of two Probation Orders. 
 
GABOURIE's previous offences involve sexually molesting five young boys, between 5 and 11 years old by entering their homes through unlocked windows or doors and sexually assaulting them in their beds while their families were sleeping nearby.  GABOURIE entered the homes of another boy and girl in the same manner but was discovered before he committed any additional offences.  The victims were unknown to GABOURIE.  He would chose homes where children's toys were visible in the yard or could be seen inside the homes by peering in through windows.  He has also been arrested for being in the possession of child pornography. 
 
GABOURIE will be released from the Headingley Correctional Institution in Headingley, Manitoba on September 29th, 2014.  Upon release, GABOURIE will be subject to the conditions of a Probation Order prohibiting him from:
 
  • Attending a public park or public swimming area where persons under the age of fourteen years are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community centre;
  • Having any contact or communication with persons under the age of sixteen years, except through unavoidable encounters in public places or as allowed by his probation officer in writing, in advance;
  • Having possession of a computer or Internet access.

 
GABOURIE will be subject to a daily curfew of 10:00 pm to 9:00 am, except for verifiable medical emergencies or when given special permission in writing, in advance, by his probation officer.
 
GABOURIE participated in some sex offender treatment programs while in prison.  However, he is still considered a high risk to re-offend.  Male and female children are at risk.  He is expected to take up residence in Winnipeg, Manitoba.

Update: Motor Vehicle Collision involving a Pedestrian – C14-206376
As previously released - On September 27, 2014 at approximately 2:40 a.m., officers and other emergency personnel responded to the area of the Arlington Bridge regarding a motor vehicle collision involving a pedestrian.
 
A 41 year-old male, after being struck by two vehicles was transported to hospital in critical condition. He has been upgraded to stable, however his injuries remain serious.
 
Traffic Collision Investigators continue to investigate.

Manitoba Police & Peace Officers Memorial
 
The Manitoba Association of Chiefs of Police is hosting the Provincial Police and Peace Officers Memorial Service, on Sunday, September 28th at 11:00 a.m. on the south side grounds of the Manitoba Legislature.

On September 24, 1998 the Government of Canada proclaimed the last Sunday in September of every year as the Police and Peace Officers' National Memorial Day.

The Proclamation was made to give Canadians an opportunity to formally express appreciation for the dedication of police and peace officers who make the ultimate, tragic sacrifice to keep our communities safe.

This year, more than 600 female officers from around the globe will join us as part of the International Association of Women in Police (IAWP) Parade of Nations March leading to the Memorial.

The parade will commence at the Fort Garry Hotel on Broadway on September 28th at 10:00 a.m. The delegates will then march westbound on Broadway to the grounds at the Manitoba Legislature.

Members of the public and media are encouraged to attend.

The Winnipeg Police Service is requesting the public's assistance in locating 32 year-old, Chris ELWICK. ELWICK was last seen in the East Elmwood area of Winnipeg on Tuesday, September 23, 2014.
 
ELWICK is described as a Caucasian male, 5'7" tall, approximately 190 lbs., medium/heavy build, short red hair, partial beard and blue eyes. ELWICK often wears a hoodie and baseball cap.


 

 

 

ELWICK is possibly operating a blue 2014 Honda Civic 2 door vehicle – Manitoba Plate GHG 974.


 

 
 


 
 The WPS is concerned for ELWICK's well-being.

Homicide Arrest – C14-201786
On September 21, 2014 at approximately 7:00 a.m. members of the Winnipeg Fire Paramedic Services were dispatched to the 500 block of Burnell Street for the report of an injured female.
 
A 27-year-old female was located and transported to hospital in critical condition.
 
Shortly after, the Winnipeg Police Service was notified of the incident and members attended to the hospital.  There, the victim's common-law husband was located and arrested without incident.
 
Members of the Homicide Unit continued with the investigation.  It was revealed that the couple, along with their two children, had attended to the Burnell Street address the previous day to visit family.  The visit extended overnight, during which time the victim and suspect became involved in an argument.  The argument escalated to the point where the suspect physically assaulted the victim in the upper body, causing severe injury.  
 
Erwin John SPENCE 25 years of Winnipeg was charged with Aggravated Assault for his alleged involvement and detained in custody.
 
On the evening of September 23 the victim succumbed to her injuries.  She is identified as Jenna MARSDEN of Winnipeg.
 
After consultation with the Crown, on September 24, 2014, members of the Homicide Unit charged SPENCE with 2nd Degree Murder.
 
He remains in custody.
 
 
Suspicious Male – C14-204457
On September 24, 2014 members of the Winnipeg Police Service were dispatched for the report of a suspicious person.
 
Officers met with the 11-year-old complainant who advised that at approximately 3:30 p.m. she had been waiting to be picked up in the 900 block of Brazier Street when she observed an unknown male watching her.  The male exited the vehicle and asked if she attended a nearby school and at what time school got out.  After she answered his questions the male got back into his vehicle, however remained and continued to watch her.  The complainant walked to a nearby store where she observed the male to park nearby and continue to watch her until she was picked up.
 
The male is described as:  Black, approximately 5'4" tall with an average build.  He was wearing white pants, golf style shirt with green and red squares on it, matching visor with same pattern, black shoes and glasses.
 
The vehicle is described as: newer, white Jeep sport utility vehicle similar to a Cherokee.
 
The investigation is continuing by members of the East District Crime Unit.  Anyone who has any information regarding this incident or the identity of the male is asked to contact investigators at (204)986-2857 or Crime Stoppers at (204)786-TIPS (8477).

Commercial Robbery Arrest – C14-203157
On September 23, 2014 at approximately 4:30 a.m. members of the Winnipeg Police Service were dispatched to a convenience store in the 300 block of Henderson Highway for the report of a commercial robbery.
 
Information provided was that a male had entered the store, immediately went behind the counter where he proceeded to steal an undisclosed amount of cash after which he fled on foot.
 
Neither of the two employees working at the time was injured.
 
Several units attended and a containment area was set up.  The suspect was observed walking in the area of Henderson Highway & Hespeler Avenue at which time he was arrested without incident.
 
Members of the Major Crimes Unit continued with the investigation.
 
Garnet Wesley SUMNER, 26 years of Winnipeg has been charged with Robbery, Utter Threats – Cause Death or Bodily Harm & Fail to Comply Condition Undertaking for his alleged involvement.
 
He was detained in custody.
 
 
Stolen Vehicle Arrests – R14-68920
Between July 31, 2014 and September 22, 2014 the Winnipeg Police Service received the report of three residential break & enters with vehicles being stolen.  They include:

  • July 31 – 1st 100 block of Bachman Bay, home entered and Volkswagen Rabbit stolen.  Vehicle later recovered.
  • September 18 – 1st 100 block of Currie Crescent, home entered and Chevrolet Equinox stolen.  Vehicle later recovered.

On September 22 at approximately 3:00 a.m. a residence in the 100 block of Greenhoven Crescent was broken into and a Toyota Tacoma was stolen.
 
At approximately 11:30 p.m. that night the stolen vehicle was observed by General Patrol members in the area of Notre Dame Avenue and Arlington Street.  The vehicle was followed to the 800 block of Arlington Street where it was stopped without incident and the five persons within taken into custody.  One of the occupants was found to be in possession of a canister of bear spray.
 
Members of the District 3 Crime Unit continued with the investigation.
 
A 15-year-old male & 14-year-old female, both of Winnipeg are each facing a charge of Possession of Property Obtained by Crime over $5000.00 for their alleged involvement.  They were released via Promises to Appear.
 
A 15-year-old male of Winnipeg was charged with Possession of Property Obtained by Crime Over $5000.00, Possession of Weapon for Dangerous Purpose, Unauthorized Possession of a Prohibited Device or Ammunition, Carrying Concealed Weapon Prohibited Device or Ammunition and Fail to Comply Condition Undertaking x 2 for his alleged involvement.
 
A 16-year-old male of Winnipeg was charged with Break Enter & Commit – Dwelling House x 3, Theft of Motor Vehicle x 3, Drive without or with invalid licence and Fail to Comply Condition Undertaking for his alleged involvement.
 
A second 16-year-old male of Winnipeg was charged with Possession of Property Obtained by Crime over $5000.00 and Fail to Comply Condition Undertaking for his alleged involvement.
 
All three were detained at the Manitoba Youth Centre.

MISSING PERSON – NOELL NOWICKI – R14-68524
The Winnipeg Police Service is requesting the public's assistance in locating a missing 14-year-old female, Noell NOWICKI.  She was last seen on Thursday, September 18, 2014 in the North End area of Winnipeg.
 
NOWICKI is described as: Caucasian, 5'6" tall, approximately 134 pounds with brown eyes and long brown hair. She was last seen wearing a black hooded sweater, black jeans and black runners.

Police are concerned for NOWICKI'S wellbeing and are asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
