Motor Vehicle Collision – Arrest: C17-116634
On May 30, 2017, at approximately 10:30 p.m., uniform officers attempted to conduct a traffic stop on a vehicle in the area of Toronto Street and Ellice Avenue. The subject vehicle fled, and almost immediately collided with another vehicle.  
 
The driver of the second vehicle, a male in his sixties, was transported to hospital in unstable condition. His condition has since been upgraded to stable. The driver of the first vehicle fled the scene on foot, but was arrested a short time later. 
 
The driver of the first vehicle, a 30-year-old male, has been charged with numerous offences, including:
 - Drive Impaired Cause Bodily Harm
 - Dangerous Operation of Motor Vehicle
 - Fail to Stop at Scene of Accident Cause Bodily Harm
 
The accused was detained in custody.
 
As a result of the involvement of Winnipeg Police members immediately prior to this incident, the Independent Investigation Unit of Manitoba (IIU) was contacted and has initiated an investigation. All further inquiries regarding this incident are to be directed to the Independent Investigation Unit of Manitoba.
 
 
Motor Vehicle/Pedestrian Collision: C17-116848
On May 31, 2017, at approximately 7:15 a.m., emergency services personnel responded to a 2-vehicle MVC at the intersection of Fermor Avenue and St Marys Road. As a result of the collision one of the vehicles struck a cyclist on the roadway. 
 
The cyclist was transported to hospital in critical condition. The driver of one of the vehicles involved was transported to hospital in stable condition. 
 
Members of the Winnipeg Police Service Central Traffic Unit remain on scene and are continuing to investigate.

Homicide – Arrest: C17-110021
Winnipeg Police Homicide investigators have made an arrest in the murder of a 22-year-old male. The victim, Jarso ANO, was killed on May 23, 2017.
 
Dondre GRANT, 22, was arrested on May 29, 2017. He has been charged with Second Degree Murder. Grant was detained in custody. 
 
As previously released:
On May 23rd, 2017, at approximately 3:15 p.m., emergency personnel responded to a report of an injured male in the 300 block of Kennedy Street.
 
A 22-year-old male was located outside an apartment block suffering from what appeared to be an upper-body stab wound. He was transported to hospital in critical condition where he succumbed to his injuries.

Public Notice
The Winnipeg Police Service is scheduled for an on-site assessment as part of a program to achieve reaccreditation by verifying it meets professional standards.
   
Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc., accreditation requires agencies to comply with standards in four basic areas; policy and procedures, administration, operations and support services.
   
As part of the on-site assessment, the public is invited to offer comments to the assessors by phoning, attending in person, or providing a written submission via email. 
   
On Thursday, June 8th, 2017 from 9:00 a.m. to noon the public may phone the assessors to provide their comments.  The contact phone number is 204-390-2854.
   
On Friday, June 9, 2017 at 11:00 a.m. the public may attend to speak with the assessors in the West Committee Room B, Council Building, 510 Main Street.  The meeting will adjourn when all presenters are heard.
   
Comments shared by telephone, or in person are limited to 10 minutes and must address the Service's ability to comply with the Commission's standards.  A copy of the standards is available for review from May 29 - June 9th, 2017 in the lobby of the Winnipeg Police Headquarters, located at 245 Smith Street.
     
   
Anyone wishing to submit written comments about the Winnipeg Police Service's ability to comply with the standards for reaccreditation may send them to the Commission on Accreditation for Law Enforcement Agencies Inc., 13575 Heathcote Boulevard, Suite 320, Gainesville, Virginia, USA 20155.  Email:  calea@calea.org .  Written submissions are required to be received no later than Friday June 9th at 5:00 p.m.

Winnipeg Police Service Flight Operations Unit  2016 Annual Report
The 2016 Winnipeg Police Service Flight Operations Unit Statistical Report has been released.
   
The annual report outlines the purchase of a new Infrared and High Definition Video Camera in December 2016. The pre-existing camera became inoperable in August 2016 by way of wear and tear. The Flight Operations Unit relied on a loaner camera until it could be replaced.
   
Statistics found in the Flight Operations Annual Report include:

  • 732.8 hours of flight time were logged, a decrease of 27% from 2015
  • 168.5 hours of flight time were lost due to weather, maintenance and staffing, an increase of 18% from 2015
  • 1571 calls for service were responded to, a decrease of 35% from 2015

 
The report also outlines that AIR1 was targeted on two occasions by lasers being shone at the aircraft.  One suspect was apprehended and charged for one of the incidents. The Flight Operations Unit also saw a marked increase of incidents involving unmanned aerial vehicles (UAV) operating within the Winnipeg Control Zone.
   
The primary purpose of the Flight Operations Unit is to support all Winnipeg Police Service operational and investigative units in the detection of criminal acts and the apprehension of suspects. AIR1 continues to have a dramatic influence on the outcome of calls for service and in 2016 was instrumental in identifying/apprehending 175 persons of interest. Of these persons of interest, 60 were taken into custody for criminal offences.
   
AIR1 has supported and assisted a number of external agencies including, the RCMP, CN Police, Conservation, Transport Canada and various other agencies.

The EC120B helicopter was publicly unveiled to the public on December 6, 2010. In 2014, the aircraft was re-designated the H120. The five-seat, 1.6-ton single-engine H120 has the latest generation technologies, featuring high manoeuvrability, excellent visibility, a large cockpit, and a low noise signature. Flying over at 1,000 feet above ground level, the H120 is the quietest helicopter in its class, and its engine emissions have low levels of pollutants.

Serious Assault:  C17-117953
On May 29, 2017, at approximately 4:15 a.m., emergency personnel responded to the intersection of Ellice Avenue and Furby Street for a report of an injured male in the roadway.
   
The victim, a male in his thirties, was transported to hospital with upper body stab wound. He was initially listed in critical condition, however, he as since been upgraded to stable.
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477)

On May 28th, 2017, at approximately 3:25 a.m., emergency personnel responded to a report of a hit and run incident involving a pedestrian at Jefferson Avenue and McPhillips Street.
 
Upon arrival, an 18-year-old male was located and transported to hospital in critical condition where he remains.
 
This investigation is continuing by members of the Central Traffic Unit and no further information will be released today.

The Winnipeg Police Service is requesting the public's assistance in locating Kenyon Lavallee. He was last seen during the evening of May 23, 2017 in the area of Downtown Winnipeg.
 
Lavallee is described as a 20-year-old male, Metis with a light complexion, 5'10", 170lbs, with short brown hair and brown eyes.
 
When last seen, Lavallee was wearing a dark green army-style jacket, dark jeans, and black high-top runners.
 
The Winnipeg Police Service is concerned for Lavallee's wellbeing.

Manitoba Motorcycle Ride for Dad
 
 
The 2017 Motorcycle Ride for Dad will take place Saturday May 27, 2017 at 10 a.m. starting at the Earls Kitchen + Bar Restaurant located at 1455 Portage Avenue.
 
This marks the 9th year for the Motorcycle Ride for Dad in Manitoba, with over $1.5 million raised for prostate cancer research and awareness in the province.
 
The event will begin at 10 a.m. with an official parade and travel westbound on Portage Avenue to the Assiniboia Downs area. 
 
The Winnipeg Police Service would like to reminder motorists to please reduce their speed and drive cautiously while in the area of the parade. There may also be a significant increase in motorcycle traffic throughout Winnipeg and the surrounding areas.

Old Exhibition Grounds – Statement from Chief Danny Smyth
 
One of the guiding principles of the Winnipeg Police Service is to build bridges with our diverse communities, and enhance the quality of life for people who live, work, and play in this city. To that end, we as an organization know how important it is to consult any community before changes are thrust upon the neighbourhoods we serve.  
 
The Winnipeg Police Service is planning to replace the existing District 3 police station on Hartford, originally built for the 40-man West Kildonan Police Department. It is an aging structure that no longer meets the needs of our members, but more importantly, the northwest district of the city.
 
The preferred site is the Old Exhibition Grounds on McPhillips Street. The site is much bigger than what our needs require, and as such, we are undergoing the process of determining the best way to utilize a portion of the property.
 
Our plan was to conduct extensive discussions with local stakeholders (including community residents and the Nomads, among others) before any option was adopted. The intent was to cause the least amount of disruption as possible.  City Councillor for the area, Mike Pagtakhan was engaged in those discussions. He identified which organizations and people needed to be involved to determine how to lessen any impact this project would have.
 
Before we could even begin on this consultation process, it was circumvented by unfortunate and disappointing remarks by Councillor Ross Eadie that needlessly inflamed the situation.
 
All stakeholders have my word, that before any decision is reached, their voices will be heard, and their concerns taken into consideration.

Future Women In Law Enforcement
 
The Winnipeg Police Service, the RCMP and Canada Border Services Agency have partnered together to host a one day workshop on Saturday, May 27, 2017 - Future Women In Law Enforcement (FWILE).
 
Our agencies recognize the vital role that female front-line officers play in our commitment to protect and serve our communities and country. Through this workshop, we will deliver a creative and interactive learning experience for young women interested in law enforcement careers, foster these ambitions, and empower them to identify and unleash their individual potential.
 
Various activities are scheduled to take place, including interactive case studies, round table discussions, specialized information stations, and some special guest speakers. The intention is to showcase what participants' existing skills are relevant to a career in law enforcement.
 
Approximately 60 women from across the province are scheduled to attend, as well as numerous officers and civilian members who will be facilitating the workshop.
