Commercial Robbery Update – C15-85786
As previously released, on April 29, 2015 at 9:45 p.m. members of the Winnipeg Police Service were dispatched to the 2000 block of Portage Avenue for the report of commercial robbery.
 
Officers learned that several employees and patrons had been within the business when three males, two armed with weapons and all with their identities concealed, entered the store.  While one of the males attended to the counter, the two others watched over the customers.  An undisclosed amount of cash was stolen and the three suspects made good their escape in a previously reported stolen vehicle.
 
Two of the suspects have a medium build while the third is described as having a thin build.  No further descriptions are available.
 
No one was injured during the incident.

Sexual Assault Investigation - C14- 219457
As previously released, on October 12, 2014, at approximately 10:00 p.m., a 43-year-old female was walking southbound on Ellen Street towards Notre Dame Avenue when she was grabbed by an unknown male armed with a weapon.
 
The suspect male pulled the victim behind a commercial building in the area, where he committed a serious sexual assault upon her.
 
Members of the Sex Crimes Unit continued with the investigation and were able to identify a suspect.
 
Forensic exhibits seized at the time of the incident were sent for DNA testing and a male profile was obtained.  As a result, a DNA warrant was obtained for the previously identified suspect, and on March 6, 2015, he was located and a sample of his DNA obtained.
 
Comparison testing revealed the suspect's DNA was a match to forensic exhibits obtained at the time of the incident and on April 23, 2015, the male was arrested.
 
A 15-year-old male of Winnipeg (14 at the time of the incident) has been charged with Sexual Assault with a Weapon for his alleged involvement.
 
He was detained in custody.
 

Theft From Vehicle Arrests – C15-85022
On April 29, 2015, shortly before 1:30 a.m. members of the Winnipeg Police Service were dispatched to the 300 block of Montrose Avenue for the report of two males breaking into a vehicle.  Suspect descriptions were provided.
 
Responding officers located the suspect males near Elm Street at Academy Road where they were arrested without incident.
 
Members of the West District Crime Unit continued with the investigation.  It was learned that the two males had entered two other vehicles in the 200 block of Waverly Street.  Loose change was stolen from within all three vehicles.
 
The two males, 16 and 17 years of age, both of Winnipeg have been charged with the following for their alleged involvement:

  • Theft Under $5000 x 3
  • Mischief Under $5000 x 3
  • Possession of Break In Instruments

The 16-year-old has also been charged with Fail to Comply Conditions of Undertaking and Tamper with a motor vehicle x 3 (HTA)
 
Both were detained in custody.
 
Winnipeg Police Service West District members remain focused on active patrols in the River Heights area in an effort to locate & arrest offenders responsible for these types of crimes.

Missing Person – Tyrus MANN – R15-26175
The Winnipeg Police Service is requesting the public's assistance in locating the following 15-year-old male, Tyrus MANN. MANN was last seen in the downtown area of Winnipeg on Tuesday, April 21, 2015.
 
MANN is described as an: Aboriginal male, 5'6" tall, approximately 190 pounds with a large build, short black hair and brown eyes. He was last seen wearing black pants, black hoodie with white sleeves and a white hat.

 

Police are concerned for MANN's well-being. Anyone with information regarding his whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Update:  Missing Person - Christopher GUIMOND - R15-26179
The Winnipeg Police Service continues to request the public's assistance in locating 48-year-old Christopher GUIMOND. GUIMOND was last seen getting off a Southbound Pembina Transit bus alone at the intersection of Pembina Highway and Plaza Drive at approximately 10:30 pm, on the evening of Tuesday, April 7, 2015.
 
GUIMOND is described as:  Aboriginal, 5'9 tall, 200 pounds with a heavy build and short brown hair.  He was last seen wearing a black spring jacket, grey hoody, blue jeans, greyish-beige backpack and brown runners.

 

Police are concerned for GUIMOND'S well-being and are asking anyone with information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Homicide Investigations – Arrest  C15-81872, C15-82397 & C15-70993
On Monday, April 27th, 2015 Homicide investigators located the person of interest based on the photos released on Sunday, April 26th. That individual was arrested and taken into custody as a result of an earlier assault that was unrelated to the homicides.
 
This male subject was interviewed regarding the homicides that occurred in the vicinity of Hargrave Avenue in the downtown area. As a result of the interview, combined with both video surveillance and forensic evidence John Paul OSTAMAS, aged 40 years, has been charged with two counts of first degree murder and one count of second degree murder.
 
Ostamas encountered 65-year-old Donald Collins in the downtown area Saturday evening (April 25th, 2015), together they attended to the laneway near Hargrave and Portage where Ostamas attacked and murdered Collins. He was left for dead in the alley.
 
Several hours later Ostamas encountered 48-year-old Stony Bushie, also in the downtown area. Together they attended to a parkade near Hargrave and Portage. Ostamas attacked and murdered Bushie within the parkade and left him for dead.
 
Homicide investigators have also learned that Ostamas encountered 37-year-old Myles Monias in a bus shelter on Main Street near Pioneer Avenue. This chance encounter occurred on April 10th, 2015, in the early morning hours. Ostamas attacked and murdered Monias in the bus shelter where he was left for dead.
 
Investigators have learned that John Paul Ostamas is very transient. We know that he is originally from the Thunder Bay area. We also know that he has spent time in Winnipeg on and off for the past 10 years. Ostamas had very little contact with the Winnipeg Police. Our only dealing with him prior to this investigation was a domestic assault that occurred in March of this year.
 
Investigators have since learned that Ostamas has a violent record for multiple assaults in the Thunder Bay area dating back to 2002. Our investigators will be contacting police in other jurisdictions where Ostamas is known to have travelled. At this time we cannot confirm whether Ostamas has been involved in any other unsolved crimes.
 
I would like to acknowledge the efforts of our Homicide Unit, our Major Crimes Unit, our Street Crime Unit, our Tech Crimes Unit, our Forensics Unit, our Cadet Unit, and the men and women working in Uniform Operations during the week-end. This collective effort was quarterbacked by our Homicide Sergeant Wes Rommel and Sergeant John O'Donovan who did a tremendous job in quickly closing in on John Ostamas and clearing these homicides.
 
The Winnipeg Police Service wants to commend the community and general public who responded to our call for assistance on Sunday, and without whom we would not have solved these homicides as quickly as we did.
 
These crimes occurred in the downtown area where many of the businesses operate closed circuit cameras. Several businesses sent representatives out on Saturday night and Sunday morning to help collect surveillance footage that their camera systems captured. These efforts greatly advanced the investigation enabling the police to release photos on Sunday that assisted in identifying Ostamas.
 
The Service also wants to acknowledge the efforts of many of the social agencies. They were instrumental in spreading the word throughout the community in an effort to protect other vulnerable people living on the streets and in shelters in the area. This afternoon we have representatives from Siloam Mission, the Salvation Army – Booth Center, and the Main Street Project on Martha Street.  A big thank-you to all the agencies that assisted us. The overall community response was overwhelming and greatly appreciated by our investigators. 
 
The Winnipeg Police Service, the City of Winnipeg and the Winnipeg Police Board are committed to continue working with our community partners in dealing with vulnerable people and the homeless.

At approximately 12:45 a.m., officers located a deceased male at the rear of 329 Hargrave Street. The victim's identity has been confirmed as: Donald COLLINS, 65 years of Winnipeg.
 
At approximately 6:30 p.m., officers located a deceased male at the rear of 333 Portage Avenue. The victim's identity has been confirmed as: Stony Stanley BUSHIE, 48 years of Winnipeg.

Suspicious Package C15-80663
On Thursday April 23rd, 2015 at approximately 12:30 p.m. Winnipeg Police and Fire Paramedic Services were called to a building in the 300 block of Broadway for the report of a potentially suspicious package that had been delivered.
 
Broadway was temporarily closed to traffic while the incident was being investigated. Subsequent testing determined that the package was not dangerous.
 
Further investigation of this incident will be conducted by the RCMP.
 
Weapons Seizure C15-80738
On Thursday, April 22, 2015 Winnipeg Police officers from the Division 13 Community Support Unit, assisted by members of the Tactical Support Team and the Street Crime Unit executed a search warrant on a residence in the 500 block of Stella Avenue.
 
In executing the search warrant police seized two sawed-off shotguns, various rounds of ammunition and a quantity of street drugs.
 
A 16-year old male youth was arrested and is facing numerous firearms and weapons offences. He was detained in custody.

Homicide – Arrests C15-76860
As previously released -On April 17, 2015 at 10:50 p.m., officers and other emergency personnel responded to the area of the 700 block of Selkirk Avenue for the report of a stabbing.
 
Patrol members located 27-year-old, Godfrey Virgil HAYDEN with serious injuries. HAYDEN was pronounced deceased a short time later.
 
On April 22, 2015 members of the Homicide Unit, assisted by general patrol officers separately arrested two suspects in connection to this incident.
 
Ivan RICHARD (22) of Winnipeg was charged with Second Degree Murder, Flight from Police and Drive Prohibited.
 
Walter ANDERSON (18) of Winnipeg was charged with Second Degree Murder.
 
Both accused have been detained in custody.
 
 
Ticket Scalping Charges R15-29513
On April 22nd, 2015 at approximately 7:55 pm members of the Winnipeg Police Counter Exploitation Unit conducted a scalping investigation in the vicinity of the MTS Centre, 300 Portage Avenue. During this investigation officers purchased a ticket from a 51 year-old male for the April 22nd, 2015 playoff game between the Winnipeg Jets and the Anaheim Ducks. The ticket, which was purchased for $600.00, had an original value of $344.50 including taxes.
 
The ticket was seized, and the male was issued a Provincial Offence Notice under section 60 of the Amusement Act for Scalping.
 
Section 60 of The Amusement Act states that no person shall barter exchange for anything any ticket to a place of amusement for a price or consideration greater than that paid or given therefor to the owner of the place of amusement to which it is an admission.

Homicide Victim Identified  C15-78278
As previously reported, on April 20th, 2015 at approximately 12:40 a.m., police and other emergency personnel responded to the area Highfield Street and Chandos Avenue for the report of a Shots call.
 
An adult male was located in the vicinity suffering from a gunshot wound. He was transported to hospital where he succumbed to his injuries.
 
The victim has been identified as 32-year-old Garry GODSON of Winnipeg.
 
The Winnipeg Police Service Homicide Unit is continuing the investigation and no further information is available at this time.

Theft Under – Public Assistance Requested   E15-2277
On April 7th, 2015 Winnipeg Police received a report of a theft that had occurred sometime over the previous several days. A sculpture was stolen from an art exhibition being held in the 300 block of Ross Avenue.
 
The stolen sculpture is titled 'Dancing David' and is of a male dancing, with one arm raised, measuring approximately 33 cm in height by 18 cm across.  The statue is ceramic and is gold in colour.
 

 

     

 
Winnipeg Police are requesting the public's assistance in locating this item. Anyone with information regarding incident is asked to contact the Division 11 District Crime Unit at (204) 986-6668 or Crime Stoppers at 786-TIPS (8477).
