FRAUD ARREST – R14-2021
Between July, 2009 and June, 2011 the Consumer Protection Office received several complaints regarding a fraudulent male.

In each incident the victim had recently had asphalt work done at their residence.  A male would attend stating that he was from the company who had done the asphalting and was there to apply the required seal coat which was not included in the initial cost of the asphalting.  A number of people agreed to the work which was then performed in a substandard manner.

Victims contacted the Consumer Protection Office who entered into an investigation which resulted in a suspect being identified.  Their completed investigation was sent for Crown Opinion which later resulted in the authorization of charges being filed.

On January 23, 2014, acting on the direction of the Crown, members of the Commercial Crime Unit located and arrested the male without incident.

Barry Wayne Martin SCULLY 49 years of Winnipeg has been charged with Fraud Under $5000 x 9 and Mischief Under $5000 for his alleged involvement.

He was detained at the Provincial Remand Centre.
