Tuesday, September 23, 2014   MISSING PERSON – NOELL NOWICKI – R14-68524 The Winnipeg Police Service is requesting the public's assistance in locating a missing 14-year-old female, Noell NOWICKI.  She was last seen on Thursday, September 18, 2014 in the North End area of Winnipeg.   NOWICKI is described as: Caucasian, 5'6" tall, approximately 134 pounds with brown eyes and long brown hair. She was last seen wearing a black hooded sweater, black jeans and black runners.
