Homicide Investigation Arrest – C15-216034
On October 13, 2015, shortly after 11:00 a.m. emergency personnel were dispatched to a hotel in the 100 block of Higgins Avenue for the report of a deceased male.

The male, identified as Walter LAVASSEUR, 56 years of Winnipeg, was the victim of an apparent assault.

A suspect was arrested at the scene.

Members of the Homicide Unit continued with the investigation.  It was learned that the victim and another resident of the hotel had been involved in a physical altercation in the early morning hours of October 11th.  The victim had been left in his room, remaining undiscovered for two days.

James Michael JARROW, 45 years of Winnipeg was originally charged with Aggravated Assault for his alleged involvement and detained in custody.

An autopsy was scheduled and completed on October 14th.

On October 15th, after consultation with the Crown, JARROW was further charged with Second Degree Murder after which he was returned back into custody.


Motor Vehicle Collision Involving Cyclist - Arrests – C15-217636
On October 15, 2015, shortly before 8:00 a.m. emergency personnel were dispatched to the area of McNichol Street and Manitoba Avenue for the report of a motor vehicle collision involving a cyclist.  Further information provided was that two males were attempting to assault the driver of the involved vehicle.

An adult female was located suffering from injury to her lower body as a result of a collision with a vehicle.  She was transported to hospital in unstable condition and later upgraded to stable condition.

Two males located at the scene were arrested without incident.

It was learned that the female, cycling northbound on the east sidewalk of McNichol and attempting to cross Manitoba had collided with a westbound vehicle on Manitoba which had been attempting to turn south onto McNichol.  The two males attended to the scene shortly after the collision and became confrontational with the driver who remained in his vehicle.

A 41-year-old male of Winnipeg is facing a charge of Mischief Under $5000.00 for his alleged involvement.

A 19-year-old male of Winnipeg is facing charges of Uttering Threats, Possession of Weapon for Dangerous Purpose and Mischief Under $5000.00 for his alleged involvement.

Both were released via Promises to Appear.
