Monday, December 14, 2015         Missing Person – Julia Dakota FRANKLIN – C15-262478 The Winnipeg Police Service is requesting the public's assistance in locating 14-year-old, Julia Dakota FRANKLIN. FRANKLIN was last seen in the Shaughnessy Park area of Winnipeg during the evening hours of Sunday, December 13th, 2015.     FRANKLIN is described as an Aboriginal female, 5'5" tall, approximately 135 pounds, thin build, brown eyes and long straight hair. Her hair is black on top fading to light brown on the ends.
