Drug Arrest – R16-14301
Recently, members of the Marihuana Grow Operation and Street Crime Units became involved in an investigation regarding the sale of unsanctioned marihuana to the public.  Posters had been posted in the Downtown and West end areas of the city advertising a marihuana dispensary delivery service.

A suspect was identified and on April 6th he was located and arrested without incident.  A Controlled Drugs and Substances Search Warrant was obtained and a search of his residence in the 1000 block of Henderson Highway resulted in the seizure of the following:

  • 166 grams of dried marihuana with an estimated street value of $1660.00
  • Nine grams of cannabis resin with an estimated street value of $720.00
  • Various packaging material
  • Computer equipment

A 53-year-old male of Winnipeg is facing charges of Traffic in a Scheduled Substance – CANNABIS (MARIHUANA) x 4, Possession of a Scheduled Substance for the Purpose of Trafficking – CANNABIS (MARIHUANA), Possession of a Scheduled Substance – CANNABIS RESIN and Possession of Proceeds of Property Obtained by Crime,

He was released via a Promise to Appear.


Motor Vehicle Collision Involving Cyclists –
C16-68291

On April 6, 2016, at approximately 9:15 p.m., emergency personnel were dispatched to the area of Keewatin Street and Notre Dame Avenue for the report of a motor vehicle collision involving two cyclists.

Two adult males were found suffering from serious injuries and were transported to hospital, one stable, the other in critical condition.

Investigation has revealed that the two males had been 'riding double' on a bicycle and were attempting to cross Notre Dame when they were struck by a North bound vehicle.  This intersection is controlled by lights and at this time it appears the vehicle had the green light.

The driver of the vehicle has been interviewed and no charges have been laid.

The investigation is continuing by members of the Central Traffic Unit. Anyone with information regarding this matter is asked to contact investigators at (204) 986-6271 or Crime Stoppers at (204) 786-TIPS (8477).


Impaired Driving Arrest – C16-68326
On April 6, 2016, shortly before 10:30 p.m. emergency personnel were dispatched to the area of Arlington Street and Sargent Avenue for the report of a vehicle that had crashed into a house.

Officers arrived to find that the driver had fled the scene in the vehicle.  Bystanders directed them to a business in the 700 block of Sargent Avenue where the vehicle was located and driver arrested.

Investigation revealed that the vehicle had been southbound on Arlington when it left the roadway, went through a fence, continued through two yards and then drove off.  A home was damaged during the incident.

For his alleged involvement, Philip Filipe Do Nascimento MELO, 51 years of Winnipeg, has been charged with Driving While Ability Impaired, Fail or Refuse to Provide Sample – Breath, Driving While Disqualified, Dangerous Operation of a Motor Vehicle, Resist Peace Officer and (HTA) Drive without driver's liability insurance.

He was detained in custody.
