Two Brandon Police Officers Charged
Provincial Justice Officials asked the Winnipeg Police Service to commence an investigation into the conduct of a Brandon Police Officer. The investigation commenced in January 2015. The complainant in this matter had alleged that he had been assaulted by a Brandon Police Officer he encountered at a local Brandon bar in November 2014.

The Winnipeg Police Professional Standards Unit completed their investigation and forwarded their files to Manitoba Prosecutions in January of this year. Criminal charges were authorized against two Brandon Police Officers on July 11th.


1.    Sergeant Dallas Lockhart, a 20 year member of the Brandon Police Service, has been charged with one count of Attempt to Obstruct Justice; and one count of Obstruct Police Officer.
2.    Constable Shane Stephenson, also a 20 year member of the Brandon Police Service, has been charged with one count of Obstruction of Justice.


The charges against these officers were processed in Brandon yesterday. Both officers are scheduled to appear in a Brandon court at a later date.


Residential Break & Enter Arrest – C16-166368
On August 11, 2016, at approximately 6:05 a.m., Winnipeg Police Service members were called to the 500 block of Bannatyne Avenue for a residential Break & Enter call.

Upon arrival, officers determined that a 48 year old male suspect had attempted to break into the victim's shed.  The suspect was confronted by a 62 years old resident.  The suspect struck the resident with an improvised weapon resulting in an upper body injury.

The victim's 29 year old son came to the assistance of his father. While defending his father, an altercation took place between the son and the suspect, resulting in the suspect striking a metal railing.  The victims physically restrained the suspect until police arrival.

The 62 year old resident was conveyed to hospital in stable condition.   


The 48 year old suspect was conveyed to hospital in critical condition.  He has since been upgraded to stable condition, and remains in police custody.

The 48 year old suspect is facing the following charges;

- Assault Cause Bodily Harm
- Assault
- Break Enter With Intent to Commit Indictable Offence
- Possess Weapon Dangerous to Public Peace
- Utter Threats X2
- Mischief Under $5000
