Please review the below two community notifications:

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding James Sheldon JASPER, 40 years of age, a convicted sex offender who is considered high risk to sexually re-offend against all children, particularly male children.

JASPER will be released from the Milner Ridge Correctional Centre, Manitoba on December 18, 2016. He is expected to take up residence in Winnipeg. Upon release, JASPER will be subject to a three year supervised probation order, until December 17, 2019.

JASPER has been convicted previously of numerous sexual offences against children. Although he has participated in sexual offender treatment in the past, JASPER is still considered high risk to re-offend. All children, particularly male children, are at risk of sexual violence.


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. JASPER will not be tolerated.

Background Information:

James Sheldon JASPER is a 40 year-old male with a criminal record for sexual offences against children, particularly male children.

Of note, on November 25, 2003, JASPER was convicted of a sexual offence against a 10-year old boy. JASPER invited the boy into his car and drove him to a secluded spot where JASPER sexually assaulted him. JASPER was sentenced to 26 months in jail followed by a 10 year long-term supervision order. After completing the prison portion of his sentence, he was released on January 23, 2006. However, JASPER was subsequently convicted of breaching the terms of his long-term supervision order, in 2011 and 2016.

On December 18, 2016, JASPER will be released from the Milner Ridge Correctional Centre, Manitoba regarding the 2016 conviction for breach of his long-term supervision order, and will be subject to the conditions of a three year supervised probation order including:

- Report relationships of any type, including children under 18 years, to his probation officer;
- Not have any contact with, or be in the presence of any person under 18 years except for unavoidable encounters in a public place or except in the presence of a responsible adult approved in writing, by his probation officer;
- Not attend any public parks or public swimming areas where persons 18 years or under are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community center;
- Not to participate in paid or volunteer work that involves regular contact with anyone 18 years or under, or which places him in a position of trust or authority towards those persons;
- Comply with any assessment, treatment, counseling, and/or community programming, as directed by his probation officer;
- No contact with previous victims or their families;
- Observe a curfew between 10:00 pm and 7:00 am, and comply with curfew checks;

Although Mr. JASPER has participated in sex offender treatment programs in the past, he is still considered high risk to re-offend.  Children - young boys in particular - are at risk of sexual violence. Some of JASPER's victims have been "groomed" by him to facilitate the sexual offences.

JASPER is expected to take up residence in Winnipeg.

MIHRSOU today provides information regarding Rainie James SEMPLE, also known as Rene James Everett, 43 years of age, a convicted sex offender who is considered at high risk to re-offend in a sexual and/or violent manner.
                                                                           
SEMPLE will be released from serving a sentence at the Stony Mountain Institution, Manitoba, on December 19, 2016 in relation to convictions for breaching a long-term supervision order. Upon release, SEMPLE will be subject to statutory release conditions that are the same as the conditions of his long-term supervision order. On May 25, 2017, he will then be subject to the conditions of his long-term supervision order. He is expected to take up residence in Winnipeg, Manitoba.

SEMPLE has a lengthy history of violent and sexual offences. Although he has participated in some treatment programming in the past, SEMPLE is still considered at high risk to re-offend in a sexual and/or violent manner. Although all persons are at risk, females are at particular risk.

Background Information:

Rainie James SEMPLE is a 43 year-old male with a lengthy criminal record for sexual offences including sexual assault with a weapon, sexual assault, violent offences such as robbery, assault causing bodily harm, and failures to comply with recognizances, undertakings, probation orders and long-term supervision order.

On July 7, 2009, SEMPLE received a five year sentence (in addition to 12 months pre-sentence custody credit) and was designated a long-term offender, subject to the conditions of a 10 year long-term supervision order. He has subsequently been convicted of breaching the terms of the long-term supervision order. 

SEMPLE will be released from the Stony Mountain Institution in Stony Mountain, Manitoba on December 20, 2016.  Upon release, SEMPLE will be subject to statutory release conditions, which are the same as his long-term supervision order conditions, until May 25, 2017 when the long-term supervision order resumes, including:

- Immediately report all intimate sexual and non-sexual relationships and friendships with females to his parole supervisor;
-Abstain from the possession and consumption of alcohol and non-prescription drugs and avoid drinking establishments where the primary source of income is from the sale of alcohol;
- Comply with treatment plan/programs regarding substance abuse and sexual deviancy as arranged by his parole supervisor;
- Comply with psychological/psychiatric counselling as arranged by his parole supervisor;
- No contact with his previous victims or their families; and
- Not to associate with any person he knows or has reason to believe is involved in criminal activity.

SEMPLE is also subject to a lifetime weapons prohibition.

Previous convictions include sexual assault with a weapon which occurred in 2000 when Mr. SEMPLE sexually assaulted a woman at knife point. He was sentenced to six years and eight months (in addition to 241 days pre-sentence custody credit). In 2007, while in police custody, SEMPLE uttered a threat to kill the sexual assault victim. 

While in prison, SEMPLE participated in some sex offender and substance abuse treatment programs but is still considered at high risk to re-offend sexually and/or violently. Although all persons are at risk, females are at particular risk.

SEMPLE is expected to take up residence in Winnipeg, Manitoba.
