Break Enter and Theft Investigation Arrests - C16-251406
Between September and November 2016, the Winnipeg Police Service became aware of numerous residential break-ins at various locations throughout the city of Winnipeg.
   
Members of the District 2, 3 and 4 Crime Units worked in collaboration with the assistance of the District 3 Community Support Unit and Uniform Patrol.
   
The following locations were targeted during the crime spree:
   
  Walter Copp Crescent
  Beacon Hill Place
  McCreary Road
  Cambie Road
  Edna Perry Way
  Devonshire Drive
  Outhwaite Street
  Chadwick Crescent
  Van Slyk Way
  Murray Avenue
  Alex Taylor Drive
  Sydney Avenue
  Centennial Street
  Borebank Street
  Carpathia Road
   
Approximately $240,000.00 worth of property was stolen, including 5 vehicles and numerous credit cards which were used to make purchases at various stores within the city.
   
As a result of a lengthy investigation, investigators with the assistance of the Tactical Support Team executed warrants at a residence located in the first 100 block of Prince Edward Street. Several firearms were also located and seized.
   
Rueben Jaymes SINCLAIR, 29 years and Maverick Rock WOODHOUSE, 24 years have been arrested and charged. Some offences include the following due to their alleged involvement:
   
  * Break, Enter & Theft x 16
  * Fraud Under $5000.00
  * Use Credit Card
  * Possess Goods Obtained by Crime
  * Mischief Under $5000.00
  * Several weapon/firearm related offences
   
Chelsea DESMARAIS, 19 years, Jerilyn CATCHEWAY, 36 years and Dora CHARTRAND, 41 years have been charged with various property and weapon related offences.
   
In total, all four accused have been charged with 88 property related offences.
   
They have been remanded into custody.
   
   
Update - Homicide Investigation Arrests – C16-166130
   
Charges Upgraded:
 
As previously released - On August 10, 2016, at approximately 8:45 p.m., emergency personnel responded to the 400 block of McGee Street for the report of a body located.
 
Garnet Walter WILLIAMS, 43 years old of Winnipegwas located deceased. Early stages of the investigation suggested his death was suspicious in nature.
   
The investigation continued by members of the Homicide Unit.
   
Due to the evidence gathered, it has been determined that on July 31, 2016, WILLIAMS, while in the company of a small group attended to a suite located in the 600 block of Ellice Avenue. A dispute erupted at which time WILLIAMS was seriously assaulted by multiple people.
   
WILLIAMS sustained critical injuries and was confined for a period of time. After WILLIAMS succumbed to his injuries and several days past, the deceased was taken and disposed of inside a nearby garbage container.
   
On August 26, 2016, the following arrests were made and the following individuals were charged at that time:
   
Jeremy Lee ALLEN, 27 years old of Winnipeg has been charged with 1st Degree Murder due to his alleged involvement.
   
Miranda LECLAIRE – Manslaughter
   
Lyle BARROW – Manslaughter
   
After further investigation and consultation, Miranda Nancy LECLAIRE, 32 years old and Lyle BARROW, 30 years old, both of Winnipeg, have been arrested (December 8th) and their charges upgraded to 1st Degree Murder due to their alleged involvement.
   
Previously, Jennifer Kelly HALL, 25 years old of Winnipeg and Ernest GARBUTT, a 56 year old male also of Winnipeg were arrested and charged with Indignity to a Human Body.
   
All arrested, except the 56 year old male was remanded into custody.
