Break & Enter - Arrests: R17-32310 & C16-162349

Winnipeg Police became aware of a series of commercial break-ins that had been occurring in Winnipeg, Selkirk and Lac Du Bonnet. The break-ins occurred between June, 2016 and August 2017. In many of these events, large quantities of cash were stolen by attacking the business's Automated Teller Machines (ATM). It is estimated that approximately $60,000 worth of Canadian Currency had been stolen in total, and in excess of $60,000 in damages occurred as a result of the break-ins.

Members of the WPS entered into a complex investigation, creating Project Payday in response to this spree of Break and Enter events.  In each of these occurrences, a clear pattern became evident.  The common approach appeared to be gaining access into the business by damaging a door or window. Once the suspects gained entry a tow rope was attached to the ATM machine which was subsequently dragged out of the business by a vehicle.  Suspects would also break into residential properties throughout Winnipeg and Lac Du Bonnet.  The suspects often disguised their appearances using masks.

Project Payday has revealed three suspects and a number of vehicles with roles in these crimes.

The following locations were broken into: 

Residence on Fairway Drive in Lac Du Bonnet, Manitoba
Restaurant located on Manitoba Avenue, Selkirk (ATM)
Grocery store located on Reenders Drive (ATM)
Rental dealership located in the 1600 block of Inkster Boulevard
Business located in the 1000 block of Ellice Avenue (ATM)
Hotel located in the 1000 of McPhillips Avenue (ATM)
ATM, 2100 block of McPhillips Street
Restaurant located in the 400 block of Oak Point Highway (ATM)
Residence in the RM of Lac Du Bonnet
Residential vacation development located in Lac Du Bonnet area (14 break-ins)
Whellems Lane (ATM)
3 additional residences in the RM of Lac Du Bonnet

On October 23, 2017, Arlene Kehler, 34,  was arrested at her residence in Winnipeg. Sean Morgan, 30,was arrested at the Provincial Remand Centre.  Jesse Morgan, 33, was arrested at his residence in Lac Du Bonnet, Manitoba.    

Sean Alexander MORGAN, of Lac Du Bonnet, Manitoba, has been charged with:
- Break, Enter & Theft x 27
- Disguise with Intent x 6
- Possess Goods Obtained by Crime Under $5000
- Assault
- Utter Threats
- Disobey Court Order x 2
- Fail to Comply with Recognizance x 7

Jesse Patrick MORGAN, of Lac Du Bonnet, Manitoba has been charged with:
- Break, Enter & Theft
- Wear Disguise with Intent
- Utter Threats

Arlene Nancy KEHLER, of Winnipeg has been charged with:
- Break, Enter & Theft X16
- Disguise with Intent
- Possess Goods Obtained by Crime x 2

All 3 accused were detained in custody.


Break & Enter - Arrests: C17-239546
Winnipeg Police Officers from the District 3 General Patrol Division, as well as investigators from the Major Crimes Unit arrested 4 suspects in a series of Break and Enters and assaults.

On October 22, 2017, at approximately 4:30 p.m., a residence in the 300 block of Hudson Street was broken into. An adult resident was home at the time and was confronted by 2, adult female suspects. The victim was assaulted with bear spray, but was not seriously injured. Personal property valued in excess of $1,000 was stolen and the suspects left in a previously stolen vehicle.

On October 23, suspects broke into a residence in the 1400 block of Lincoln Ave. and stole numerous personal electronics.

The victim was able to locate his property in the 1600 block of Burrows Ave. where he confronted the suspects. One suspect, armed with a baseball bat damaged the victim's vehicle, however, the victim was able to flee and contact police.

All 4 suspects were located in the residence on Burrows Ave and arrested.

Tonio Albert Robert BONE, 31, of Portage La Prairie was been charged with:
- Break and Enter x 2
- Assault with a Weapon
- Possess Property Obtained by Crime over $5000
- Public Mischief
- Fail to Comply Recognizance

Jessica Katherine KAKEEWAY, 26, of Winnipeg has been charged with:
- Break and Enter X 2
- Assault with a Weapon
- Possess Property Obtained by Crime over $5000
- FTC probation X 6
- Unauthorized Possession of a Prohibited or Restricted Weapon

A 36-year-old female and a 46-year-old male, both of Winnipeg have also been charged and were released on a Promise to Appear.

Fire – Investigation Update: C17-240788

As previously released:

On October 24, 2017 at approximately 5:30 a.m., Winnipeg Fire Paramedic Service personnel were dispatched to a working fire in the 500 block of Simcoe St. During the incident the fire spread to a neighbouring house.

Several people were present in the residence at time and were transported by paramedics to hospital suffering from smoke inhalation and other related injuries.

An adult male has since succumbed to his injuries. In addition, an adult female remains in hospital in stable condition as a result of injuries sustained in the fire.

The cause of the fire remains under investigation by the Winnipeg Police Major Crimes Unit and Winnipeg Fire Paramedic Service investigators.
