Drug - Arrest: R17-70253
Over the past two months, the Winnipeg Police Organized Crime Unit initiated an investigation that targeted individuals believed to be involved in organized crime. Their actions include the trafficking of Cocaine, MDMA (commonly referred to as ecstasy), and Cannabis Marihuana.
   
On Friday, November 3, 2017, members of the Tactical Support Team executed a CDSA search warrant at a residence in the first 100 block of Roslyn Rd and seized the following items:
   

  • Cash - in excess of $150,000.00
  • 7 pounds of Marihuana
  • 100 grams of Marihuana Resin
  • 29 Fentanyl blotter tabs
  • 3.2 grams of Fentanyl Powder
  • Bullet proof vest
  • Brass Knuckles
  • 12 Rounds of .357 Magnum ammunition
  • Money counter
  • Packaging materials
  • Documentation
  • Contaminated press plates
  • Various Hells Angels support wear
  • Full Patch Zig Zag Crew Vest

 
  Joel Richard BRUNEAU, 28-years-old of Winnipeg was arrested at this location and has been charged with:

  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Possession of a Scheduled Substance for the Purpose of Trafficking
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit

 
  He has been detained in custody.
   
A 21-years-old femaleof Winnipeg was also arrested at this location and has been charged with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit
  • Unauthorized Possession of a Prohibited or Restricted Weapon
  • Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized

 
She was released on a Promise to Appear.
   
On the same date, members of the Tactical Support Team executed a CDSA Search Warrant at the residence in the 300 block of Gertrude and seized the following items:

  • 2.5 kilos of Cocaine
  • 502.3 grams MDMA
  • Approximately 75 kilograms of Benzocaine
  • 2 contaminated scales
  • Packaging materials
  • Cocaine contaminated cooking pot
  • Contaminated blender and measuring cups
  • Several ounces of an unknown substance
  • Numerous empty kilo packaging

 
  Nicholas Dylan BRUNEAU, 31-years-old of Winnipeg has been charged with:

  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order X2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine X2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Produce a Scheduled Substance
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit

 
Thomas Ross HALPIN, 29-years-old of Winnipeg has been charged with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine X2
  • Fail to Comply with Probation Order
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy
  • Produce a Scheduled Substance

 
Both males have been detained in custody.
   
On November 8, 2017 investigators also arrested Jordan HOUSTON, 26-years-old of Winnipeg and charged him with Possession of a Scheduled Substance for the Purpose of Trafficking X2 (Cocaine & MDMA) and Produce a Scheduled Substance.  He has also been detained in custody.
