Community Notification
The Winnipeg Police Service today provides information regarding Steven Gordon Peter MARCOTTE, 55 years of age, a convicted sex offender considered high risk to re-offend in a sexual manner against male children, more specifically, teenage boys. 

MARCOTTE will be released from Stony Mountain Institution, Manitoba on March 28, 2018 after serving a sentence regarding convictions for sexual interference and fail to comply with conditions of an undertaking. MARCOTTE is expected to take up residence in Winnipeg, Manitoba. 

Upon release, MARCOTTE will be subject to a lifetime Order of Prohibition, which prohibits his attendance at a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre. He is also prohibited from having any contact whatsoever with any person under 16 years of age, unless under the supervision of a person deemed appropriate by the court. 

MARCOTTE is an untreated sexual offender considered high risk to re-offend in a sexual manner. Male children, more specifically, teenage boys are at risk.

   
 
   
Background information:
Steven Gordon Peter MARCOTTE is a 55 year-old male with a criminal record including forcible confinement, buggery, sexual interference, uttering threats, fail to comply with conditions of an undertaking and probation order, indecent act, trespass at night and assault peace officer. 

In 1987, MARCOTTE was convicted of forcible confinement and buggery involving a 13 year old male child acquaintance. MARCOTTE put the victim in a headlock, pulled him to a location, pushed him to the ground, punched and threatened him, then sexually assaulted the victim. He received a sentence of five years on each charge concurrent, and a five year weapons prohibition.

In 2006, MARCOTTE was convicted of indecent act for riding his bicycle while naked, in Vancouver, and was placed on two years probation.

On July 9, 2015, MARCOTTE gave alcohol to a 15 year old male child acquaintance, and sexually interfered with the male in a public park. MARCOTTE had also been in contact with a 16 year old male in breach of a condition of an undertaking that prohibited such contact, respecting an incident that occurred in June 2015. MARCOTTE was arrested on July 9, 2015, remained in custody, was convicted of both offences and received a total sentence of 45 months, (comprised of 691 days in addition to pre-trial custody credit of 678 days). MARCOTTE was also made subject to a ten year weapons prohibition, and a lifetime Order of Prohibition, that prohibits him from attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre, and having any contact whatsoever with a person under the age of 16 years, unless it is done so under the supervision of a person deemed appropriate by the court. 

To gain access to potential victims, MARCOTTE has attended places where male children congregate, purchasing food and other items for them, to befriend them, and ultimately offend. 

MARCOTTE is an untreated sex offender considered high risk to re-offend in a sexual manner against male children, particularly teenage boys.

Marcotte will be released on March 28, 2018, and is expected to take up residence in Winnipeg, Manitoba.
