Arsons – Update (Additional Fires/Charges): C18-95370

On May 10, 2018, the Winnipeg Police Service released information on the arrest of a male for 16 different arsons in the Downtown/West End and North End areas of Winnipeg.

Continued investigation by members of the Major Crimes Unit, with the assistance of the Crime Analysis Unit, has revealed an additional 8 arsons that investigators believe the same male was responsible for (during the same time period of May 1 to May 8, 2018):

- 100 block of Furby Street (fire set to a garage)

- 300 block of Simcoe Street (fire set to a garbage bin)

- 400 block of Simcoe Street (fire set to a fence)

- 300 block of Beverley Street (fire set to a recycling bin)

- 600 block of Home Street (fire set to a garage)

- 600 block of Furby Street (fire set to a garage)

- 900 block of Cathedral Avenue (fire set to a garage, which spread to a second garage)

- 600 block of Furby Street (fire set to a utility trailer)

 

Damages for these fires are estimated at approximately $62,250. These fires are in addition to the ones previously released.

On May 29, 2018, Major Crime Unit investigators attended the Milner Ridge Correctional facility and placed the suspect under arrest.

River Jacob Parrenas Tavares, a 19-year-old male of Winnipeg,has been charged with an additional 8 counts of Arson Causing Damage to Property.

He was detained in custody.

 

Firearms – Arrest: C18-112759

On May 29, 2018, at approximately 8:45 p.m., General Patrol and Tactical Support Team members responded to a report of a fight at a residence in the 400 block of Langside Street. There were also reports of individuals armed with guns.

Upon arrival, officers observed a male at the front of the residence with a bag. The male immediately dropped the bag upon seeing police at which time he was taken into custody.

A search of the bag resulted in the seizure of a 12-gauge shotgun with a sawed-off stock along with ammunition.

At this time, a female ran up and confronted officers as they dealt with the male. She also attempted to get close to a cruiser car and prevent officers from the execution of their duties.

The female was taken into custody. She continued to be combative and at one point kicked an officer.

Members of Major Crimes Unit continued with the investigation.

David Mayom, also known as Mabior Lagos Mayom, a 23-year-old male of Winnipeg,has been charged with:

- Possession of a Weapon

- Store Firearm Contrary to Regulations

- Carrying Concealed Weapon Prohibited Device or Ammunition    

- Possession of a Firearm or Ammunition Knowing its Possession is Unauthorized (x2)

- Possession of a Prohibited Firearm with Ammunition

- Transports Firearm in a Careless Manner

- Possession of Firearm or Ammunition Contrary to Prohibition Order (x2)

He was detained in custody.

A 21-year-old female of Winnipeg has been arrested for:

- Assault a Peace Officer

- Obstruct Peace Officer

She was released on a Promise to Appear.

 

Fire – Investigation: C18-113934

On May 31, 2018, at approximately 7:35 a.m., emergency personnel responded to a report of a fire at a residence in the 200 block of Balmoral Street.

Upon arrival, an individual was removed from the residence by members of the Winnipeg Fire Paramedic Service and was pronounced deceased at the scene.

The investigation is still in the preliminary stages and limited information is available at this time. Members of the Major Crimes Unit are investigating.

 

Homicide – Update/Request for Public Assistance: C18-111450

On May 28, 2018, at approximately 12:10 p.m., emergency services responded to the report of an injured female at a residence in the first 100 block of Beaumont Bay.

Upon arrival, General Patrol members located an adult female that had been stabbed. She was transported to hospital in critical condition where she succumbed to her injuries.

The deceased has since been identified as Christine Lynnette Barker, a 36-year-old female of Winnipeg.

Homicide Unit investigators have obtained a Canada-wide warrant for the arrest of Hailey Barker, an 18-year-old female of Winnipeg, for Second Degree Murder.

Hailey is described as being 5'6" in height, 135 lbs with a thin build, black hair and brown eyes. No picture is available.

Anyone with information regarding Hailey Barker's whereabouts is asked to call 911.

This investigation is continuing by members of the Homicide Unit. Anyone with additional information that may assist investigators is asked to call the Homicide Unit at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

 

Robbery - Arrest: C18-113399

On May 30, 2018, at approximately 3:00 p.m., the Winnipeg Police Service was alerted to a robbery which just occurred in the 1700 block of Henderson Hwy. A 64-year-old female advised that upon returning to her vehicle she was grabbed by a male who demanded the car keys. She provided the suspect with the keys and he fled in her 2008 Honda Civic.

Minutes later the Winnipeg Police Service was alerted to a motor vehicle accident in the area of Lagimodiere Blvd. and Headmaster Row involving the same vehicle. The driver attempted to flee but was held by witnesses. Officers attended and took the suspect, who showed signed of intoxication, into custody. He was taken to the hospital where he was treated for minor injuries.  

Officers learned that the suspect drove the stolen vehicle at a high rate of speed, eastbound to the area of Lagimodiere Blvd. at McIvor St. He merged into the northbound lanes of Lagimodiere Blvd. causing a one-ton commercial dump truck to swerve out of its way. The vehicle continued at a high rate of speed, swerving in and out of lanes passing other northbound vehicles. The driver lost control of the stolen vehicle which caused it to do a 180-degree spin in a construction zone which was heavily congested with traffic before it entered the southbound lanes of traffic and crashed into a school bus. The stolen vehicle spun out of control and came to stop in the ditch.

The stolen vehicle and the school bus sustained significant damage. The school bus driver suffered minor injuries, was treated in hospital and released. There were no other occupants on the bus.

The victim of the vehicle robbery did not suffer serious physical injuries and did not require immediate medical attention.

Connor William MUSWAGON, a 20-year-old male of Winnipeg has been charged with:

  • Robbery
  • Driving While Ability Impaired
  • Fail or Refuse to Provide Breath Sample
  • Dangerous Operation of a Motor Vehicle
  • Driving While Disqualified
  • Possession of Cocaine

He has been detained at the Winnipeg Remand Centre.

 

Homicide – Investigation: C18-112015

As previously released:                            

On May 29, 2018, at approximately 12:40 a.m., emergency services responded to a report of shots fired in the 700 block of Corydon Avenue.  Upon arrival, Tactical Support Unit officers located a 37-year-old male and a 28-year-old female, both suffering from gunshot wounds. 

The female victim was transported to hospital in stable condition.  The male victim was transported to hospital in critical condition where he later succumbed to his injuries.

Homicide investigators have identified the victim as Noel TALINGDAN, a 37-year-old male of Winnipeg. Investigators continue to seek information from witnesses who were present at the time of the shooting or in the immediate area.

Suspicious Male - Investigation: C18-13327

On May 30, 2018, the Winnipeg Police Service responded to a report of a sexual assault that had occurred between 3:00 a.m. and 3:30 a.m. An 18-year-old female reported that she was walking in the 700 block of Arlington St. between Wellington Ave. and Sargent Ave. when she was approached by a male armed with a black handgun.

The victim advised that she was sexually assaulted by the male who also threatened to kill her before fleeing on foot.

The victim suffered minor physical injuries and did not require immediate medical attention.

The suspect is described as a dark-skinned male, possibly mulatto, with a large build. He is approximately 6'3" in height and weighs approximately 250 - 300 lbs. He was wearing all black clothing, a ski mask, and gloves.

This investigation is continuing by members of the Sex Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).
