Firearms – Arrest: C18-156061
 
On July 20, 2018, at approximately 12:55 a.m., a District 3 General Patrol unit was in the area of McPhillips Street and Selkirk Avenue when they observed a stolen vehicle travelling southbound.
 
Officers began to follow the vehicle and a short time later, AIR1 arrived in the area and began to track it. The vehicle came to a stop in the 1500 block of Ross Avenue West where the three occupants were taken into custody without incident.
 
A search of the vehicle resulted in the seizure of a number of items including the following:
 
- A loaded .303 calibre rifle
- A loaded 12 gauge shotgun 
- 15 .303 cartridges (ammunition)
- 9 .30-30 cartridges (ammunition)
- Ammunition magazine
- A crossbow
- Bear spray
 
The vehicle is believed to have been stolen from the William Whyte neighbourhood sometime between July 16 and 17, 2018.
 
Cherish Marie Irene Henry, a 32-year-old female of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x5)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
- Drive without licence or with invalid licence (Highway Traffic Act)
 
Gordon William Kovich, a 28-year-old male of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x20)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
- Fail to Comply with Probation Order (x2)
- Fail to Comply Condition Recognizance by Judge/Justice (x5)
 
Vincent Edgar Urniezius, a 48-year-old male of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x5)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
 
They were detained in custody.
 
Drugs – Arrests: C18-157083
 
On July 21, 2018, at approximately 6:00 a.m., an East District General Patrol unit was patrolling near Roch Street and Johnson Avenue when a vehicle was observed driving in the area. Computer checks on the registered owner of the vehicle revealed he had two active warrants for his arrest.
 
Officers stopped the vehicle in the 200 block of Chalmers Avenue and confirmed the registered owner was driving the vehicle. He was placed under arrest. A search of him resulted in the seizure of a small amount of cocaine and packaging materials. The passenger was also placed under arrest.
 
A search of the vehicle resulted in the seizure of a number of items including the following:
 
- A pill bottle containing 10.5 grams of a substance believed ketamine (estimated street value of $1,000)
- Packaging materials
- Scissors contaminated with a residue
- A digital scale contaminated with a white substance
- $425 Canadian currency
 
Andrew John Klumper, a 27-year-old male of Winnipeg, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Ketamine
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
Klumper was processed on two outstanding warrants for charges that include:
 
- Assault
- Uttering Threats - Cause Death or Bodily Harm (x2)
- Fail to Comply with Probation Order
- Drive imprudently (Highway Traffic Act)
 
He was detained in custody.
 
A 21-year-old female of Winnipeg has been arrested for: 
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Ketamine
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
She was released on a Promise to Appear.
 
Drugs/Weapons – Arrests: C18-157507
 
On July 21, 2018, at approximately 8:20 p.m., West District Community Support Unit officers were conducting a targeted Smart Policing Initiative patrol of Ellice Avenue and Wall Street when they observed three males at an area business.
 
While officers attempted to speak with three males, one male took off on foot while another male pulled a small case from his waistband and attempted to discard it under a nearby unrelated vehicle.
 
The two remaining males were placed under arrest and a search of the small case resulted in the seizure of 22 grams of methamphetamine (estimated street value of approximately $2,750).
 
A search of the two males resulted in the seizure of a number of items including the following:
 
- Butterfly-style knife (Lothian)
- 1 gram of methamphetamine (Lothian, estimated street value of $125)
- $25 Canadian currency (Lothian)
- Folding-style knife (Beaulieu)
- ½ gram of cannabis shatter (Beaulieu)
 
The third male remains outstanding.
 
Callum Stuart Lothian, a 26-year-old male of Winnipeg, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Weapon
- Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
Tyrone Jackson Beaulieu, a 23-year-old male of Lake St. Martin, Manitoba, has been charged with:
 
- Possession of a Weapon
- Possession of Scheduled Substance – Cannabis (Shatter)
- Fail to Comply Condition Recognizance by Judge/Justice
 
They were detained in custody.
 
Commercial Break & Enter – Arrests: C18-158479
 
On July 23, 2018, at approximately 5:10 a.m., West District General Patrol officers responded to the report of a commercial break & enter at a construction site in the 800 block of Sterling Lyon Parkway.
 
The construction site was equipped with video surveillance and police were notified by a security firm that was monitoring the incident.
 
Officers arrived in the area and located a suspect vehicle attempting to flee the scene. The vehicle then turned into the driveway of a residence in the first 100 block of Kestrel Street and the suspects exited the vehicle, claiming they were there to do work on the residence. Both suspects were placed under arrest and taken into custody.
 
Members of the Major Crimes Unit continued with the investigation and believe that the two suspects had attended the construction site while wearing high-visibility construction clothing and concealing their faces. Together, they broke into a fenced site and stole approximately $15,000 worth of tools and building materials.
 
All of the stolen property from the construction site was recovered from within the vehicle.
 
Ryan Jerry Joseph Danis, a 37-year-old male of Winnipeg, has been charged with:
 
- Break Enter & Theft – Place
- Disguise with Intent
- Possession of Break In Instrument(s) 
 
Rickie Allen Brown, a 31-year-old male of Winnipeg, has been charged with:
 
- Break Enter & Theft – Place
- Disguise with Intent
- Possession of Break In Instrument(s) 
 
They were detained in custody.
 
Theft – Arrest: R18-42525
 
On July 5, 2018, at approximately 1:40 p.m., a suspect male attended a sporting goods store in the 400 block of St. Mary's Road and located a bike that had been left inside the business by a customer. The suspect grabbed the bike (valued at approx. $6,200) and fled.
 
The incident was captured on video surveillance. Members of the Major Crimes Unit continued with the investigation.
 
On July 23, 2018, at approximately 2:45 p.m., an East District General Patrol unit located the suspect riding the stolen bicycle in the area of Archibald Street and Tissot Street. The male was placed under arrest and was taken into custody.
 
Donovan James Walters, a 47-year-old male of Winnipeg, has been charged with:
 
- Theft Over $5000
 
He was detained in custody.
