Weapons & Drugs - Arrests: R18-12770

Between March and July 2018 members of the Winnipeg Police Street Crime Unit conducted an investigation into an active drug dealing operation in Winnipeg. The investigation resulted in the identification and collection of evidence against two people believed to be organizing the sale of cocaine.

On July 6, 2018, an adult female and adult male were located and arrested. The following items were seized from the vehicle:

  • 345 grams of individually wrapped crack cocaine (approx. street value of $43,000)
  • 2 cell phones
  • Approx. $285 in cash

A 2016 BMW X5 was also seized.

On the same date, officers executed three search warrants. The following items were seized from a residence in the 300 block of Partridge Avenue:

  • 40 Percocet pills
  • 11 grams of marijuana
  • .22 Caliber Ruger handgun; loaded
  • Box of .22 Caliber Ammunition
  • Approx. $8000 in cash
  • Packaging materials
  • Working scale

A 2014 Mercedes was also seized from this location.

Seized from a residence in the 100 block of Collegiate Street:

  • Score sheets

Seized from a residence in the 400 block of Rosser Avenue in Selkirk, Manitoba:

  • A 9mmhandgun with two loaded magazines
  • Money counter
  • Score sheets
  • Approx. $30,000 in cash


Holly Maia ZULLICH-MOFFAT, a 22-year-old female of Winnipeg, has been charged with:

  • Possession of Loaded Prohibited or Restricted Firearm
  • Possess Proceeds of Crime Over $5000
  • Possession of Marihuana for Purposes of Trafficking
  • Possession of Cocaine for Purposes of Trafficking
  • Possession of a Substance for Purposes of Trafficking
  • Trafficking - Cocaine X3

Clifford Roderick ALLBUTT, a 33-year-old male of Selkirk, Manitoba, has been charged with:

  • Possession of Cocaine for Purposes of Trafficking
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Trafficking - Cocaine

Both were detained at the Winnipeg Remand Centre.

 

Weapons & Drugs - Arrests: C18-147521 - Correction

Overnight, between July 8, 2018, and July 9, 2018, a 2010 Black GMC Sierra was stolen from the 600 block of Toshack Road in East St. Paul, Manitoba.

Officers initiated an investigation regarding the stolen vehicle.

On July 9, 2018, at approximately 1:50 p.m. members of the Drug Enforcement Unit located the stolen vehicle on Sutherland Avenue. They were able to identify the driver as a male previously known to police. With the assistance of General Patrol and Street Crime officers, the Tactical Support Team approached the stopped stolen vehicle in the 800 block of Main Street.  The driver of the stolen vehicle rammed a Tactical Support Team vehicle, causing extensive damage. The driver of the stolen vehicle then reversed around the police vehicle and proceeded to drive down the west sidewalk of Main Street. Tactical Support Team members attempted box in the stolen vehicle on the sidewalk, however the driver of the stolen vehicle rammed another Tactical Support Team vehicle, head on. The collision resulted in significant damage to the police vehicle and stolen vehicle.

Four people, an adult male driver and three female passengers, were located in the vehicle.  All were taken into custody.

One officer required medical attention and was transported to hospital in stable condition. He was treated and later released.

The following items were discovered upon a search of the stolen vehicle:

  • Sawed off 12 gauge shotgun with ammunition
  • Sawed off 12 gauge shotgun
  • Sawed off .22 caliber rifle
  • A black replica handgun
  • 35 grams methamphetamine
  • Two working scales

Kenneth Micheal CLUSIAU, a 35-year-old male of Winnipeg, has been charged with:

  • Store Firearm or Restricted Weapon Contrary to Regulations X3
  • Possess Weapon X4
  • Unauthorized Possession of a Firearm in Motor Vehicle X3
  • Possess Property Obtained by Crime Over $5000
  • Fail to Comply with Recognizance x2
  • Dangerous Operation of a Motor Vehicle Cause Bodily Harm
  • Assault with a Weapon
  • Possession of Methamphetamine for the Purpose of Trafficking
  • Possession of a Firearm Knowing its Possession is Unauthorized X4

Five separate arrest warrants for CLUSIAU were also executed at this time.

Cheyenne Tasha BALLANTYNE, a 27-year-old female has been charged with:

  • Unauthorized Possession of a Firearm in Motor Vehicle X3
  • Possess Property Obtained by Crime Over $5000
  • Possession of Methamphetamine for the Purpose of Trafficking
  • Possess Weapon X4
  • Store Firearm or Restricted Weapon Contrary to Regulations X3
  • Possession of a Firearm Knowing its Possession is Unauthorized X4

Hailey Vanessa Lynn REGENT, a 20-year-old female of Winnipeg, has been charged with:

  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized X12
  • Fail to Comply with Conditions of Recognizance X3
  • Possess Property Obtained by Crime Over $5000
  • Store Firearm or Restricted Weapon Contrary to Regulations X3
  • Unauthorized Possession of a Firearm in Motor Vehicle X3
  • Possession of Methamphetamine for Purposes of Trafficking
  • Possess Weapon X4
  • Unauthorized Possession of a Firearm X3

Stephanie Barbara Ann HUNTER, a 28-year-old female of Winnipeg has been charged with:

  • Store Firearm or Restricted Weapon Contrary to Regulations X3
  • Possess Property Obtained by Crime Over $5000
  • Possession of Methamphetamine for Purposes of Trafficking
  • Unauthorized Possession of a Firearm in Motor Vehicle X3
  • Possess Weapon X4
  • Unauthorized Possession of a Firearm X3

All four have been detained at the Winnipeg Remand Centre. 

 

Sexual Imagery – Arrest: R18-98583

The Winnipeg Police Service entered into an investigation after being alerted by an outside law enforcement agency that a suspect with a Winnipeg IP address was sharing images of Child Pornography.

Detectives from the Internet Child Exploitation Unit (ICE Unit) began an investigation and a search warrant was executed on a residential address in Winnipeg.  As a result, on July 9, 2018, investigators arrested and charged a 39-year-old male.

Trevor James PEMBERTONhas been charged with:

 - Possession of Child Pornography

 - Import, Distribute, Sell or Possess for the Purpose of Distribution or Sale of any Child Pornography

The accused was detained in custody.

 

Robberies – Arrests: C18-147102

During the evening of July 8, 2018, a group of youths gathered in the area of Central Park with the express purpose of committing armed robberies.

At approximately 10:30 p.m. the first victim was approached in the rear lane of the 300 block of Cumberland Ave. A machete was brandished and the victim forced to the ground. She was assaulted until she gave up her cell phone and money. The victim was stabbed, receiving a superficial cut.

The group continued to Main St. and at approximately 10:50 p.m. robbed a second female of her purse and cell phone while brandishing knives. The victim was not physically injured.

The group next continued to the Forks Market where they attempted to rob 2 males, but without success. The group attempted to rob another male of his phone but the victim was able to escape without injury.

The group continued on to the Johnson Terminal and there robbed 2 females and a male of cell phones and property. The victims were threatened with knives and one victim was pulled to ground. The victims did not sustain serious injuries.

Responding officers chased the group to a railway bridge by Shaw Park baseball field. Consequently, the Winnipeg Fire Paramedic Service was called to assist in safely removing the suspects.

7 youths, 2 females and 5 males, between the ages of 13 and 16 years were arrested. All have been charged with Robbery with Violence x 5 and were detained in custody.

This investigation is continuing by members of the Major Crimes Unit. Investigators believe that additional victims of this group's actions may not yet have reported the incidents to police.
