Mischief & Assault Peace Officer – Arrest: C18-182500
 
On August 22, 2018, at approximately 11:15 a.m. North District General Patrol officers were in the 300 block of Redwood Ave on an unrelated matter.
 
An officer was seated in the front passenger side of a cruiser car when a male approached the rear of the car while carrying a full-sized barbeque propane tank. The male, who is believed to have been high on methamphetamine, made no attempt to communicate with police and proceeded to throw the propane tank through the rear window of the cruiser car. The officer was not injured.
 
 
Richard Lee Friesen, a 30-year-old male of Winnipeg, has been charged with:
 
- Assault Peace Officer
- Mischief Under $5000.
 
He has been detained in custody. 
 
Assault Peace Officer – Arrest: C18-182559
 
On August 22, 2018, at approximately 1:15 p.m., North District General Patrol officers responded to the 400 block of Dufferin Avenue for a report of a male that had assaulted an individual with a screwdriver.
 
A nearby supervisor unit arrived first in the area and located a male suspect walking in the area of Aikins Street and Stella Avenue. The male, who is believed to have been high on methamphetamine, was followed to the rear yard of a residence in the 200 block of Stella Avenue where he picked up a snow shovel.
 
The male was told to drop the shovel, however he did not respond and began to walk towards the cruiser car while armed. As a result, the officer exited the vehicle and drew his Conducted Electrical Weapon ("Taser"). The male then began to walk away but turned around and threw the shovel at the officer, narrowly missing him.
 
The officer deployed the CEW but was unsuccessful. The male then produced a screwdriver and the CEW was deployed for a second time, but was again ineffective.
 
The male continued to approach officers making threats. As other officers arrived on scene, the male fled on foot with the screwdriver. He was tracked to a nearby area where he raised the screwdriver at an officer in an aggressive manner. A CEW was successfully deployed and the male was taken into custody without injury.
 
Brett Mikal Keeper, a 26-year-old male of Winnipeg, has been charged:
 
- Assault a Peace Officer with a Weapon (x2)
- Assault with a Weapon
- Resist Peace Officer
- Fail to Comply Condition Recognizance by Judge/Justice (x2)
 
Keeper was also processed on three outstanding arrests warrants for:
 
- Fail to Comply Probation Order
- Fail to Attend Court (x2)
 
He was detained in custody.
