Positive Identification made in Long-Term Missing Person Investigation – C12-114018
As previously released, on Friday, June 15, 2012, police and other emergency responders recovered the body of a female from the Red River. The body was badly decomposed, and investigators and authorities from the Medical Examiner's office were unable to identify the female. The Missing Persons Unit was assigned to investigate.

This past week the female was positively identified as Audrey Desjarlais, who was 52-years-old. Ms. Desjarlais was originally from the Saddle Lake community, but was believed to be living in Winnipeg prior to her death.

The Winnipeg Police Service would like to acknowledge Ms. Desjarlais' daughter, Barb Desjarlais, and Donna Carreiro of the CBC, who were instrumental in the eventual identification of Audrey Desjarlais through a DNA match. Members of our Executive, along with the Missing Person's Unit were able to travel to Regina to spend time with Ms. Desjarlais' daughter and provide her with more information about the investigation.

This has been a long, complex investigation. Based on the autopsy report, it is believed that Ms. Desjarlais (who was referred to as "Jane Doe") had been in the Red River for weeks, and possibly months before being discovered. The Medical Examiner was unable to determine the cause of death; however, there were no obvious signs of injury or trauma to her body.

Early on, investigators facilitated several media releases asking for the public's assistance in identifying Ms. Desjarlais. This included a composite sketch, and the release of some unique jewellery that Ms. Desjarlais was wearing when she was discovered.

The Missing Persons Unit received over 20 tips that required follow-up investigation. In addition, they compared over 300 profiles of women that Winnipeg Police Service had previous contact with.

Ms. Desjarlais first came to the attention of investigators in September of 2012 as a result of a public tip. It was during this time that investigators made contact with Barb Desjarlais in Regina, and began to explore the possibility that the female discovered was her mother. Barb Desjarlais was open to the possibility.  In early October, investigators also received information from two witnesses who indicated they had seen Audrey Desjarlais in late September. Both witnesses had indicated they had seen Ms. Desjarlais; in late September shopping in Steinbach, and in early October shopping in Grunthal. These sightings of Ms. Desjarlais were believed to be credible; as a result, investigators shifted their focus away from Ms. Desjarlais, assuming that she was still alive. We now know those witnesses were mistaken.

The missing person investigation remained open throughout 2013 and 2014 but there was little information to further advance the case. The published interview of Barb Desjarlais by Donna Carreiro in April of this year renewed the interest in Audrey Desjarlais. In a follow-up, Barb Desjarlais provided investigators with a DNA sample that matched our "Jane Doe" and identified her as Audrey Desjarlais.

As stated earlier, the Medical Examiner was unable to ascertain the cause of death. Police once again ask the public for assistance. We know that Audrey Desjarlais was never reported missing to the RCMP or the Winnipeg Police Service. Still, we believe someone has knowledge of Audrey Desjarlais in the final days of her life believed to be sometime around January, 2012.

41st ANNUAL SCHOOL SAFETY PATROL  AWARDS:
 
The Winnipeg Police Service hosted the 41st Annual School Safety Patrol Awards ceremony this morning at the Convention Centre.
 
Since 1936, the Winnipeg Police Service has been involved in the School Safety Patrol Program.  Winnipeg is proud to have had the first fully organized and officially recognized school patrol program in Canada.  The School Safety Patrol Program is beginning its 79th year.
 
Every year the patrols are judged on their ability, professionalism and technique while on patrol by the School Education Section of the Winnipeg Police Service.
 
In 2015, there were approximately 7,000 patrols ensuring our children arrive safely to their schools everyday here in Winnipeg.
 
 
The top four City-Wide School Patrol teams are as follows:
 
1st Place (CAA Manitoba Trophy) : Ecole Lacerte – Division Scolaire Franco-Manitobaine
 
2nd Place (Winnipeg Free Press Trophy): Ecole Victoria-Albert School – Winnipeg School Division – Inner District
 
3rd Place (Manitoba Public Insurance Trophy): Lakewood SchoolSt. James-Assiniboia School Division
 
4th Place (Winnipeg Police Service Trophy):  Ecole Laura Secord School – Winnipeg School Division – Central District  
 
 
Most Improved School Patrol Team (CAA Manitoba Trophy): St. Charles Catholic School– Private School Division
 
Louise Staples Nomination Award
 
The Winnipeg Police Service is pleased to announce that the recipient of the 2015 Louise Staples Award is Kaitlin Rempel from Victory School – Seven Oaks School Division.
 
The award is named in honour of Louise Staples, a teacher at Greenway School who was instrumental in starting up the program in Winnipeg, is presented annually to school patrol captain deemed to be the most efficient is his or her role.

Update - Homicide Investigation Arrest – C15-113544
As previously released – On June 2, 2015 at approximately 12:30 p.m., emergency personnel responded to the area of Kingsway and Stafford Street regarding an altercation and stabbing incident.
 
The investigation has revealed that a minor altercation occurred between a 16-year-old male student and 17-year-old male former student on the grounds of Kelvin High School. The 16-year-old male involved disengaged at which time a third male intervened. During that time the third male allegedly stabbed 17-year-old, Brett BOURNE causing critical injuries. He was later pronounced deceased in hospital.
 
As a result of the incident area schools were placed into lockdown.
 
Patrol and members of the Tactical Support Team secured the area. Numerous individuals were identified and interviewed throughout the evening by members of the Homicide Unit. As a result of those interviews, a 17-year old male was identified as a suspect and subsequently arrested in relation to the homicide.
 
The 17-year-old male youth has been charged with 2nd Degree Murder due to his alleged involvement. 
 
 
Commercial Robbery Arrests – C15-113725
On June 2, 2015 at approximately 4:30 p.m., an armed male suspect, while concealing his identity entered a jewellery store located in the 2000 block of Pembina Highway.
 
The suspect confronted a store clerk and demanded merchandise. The suspect smashed the display case and removed a large quantity of jewellery.
 
An altercation erupted at which time the clerk remotely locked the front doors. The suspect was unable to exit when he began ransacking the store.
The suspect eventually exited the business and fled the area in a Ford Edge.
 
Members of the Major Crimes Unit with the assistance of the Tactical Support Team, Street Crime Unit and Canine Unit located the suspect(s) and vehicle. At approximately 10:10 p.m., officers safely stopped the vehicle in the area of Provencher Boulevard and Tache Avenue. Two occupants were taken into custody.
 
Robert SAUER, 24-years-old was arrested and charged with the following due to his alleged involvement:
 
Armed robbery using a firearm
Disguise with intent
Use of firearm during commission of an indictable offence
Carless use of firearm, weapon, prohibited device or ammunition
Possession of a weapon
Carrying concealed weapon prohibited device or ammunition
Unauthorized possession of a firearm
Possession of a prohibited or restricted firearm with ammunition
Possession of a firearm, prohibited or restricted weapon obtained by crime
 
Madeline WIGHT, 22-years-old,has been charged with armed robbery using a firearm due to her alleged involvement. 
 
John STENGEL, 29-years-old was arrested a short time later at a residence on Doucet Street. He has been charged with the following due to his alleged involvement:
 
Armed robbery using a firearm
Use of firearm during commission of an indictable offence
Carless use of firearm, weapon, prohibited device or ammunition
Possession of a weapon
Carrying concealed weapon prohibited device or ammunition
Possession of a firearm knowing its possession is unauthorized
Possession of a prohibited or restricted firearm with ammunition
Possession of a firearm, prohibited or restricted weapon obtained by crime
Possession of a firearm or ammunition contrary to prohibition order x 4
 
All three were remanded into custody.
 
 
Assaults with a Weapon Investigation - C15-115007
On June 4, 2015 at approximately 1:10 a.m., officers in the area of Carlton Street and Cumberland Avenue observed a disturbance in progress and further investigated.
 
It was determined that three adult males had been assaulted, one was stabbed and two were suffering from the effects of pepper spray. As a result, members of the Winnipeg Fire Paramedic Service were notified.
 
All three victims were determined to be in stable condition.
 
A lone male suspect on a bike confronted the group and fled. Members of the Division 11 Crime Unit continue to investigate.

Serious Assault Investigation – C15-115053
On June 4, 2015 at approximately 3:35 a.m., officers and members of the Winnipeg Fire Paramedic Service responded to the 200 block of Dufferin Avenue regarding an injured male.
 
An adult male was located suffering from serious injuries. He was transported in critical condition.  
 
Investigators are conducting numerous interviews at this time.
 
Additional information will be provided as it becomes available.

Today, at approximately 12:30 p.m., emergency personnel responded to the area of Kingsway and Stafford Street regarding an altercation and possible stabbing incident.
 
Members of the Winnipeg Fire Paramedic Service transported a person to hospital with serious injuries. An individual has been taken into custody and interviews are on-going.

Suspicious Person - C15-11817
On May 31, 2015, members of the Winnipeg Police Service responded to a complaint regarding an unknown male who attended to a suite located in the first 100 block of Young Street.
 
Officers met with a 29-year-old female who responded to a knock at her suite door sometime before 9:00 a.m., when she was confronted by a suspicious male. The male indicated that he was a firefighter from Calgary requesting entry into her suite because he could smell smoke. While the male produced some sort of badge, the resident immediately closed and locked her door fearing for her safety.
 
The male left the area and has not been identified at this time. The female was not injured however very shaken up over the incident.
 
Members of the Division 11 Crime Unit have been notified and continue to investigate.
 
The male is described as a Caucasian male, tanned complexion, in his 30's and shaved black hair.

Impaired Driving Arrest – C15-112864
On June 1, 2015 at approximately 5:15 p.m., a 38-year-old female was operating her SUV southbound in the 600 block of Isbister Street when she struck a parked car. After the initial collision, she struck another vehicle which was travelling in a northbound direction. A third vehicle was also hit as a result of the collision. 
 
One person involved sustained non-life-threatening injuries.
 
Emergency services were notified and due to the possibility alcohol was a contributing factor into the collision, officers were dispatched.
 
Attending Winnipeg Police Service members made contact with the female driver of the SUV. It was at this time several signs of impairment were noted. She was arrested and taken into custody.
 
After further processing the female driver, it was determined that her breath samples read 5 times the statutory limit.
 
Breath sample readings of this level required immediate medical assessment.
 
She is facing the following charges due to her alleged involvement:
 
Driving while ability impaired
Driving with more than 80 mgs of alcohol in blood
Drive while disqualified
 
She was release on a Promise to appear.

CRUISE NIGHT TRAFFIC ENFORCEMENT - RESULTS
 
Members of our Divisional Community Support Units, and Central Traffic Unit with the support of Air 1 were involved in Sunday Cruise Night Traffic Enforcement. During this city-wide campaign officers engaged numerous motorists, some of which were noted as suspended drivers, operating a motor vehicle while using cellular devices and one driver in particular travelling at an excessive speed.  
 
The vast majority of individuals who operate vehicles on cruise night choose to do so in a responsible, respectful and legal manner.  However, the Winnipeg Police Service continues to receive complaints regarding racing, dangerous operation of motor vehicles, and noisy operation of motor vehicles.  These complaints come from all areas of the city.
 
Throughout the night officers focused on road safety and education. These conversations accompanied the following warnings issued to drivers:
 
1 - Alcohol Screening Device (Warning)
5 - Excessive Noise
5 - License Plate related
8 - Required Equipment
10 - Window Tint
6 - Seatbelt
                                                                                 
55 Provincial Offence Notices (Tickets)were issued to drivers throughout the evening. The offenses include the following:
 
7 - License Plate related
1 - Novice driver with BAC (Blood Alcohol Content)
1 - Speeding (130 km/h in 80 km/h zone)
6 - Cellular Phone (Distracted Driving)
2 - Suspended Drivers
15 - Fail to Have Required Equipment (Resulting in 6 towed off out of service)
4 - Seatbelt Violations
5 - Window Tint Violations
5 - Prohibited Lighting
2 - No Insurance
1 - Drive Imprudent
6 others include offences relating to headphones etc….
 
Our goal is to ensure the safety of all those that use our roadways, and the Winnipeg Police Service reminds drivers to Just Slow Down.

INDECENT ACT – C15-109634
On May 28, 2015 at approximately 3:30 pm., officers responded to a mall parking lot located in the 1500 block of Regent Avenue West regarding an indecent Act.
 
It was reported that a 36 year-old female observed an unknown male walking northbound through the parking lot with his pants partially pulled down causing him to be exposed.
 
The area was searched however the suspect could not be located.
 
The suspect is described as a Caucasian male, in his 30's, 5'10" tall, 250 pounds, bald, wearing a black t-shirt, blue pants and carrying a Spiderman backpack.
 
Members of the East District Crime Unit have been advised and continue to investigate.
