Tuesday, May 10, 2016               Sexual Assault Investigation Arrest – C16-83891 Recently, members of the Winnipeg Police Service Sex Crimes Unit became involved in a historic sexual assault investigation originating in April, 2009.     It was reported that a student under 16 years of age, at the time, was enrolled at a Taekwondo Academy located in the 1000 block of McPhillips Street in Winnipeg. The student's instructor was a 50 year old male at the time.     In 2009, the instructor pursued and developed a personal relationship with the victim. In April of that year, the male instructor began touching the victim inappropriately which continued on a regular basis.     Between 2009 and 2012, the instructor's advances increased and were sexual in nature. During this period of time, this behaviour continued frequently, approximately 2-3 times per week.     In January, 2010, the instructor drove the victim and other students to Alberta for a Taekwondo tournament. Again, the victim was sexually assaulted during this excursion.     Over time, the victim successfully dissolved the relationship prior to notifying members of the Winnipeg Police Service.     As a result of the on-going investigation, on May 4, 2016, at approximately 3:40 p.m., officers located and arrested the now 57 year old instructor, King YEUNG, in the area of the 1000 block of McPhillips Street.     He has been charged with the following offences due to his alleged involvement:     Sexual Assault – Child Abuse Sexual Exploitation Sexual Interference Corrupting Morals Invitation to Sexual Touching   The 57 year old male was remanded into custody.     Recently, a second victim made contact with the Winnipeg Police Service. In 1998, a student under 16 years joined the Taekwondo Academy. Over the next approximately 6 years, the victim was inappropriately touched and sexually assaulted by the same instructor.     On May 9, 2016, King YEUNG was re-arrested and charged with the following due to his alleged involvement:     Sexual Assault – Child Abuse Sexual Exploitation Sexual Interference Corrupting Morals Invitation to Sexual Touching   The investigation is on-going involving members of the Winnipeg Police Service Sex Crimes Unit. Anyone with further information regarding this investigation is asked to contact investigators at 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).          Commercial Robbery - C16-92236 On May 9, 2016 at approximately 4:15 a.m., the Winnipeg Police Service responded to a robbery incident at a restaurant located in the 1100 block of Taylor Avenue.     Cleaning staff were confronted by two armed suspects who gained access to the business after hours. No one was injured, however the suspects fled with a small amount of merchandise.     The suspects fled in a vehicle and are described as:     1 – Caucasian male, mid 20's, 5'10" tall, medium build and green/blue eyes.     2 – Black male, mid 20's, 5'10" tall and stocky build.     The investigation is continuing by members of the Major Crimes Unit. Monday, May 9, 2016             Counterfeit Money Arrest – C16-90186 During the months of April and beginning of May, the Winnipeg Police Service received unusually high volumes of reports regarding counterfeit currency being tendered at local businesses. As a result, members of the Commercial Crime Unit initiated an investigation which included a public advisory reminding citizens to check their notes carefully prior to accepting them. As a result of the investigation, a 28 year old male was identified as a suspect in this matter.     On May 6, 2016 members of the Winnipeg Police Service came into contact with the 28 year old male suspect regarding an unrelated matter, at which time he was placed under arrest. At the time of his arrest officers recovered approximately $1800.00 of counterfeit Canadian currency.     As a result, this male is facing numerous charges in relation to the Possession, Use and Making of Counterfeit Currency.     He was remanded into custody.       *****************************************************************************************************     Members of the Commercial Crime Unit would like to remind ALL members of the public to remain diligent as counterfeit currency may still be in circulation.     Merchants and consumers are reminded to check their notes and that they are under no obligation to accept notes they believe are counterfeit.     Some general security features to look for in Canadian currency are:     Raised (intaglio) printing that can be felt by the touch.   - Very clear, fine line details in all the printing.   - The polymer bills display a Metallic portrait and building within the clear window.   - The Polymer bills display transparent text within the clear window.   - There is no consistency to the serial numbers. As such, we do not have a list that can be used for identification.     For more information on security features of Canadian bank notes, please refer to: www.bankofcanada.ca/en/banknotes.     If a suspected counterfeit note is tendered to you or your staff:       - Inspect it closely and compare it to a known authentic bill if possible.   - If safe to do so, retain the bill and ask the customer for another form of payment. As a consumer, decline the note and request another form of change.   - Record a description of the suspect and if appropriate, any vehicle associated to them.   - Contact police in a timely manner and make a report.     Members of the Commercial Crime Unit would also like to thank the public and local businesses for taking the time to file reports of this nature. Reporting these incidents is essential to the success of our investigations.           Stabbing Investigation – C16-91553 On May 8, 2016 at approximately 4:00 a.m., a 27 year old male was outside an apartment building located in the 500 block of Ellice Avenue when he was confronted by an unknown male and stabbed in the upper body.     The suspect fled and the victim was transported to hospital in critical condition. He was later upgraded to stable.     The investigation is continuing by members of the Division 11 Crime Unit.     The suspect is described as being a male in his 20's, wearing dark clothing and in possession of a knife.     Anyone with information regarding this incident is asked to contact investigators at 204-986-6668 or Crime Stoppers at 204-786-TIPS (8477).      Robbery Arrest – C16-91565 On May 8, 2016 at approximately 4:20 a.m., a 26 year old male was riding his bike over the Slaw Rebchuk Bridge (Salter Street) when he encountered an unknown male armed with multiple weapons.     The suspect demanded the victims' property which was refused. It was at this time the suspect attacked the victim causing multiple serious injuries and rendering him unconscious. The suspect fled the area on foot.     Due witness account, police were notified and Patrol members attended the area.     The victim was located and transported to hospital in unstable condition. Monday, May 9, 2016         Winnipeg Police Deputy Chief Dave Thorne Announces Retirement After 35 years of service, Winnipeg Police Deputy Chief Dave Thorne is retiring.     Deputy Chief Dave Thorne has been a member of the Winnipeg Police Service since 1981. Promoted to the rank of Deputy Chief in November 2013, he is responsible for Police Operations, which includes the Uniform Operations, Operational Support and Investigative branches of the Service.     He enjoyed a well-rounded career, evenly divided between Uniform Patrol and Criminal Investigations. Deputy Chief Thorne's previous assignments in Criminal Investigations include Commercial Crime, Robbery, Child Abuse and Homicide.  He was also a Forensic Polygraph Examiner and was assigned to the RCMP/ WPS Integrated Proceeds of Crime Unit where he was one of the Team Leaders and the Financial Coordinator for a covert storefront money laundering operation.     Deputy Chief Thorne was promoted to the rank of Inspector in 2004. In 2009 he was promoted to the rank of Superintendent, Uniform Operations. The part of his career that stands out the most, and that he is especially proud of, is that his last 15 years of service have all been connected to Uniform Operations, including serving as a Sergeant, Staff Sergeant and eventually as the Inspector of Division #11 - our Downtown Uniform Division.        Deputy Chief Thorne has represented our organization with honour and distinction, earning the respect of our partners in the criminal justice, health and social service systems. Sunday, May 8, 2016             Impaired Driving Arrest Assisted by Air1 – C16-91450 On May 8, 2016 at approximately 1:10 a.m., Patrol members observed a GMC Terrain being operated in an unsafe manner while in the area of Osborne Street and Granite Way. As a result, a traffic stop was initiated.     The driver failed to stop and proceeded northbound onto Edmonton Street from Broadway. The driver was then observed to operate the GMC Terrain at a high speed, disregarding several traffic control devices and having no regard for public safety. The suspect vehicle was observed to be travelling at approximately 110km/hr.        Members of the Winnipeg Police Service Flight Operations Unit, Air1 became involved and maintained visual contact with the suspect vehicle while collaborating with units on the ground.     In attempt to evade police further, the suspect eventually made his way to the area of the first 100 block of Clonard Avenue and parked the vehicle. Friday, May 6, 2016     Assault with a Weapon Investigation – C16-88860   Public Assistance Requested:   On May 4, 2016 approximately 7:40 p.m., the Winnipeg Police Service responded to a bus shelter located in the 1400 block of Portage Avenue regarding an assault.   Attending members discovered that a 63 year old male requested that an unknown male stop smoking or exit the bus shelter. The unknown male responded by knocking the victim to the ground and continued to assault him in the upper body. The male then armed himself with a skateboard and proceeded to strike the victim several times.   The victim sustained multiple injuries requiring medical attention.   The following male is considered a person of interest. He is described as follows:   Male, Aboriginal in appearance, 5'7" tall, short hair, medium build, wearing a grey/navy hoodie, Toronto Maple Leafs baseball cap and in possession of a skateboard.              The investigation is continuing by members of the West District Crime Unit.   The Winnipeg Police service is requesting the public's assistance in identifying this male.
