Fatal Motor Vehicle Collision involving a Pedestrian 14-270194
 
Investigation Continues:
 
Today, the Winnipeg Police Service would like to acknowledge that it's been two years since the tragic motor vehicle collision involving the death of 21 year old, Cody JOSS.
 
Despite the fact that so much time has passed; our commitment to Cody and his family continues.  
 
As previously released, on December 19, 2014, at approximately 6:45 p.m., the Winnipeg Police Service responded to the intersection of Inkster Boulevard and McGregor Street regarding a motor vehicle collision involving JOSS. The involved vehicle fled the area prior to police arrival and JOSS was transported from the scene in critical condition; however he succumbed to his injuries.
 
The investigation revealed that JOSS was crossing Inkster Boulevard northbound at McGregor Street when he was struck by a vehicle travelling westbound on Inkster Boulevard.
 
The suspect vehicle fled the scene leaving JOSS with life-threatening injuries.
 
The suspect vehicle is described as a dark coloured pick–up truck. Witness information suggests that a second vehicle was observed travelling in the same direction as the suspect vehicle soon after the pedestrian was hit. The occupant(s) of this vehicle may possess additional information regarding the collision and or suspect vehicle.

Motor Vehicle Collision - C16-264178
   
Pedestrian Involved:
   
On December 18, 2016 at approximately 12:00 noon, emergency personnel responded to the area of Henderson Highway and Kimberly Avenue regarding a collision involving a pedestrian.
   
At this time, it's been determined that an adult female was struck by a truck causing critical injuries. She remains in hospital at this time.
   
Due to the collision, northbound Henderson Highway at Kimberly Avenue is closed to traffic for an undetermined period of time. Motorists are requested to avoid the area and expect delays.
   
Members of the Winnipeg Police Service Central Traffic Unit are on scene and continue to investigate.
   
Anyone with information regarding the collision is asked to contact investigators at 204-986-6271.

Break-In Investigation Arrest - R16-96945
During the month of November 2016, multiple condominium complexes located in the south end of the city, specifically in the Pembina Highway area, were targeted.
   
The suspect would force entry into the buildings and attend to the parkade area. While there, the suspect smashed vehicle windows and windshields before stealing property.
   
It has been estimated that $25,000.00 worth of damage was caused and $5000.00 in property was stolen. (cash, identification, sunglasses, electronics, etc.)
   
Due to the investigation involving members of the West District Crime Unit and Community Support Unit, a suspect was identified.
   
On December 16, 2016, in the same area, Brent Vernon ARKSEY, 27 years of Winnipeg was arrested and charged with the following offences due to his alleged involvement:
   
  Break Enter & Commit - Place x 7
  Break Enter with Intent
  Mischief Under $5000.00 x 34
  Theft Under $5000.00 x 18
  Fail to Comply Condition Recognizance x 14
   
He was remanded into custody.

Trafficking in Persons Arrest - C16-262859
On December 16, 2016, members of the Winnipeg Police Service responded to a hotel located in the downtown area, regarding a check the well-being incident involving a 23 year old female.
   
It was reported that the female was being held against her will and forced to work as an escort at various Winnipeg hotels. She had been driven to Winnipeg from Montreal on December 4, 2016 for this sole purpose and threatened if she failed to comply.
   
Attending officers located and took the female into care. The male suspect was taken into custody and arrested. Members of the Winnipeg Police Service Counter Exploitation Unit were notified and continued to investigate.
   
A 19 year old female was also identified and claimed to be the male's girlfriend.
   
Garlin Voyant CANDY, 23 years of Quebec was arrested and charged with the following due to his alleged involvement:
   
Trafficking in Persons
Advertising Sexual Services
Assault with a Weapon
   
CANDY was remanded into custody.

Shooting Investigation – C16-262594
 
On December 16th, 2016, shortly before 6:00 am, two males attended to a residence in the 400 block of Aberdeen Avenue, when a shooting occurred striking a 22-year-old male in the lower body.
 
This victim was transported to the hospital in unstable condition but has since been upgraded to stable condition.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this incident is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
 
Update: Wanted Male –  Perez Cleveland – C16-201752
 
On September 29th, 2016, the Winnipeg Police Service requested the public's assistance in locating an individual wanted in connection to a series of violent assaults that took place in Winnipeg. At that time, an arrest warrant had been issued for Perez Adaryll Cleveland.
 
Further investigation has since revealed an additional number of violent assaults involving Cleveland.
 
On December 13th, 2016, Perez Adaryll Cleveland, a 43-year-old male of Winnipeg, was located in the North End and placed under arrest.
 
Cleveland has been charged with 55 offences:
 
- Assault x 3
- Assault Cause Bodily Harm x 1
- Assault with a Weapon x 15
- Fail to Attend Court x 1
- Fail to Comply Recognizance x 16
- Forcible Confinement x 1
- Possession of a Weapon x 11
- Possession of a Restricted/Prohibited Weapon to Prohibition Order x 3
- Utter Threats to Cause Death or Bodily Harm x 4
 
He was detained in custody.

Update: Missing Person – Helena Schwab –  C16-260612
 
The Winnipeg Police Service had previously requested the public's assistance in locating a missing 51 year old female, Helena Schwab. Schwab was last seen on Tuesday morning, December 13, 2016, in the Elmwood area of Winnipeg near Main Street. 
 
Schwab is described as Caucasian, 5'6", large build, red dyed short hair.  She was last seen wearing a black long coat, beige pants, and Sketchers turquoise runners. She was driving a 2010 Silver Toyota Yaris, Manitoba Plate, HLK255. 
 
The Winnipeg Police Service has since recovered her vehicle with Schwab still missing and the investigation on-going at this time.
 
2016 Festive Season Checkstop Program –  Week 2 Results
 
The Winnipeg Police Service Central Traffic Unit has provided the results from the second week the Festive Season Check Stop Program. 
 
1860 - Vehicles stopped
39 - Roadside breath tests administered
10 - Drive Impaired / Drive Over 80mg% / Refusal charges (one of which includes Drive Impaired by Drug)
4 - ASD warnings resulting in 72 hour driver's license suspension issued
38 - Traffic related Provincial Offence Notices (PON) issued
 
The Winnipeg Police Service strongly encourages all motorists to have a plan in place before you go out this holiday season and throughout the year. Taking a cab or a bus, contacting Operation Red Nose or simply identifying a designated driver, are some options to consider.
 
Our message is simple, if you choose to drink or do drugs, DON'T DRIVE.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding James Sheldon JASPER, 40 years of age, a convicted sex offender who is considered high risk to sexually re-offend against all children, particularly male children.

JASPER will be released from the Milner Ridge Correctional Centre, Manitoba on December 18, 2016. He is expected to take up residence in Winnipeg. Upon release, JASPER will be subject to a three year supervised probation order, until December 17, 2019.

JASPER has been convicted previously of numerous sexual offences against children. Although he has participated in sexual offender treatment in the past, JASPER is still considered high risk to re-offend. All children, particularly male children, are at risk of sexual violence.


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. JASPER will not be tolerated.

Background Information:

James Sheldon JASPER is a 40 year-old male with a criminal record for sexual offences against children, particularly male children.

Of note, on November 25, 2003, JASPER was convicted of a sexual offence against a 10-year old boy. JASPER invited the boy into his car and drove him to a secluded spot where JASPER sexually assaulted him. JASPER was sentenced to 26 months in jail followed by a 10 year long-term supervision order. After completing the prison portion of his sentence, he was released on January 23, 2006. However, JASPER was subsequently convicted of breaching the terms of his long-term supervision order, in 2011 and 2016.

On December 18, 2016, JASPER will be released from the Milner Ridge Correctional Centre, Manitoba regarding the 2016 conviction for breach of his long-term supervision order, and will be subject to the conditions of a three year supervised probation order including:

- Report relationships of any type, including children under 18 years, to his probation officer;
- Not have any contact with, or be in the presence of any person under 18 years except for unavoidable encounters in a public place or except in the presence of a responsible adult approved in writing, by his probation officer;
- Not attend any public parks or public swimming areas where persons 18 years or under are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community center;
- Not to participate in paid or volunteer work that involves regular contact with anyone 18 years or under, or which places him in a position of trust or authority towards those persons;
- Comply with any assessment, treatment, counseling, and/or community programming, as directed by his probation officer;
- No contact with previous victims or their families;
- Observe a curfew between 10:00 pm and 7:00 am, and comply with curfew checks;

Although Mr. JASPER has participated in sex offender treatment programs in the past, he is still considered high risk to re-offend.  Children - young boys in particular - are at risk of sexual violence. Some of JASPER's victims have been "groomed" by him to facilitate the sexual offences.

JASPER is expected to take up residence in Winnipeg.

SEMPLE will be released from serving a sentence at the Stony Mountain Institution, Manitoba, on December 19, 2016 in relation to convictions for breaching a long-term supervision order. Upon release, SEMPLE will be subject to statutory release conditions that are the same as the conditions of his long-term supervision order. On May 25, 2017, he will then be subject to the conditions of his long-term supervision order. He is expected to take up residence in Winnipeg, Manitoba.

SEMPLE has a lengthy history of violent and sexual offences. Although he has participated in some treatment programming in the past, SEMPLE is still considered at high risk to re-offend in a sexual and/or violent manner. Although all persons are at risk, females are at particular risk.

Background Information:

Rainie James SEMPLE is a 43 year-old male with a lengthy criminal record for sexual offences including sexual assault with a weapon, sexual assault, violent offences such as robbery, assault causing bodily harm, and failures to comply with recognizances, undertakings, probation orders and long-term supervision order.

On July 7, 2009, SEMPLE received a five year sentence (in addition to 12 months pre-sentence custody credit) and was designated a long-term offender, subject to the conditions of a 10 year long-term supervision order. He has subsequently been convicted of breaching the terms of the long-term supervision order. 

SEMPLE will be released from the Stony Mountain Institution in Stony Mountain, Manitoba on December 20, 2016.  Upon release, SEMPLE will be subject to statutory release conditions, which are the same as his long-term supervision order conditions, until May 25, 2017 when the long-term supervision order resumes, including:

- Immediately report all intimate sexual and non-sexual relationships and friendships with females to his parole supervisor;
-Abstain from the possession and consumption of alcohol and non-prescription drugs and avoid drinking establishments where the primary source of income is from the sale of alcohol;
- Comply with treatment plan/programs regarding substance abuse and sexual deviancy as arranged by his parole supervisor;
- Comply with psychological/psychiatric counselling as arranged by his parole supervisor;
- No contact with his previous victims or their families; and
- Not to associate with any person he knows or has reason to believe is involved in criminal activity.

SEMPLE is also subject to a lifetime weapons prohibition.

Previous convictions include sexual assault with a weapon which occurred in 2000 when Mr. SEMPLE sexually assaulted a woman at knife point. He was sentenced to six years and eight months (in addition to 241 days pre-sentence custody credit). In 2007, while in police custody, SEMPLE uttered a threat to kill the sexual assault victim. 

While in prison, SEMPLE participated in some sex offender and substance abuse treatment programs but is still considered at high risk to re-offend sexually and/or violently. Although all persons are at risk, females are at particular risk.

SEMPLE is expected to take up residence in Winnipeg, Manitoba.

Winnipeg Police Service Announces Downtown Safety Strategy
 
Expect to see more foot patrols, officers on buses, and more visibility from police in Winnipeg's downtown. The Winnipeg Police Service is launching its downtown safety strategy, called Centreline.
 
Centreline redefines police response to crime and disorder through community engagement, crime analysis, problem-oriented policing and proactive policing principles (SPI-Smart Policing Initiative), as well as public education campaigns.
 
Centreline incorporates performance metrics that include perceived safety in the downtown area (collected through citizen surveys), calls for service, and crime rate. These metrics are closely monitored and utilized for strategic deployment of resources.
 
The strategy focuses on a dedicated area of downtown. Foot Patrol and Community Support Unit officers in the downtown will be assigned ownership of a geographic area within Centreline and deployed based on crime analytics. The aim is to reduce the risk, frequency and severity of crime and social disorder, enhance public safety, and reduce the number of frequent users of emergency services.
 
In the latest Winnipeg Police General Survey, 91% of women said they felt unsafe walking alone downtown after dark. Working with our partners, this is a number the WPS is committed to reducing.
 
In line with the Service's vision of Creating a Culture of Safety for All, the WPS has joined the United Nation's 'Safe Cities Global Initiative.' The goal is to help create and support locally relevant strategies for reducing and preventing sexual violence against women and girls in public spaces. Winnipeg is the 1st city in North America to have joined this initiative and it is incorporated as a basic principle of Centreline.
 
Centreline will have a positive impact on downtown by reducing the risk, frequency and severity of crime and social disorder, and in effect, enhancing public safety.
