Update – Suspicious Death – Homicide Arrest -
C14-55104

As previously reported, on March 17, 2014 shortly after 8:00 a.m. members of the Winnipeg Police Service responded to the 200 block of Balmoral Street for the report of a sudden death.
 
Attending members located a deceased adult female within the residence.
 
The victim, Roseanne Lee EAGLESTICK, 23 years of Winnipeg was previously identified in the media.
 
Originally, Shane Darryl QUON, 44 years of Winnipeg was charged with Forcible Confinement, Fail to Comply with Probation Order and Sexual Assault for his alleged involvement.
 
Members of the Homicide Unit continued with the investigation.  Consultation with the Crown has resulted in further charges being authorized.
 
On December 15th, QUON was arrested and charged with the following for his alleged involvement:

  • Manslaughter
  • Causing Death by Criminal Negligence
  • Fail to Provide Necessaries of Life – Child or Spouse
  • Sexual Assault Cause Bodily Harm
  • Forcible Confinement

He was detained in custody.
 
 
Sexual Assault Update – Arrest - C14-258060
As previously released, on December 3, 2014 at approximately 11:45 a.m., a 23 year-old female was on the University of Winnipeg campus when she observed an unknown suspicious male watching her.
 
She proceeded to the escalators going from the 3rd floor to the 4th floor. As she was approaching the 4th floor, she was groped in the lower body from behind by the unknown male. The suspect then walk past the victim and left the area.
 
The victim immediately reported the incident to security and police were notified.
 
The investigation continued by members of the Division 11 Crime Unit who were able to identify a suspect.
 
On December 15th the suspect was located and arrested without incident.
 
Joshua James WAPASH, 22 years of Libau, MB has been charged with Sexual Assault and Fail to Comply with Probation Order for his alleged involvement.
 
He was detained in custody.
