High Risk Sex Offender Arrest – C15-9650
On December 31, 2014 the Winnipeg Police Service advised the public of the release of 49-year-old Brett Russell PILCH, a designated high risk sex offender, from the Bowden Institution in Alberta.  Subject to his release, PILCH was placed on Probation with several conditions, including:

  • Not own, possess nor have any type of telephone subscribed under your name except as specifically allowed by Probation Services

On January 14, 2015 members of the Manitoba Integrated High Risk Sex Offenders Unit (MIHRSOU) arrested PILCH for breaching the above mentioned condition of his Probation Order.
 
He was detained in custody.
 
 
High Risk Sex Offender Arrest – C15-9782
On August 14, 2014 the Winnipeg Police Service advised the public of the release of 37-year-old Winston George THOMAS, a designated high risk sex offender, from the Headingley Correctional Centre.  Upon his release, THOMAS was subject to probation supervision with several conditions, including:

  • Do not possess or consume alcohol, illegal drugs or any intoxicating substance

On January 14, 2015 members of the Manitoba Integrated High Risk Sex Offenders Unit (MIHRSOU) arrested THOMAS for breaching the above mentioned condition of his Probation.
 
He was detained in custody.
