Male Shot Investigation Update - Arrests –
C15-125936

As previously released, on June 17, 2015, shortly after 5:00 a.m. members of the Winnipeg Police Service attended to the 2700 block of Portage Avenue for the report of the sounds of shots.
 
During the investigation, it was learned that a 22-year-old male had attended to hospital suffering from an apparent gunshot wound to the upper body.  He is listed in stable condition.
 
The investigation continued by members of the Major Crimes Unit.  It was learned that the victim along with 3 other individuals attended to the area where the victim and another male met with the two accused.  An argument ensued which caused the victim to pepper spray the two accused.  One of the accused retaliated by pulling out a handgun and firing off several shots toward the victim, hitting the victim once in the abdominal area.
 
All parties then fled the scene.
 
The firearm was recovered.
 
Investigators were able to identify the suspects and at approximately 9:30 p.m. both were located and arrested in the St. James area.
 
David Paul MOECKEL (23) and Christopher Paul SEGUIN (19), both of Winnipeg, have been charged with Aggravated Assault along with numerous firearms and breach of court order related offences.  SEGUIN has also been charged with Possession of Scheduled Substance – COCAINE.
 
Both were detained in custody.
 
 
Weapons Arrest – C15-126517
On June 17, 2015, shortly after 9:00 p.m. the Winnipeg Police Service received the report of a firearm seen in the 1200 block of Spruce Street.
 
Multiples units including Canine, Air1 and members of the Tactical Support Team attended.  Two people were arrested without incident and a shotgun was located and seized.
 
Members of the West District Uniform Division continued with the investigation.  It was learned that several people were in attendance at a party when one of the partygoers armed himself with the firearm and began waving it around.  No shots were fired and no one was injured.
 
A 17-year-old male of Winnipeg has been charged with Possession of a Weapon for Dangerous Purpose, Unauthorized Possession of a Firearm and Fail to Comply Condition Undertaking x 2.
 
A 16-year-old female of Winnipeg has been charged with Fail to Comply with Sentence x 4 in regards to an unrelated matter.
 
Both were detained.
