Monday, July 20, 2015   Marihuana for Medical Purposes Regulations In 2014, Health Canada introduced Marihuana for Medical Purposes Regulations (MMPR).  The intent was to provide citizens of Canada a means to safely obtain regulated cannabis marihuana to consume for medical purposes.  Only commercial growers authorized and sanctioned by Health Canada can produce clinically tested drugs, and dispense medical marihuana. Without this authorization, any person or business selling marihuana is conducting an illegal business and the drugs they dispense are not government approved and thus, have not been put through safety reviews. The Winnipeg Police Service will investigate unauthorized dispensaries. Here are some points to consider: Authorized Health Canada dispensaries are highly regulated and the marihuana is regularly tested for quality and for the public's safety. Only regulated and tested cannabis marihuana produced by a commercial facility which is licensed and authorized by Health Canada, is allowed to dispense marihuana for medical purposes, and only to those who have a valid prescription. Any business or person (not licensed by Health Canada) who sells marihuana is not selling a tested product. So the quality and contents of the marihuana is unknown, posing a significant risk to the consumer. Dispensing by a Health Canada authorized dispensary is only done by a delivery service and is never dispensed through a store or personally.  Marihuana sold any other way is illegal.
