SERIOUS INCIDENT – 200 BLOCK OF RIVER
AVENUE - C15-138922, C15-138959 & C15-140598

As indicated earlier, investigators arrested a suspect in relation to the River Avenue explosion on July 3rd, and the Washington Avenue explosive device discovered on July 4th. Last evening police discovered another explosive device at 280 Stradbrook. This is the law firm of Orle Bargen Davidson LLP.

Police have now charged 49 year old Guido Amsel of Winnipeg. He has been charged with two counts of attempt murder, one count of aggravated assault, and a number of charges related to the possession of explosives. Amsel was remanded into custody.


Police are still present at the businesses on Washington Avenue and Springfield Road as well as a residence on Pandora Avenue East associated to Amsel.

Investigators believe that the individuals targeted on River Avenue, Washington Avenue, and Stradbrook Street are connected. It appears Amsel has targeted his ex-wife who he has been involved in a lengthy litigation case. It also appears he has targeted legal counsel who have represented his ex-wife or him in the past.

Police are concerned that other packages could have been sent out to other legal counsel or justice officials who have dealt with Amsel. Police are asking those individuals to be aware and be diligent in alerting police to any suspicious packages or items that may be addressed to them. The devices that have been discovered have distinct packaging and lettering. Police are imploring extreme caution if any suspicious packages are discovered. All of the discovered packages are believed to have been sent through Canada Post on June 29th or June 30th. It is believed that the packages were delivered on July 2nd, or July 3rd. Please do not handle suspicious packages and contact police immediately.
