Drug Warrant Arrests – C16-33662
Recently, members of the East District Community Support Unit became involved in a drug investigation regarding a residence in the 200 block of Beliveau Road.  As a result, on February 17, 2016, two individuals were arrested and a Controlled Drugs and Substances Act (CDSA) search warrant was executed at the residence with the assistance of the Tactical Support Team.

The subsequent search resulted in the seizure of the following:

  • Loaded Regent .45 calibre handgun
  • 9.69 ounce of Cocaine with an estimated street value of $20,000.00
  • $51,810.00 in Canadian currency
  • Drug paraphernalia

Richard Paul Anthony BLACKWOOD, 28 years of Winnipeg has been charged with numerous drug, weapon and breach of court order related offences for his alleged involvement.

He was detained in custody.

A 27-year-old female of Winnipeg is facing numerous drug and weapon related charges for her alleged involvement.

She was released via a Promise to Appear.


Suspicious Male – C16-33668
On February 17, 2016, members of the Winnipeg Police Service were dispatched for the report of a suspicious male near a school in the 300 block of Hawthorne Avenue.

Officers met with the Principal and a 9-year-old complainant who related that at approximately 2:10 p.m. she had been playing in the school yard when she saw a male who was taking photos of children.  This was observed by teachers and the Principal spoke with him.  He indicated that he had recently moved to the area and was looking for a school for his children to attend.  He then left without further incident.

The suspect is described as: Caucasian, 40-50 years of age, 5'11" tall with a medium build.  He was wearing a black jacket with fur on the hood, black toque and black mitts.

The investigation is continuing by members of the East District Crime Unit.  Anyone who has any information regarding this incident or the identity of the suspect is asked to contact investigators at (204)986-2857 or Crime Stoppers at (204)786-TIPS (8477).


Suspicious Male – C16-33771
On February 17, 2016, members of the Winnipeg Police Service were dispatched for the report of a suspicious male.

Officers met with the 11-year-old complainant who related that at approximately 3:45 p.m. she had been walking in the area of Capston Road and Cliffwood Drive when she noticed a vehicle driving westbound on Capston.  The male driver asked if she needed a ride home to which she replied she did not.  The driver pulled away, and then reversed back to her and stated that he knew her father.  The male then drove away.

The suspect is described as: Caucasian, 40-50 years of age, bald.  He was wearing a red hoody with a grey half circle emblem on the front.

The vehicle is described as a black SUV.

The investigation is continuing by members of the East District Crime Unit.  Anyone who has any information regarding this incident or the identity of the suspect is asked to contact investigators at (204)986-2857 or Crime Stoppers at (204)786-TIPS (8477).
