Homicide – Investigation: C17-133703
The Winnipeg Police Service is requesting the public's assistance in locating the following suspect:
Leon Edward PATCHINOSE (29) is wanted for Manslaughter in connection with the death of William George Sumner.
Patchinose is described as: Indigenous, 6'4" in height, 150 lbs.
Patchinose is not to be approached. Anyone with information regarding his whereabouts is asked to contact homicide investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).
As previously released:
On June 18, 2017, at approximately 6:15 p.m., emergency services personnel responded to a report of a male down in the front yard of a residence in the 600 block of Pritchard Avenue. The male was transported to hospital, however he was subsequently pronounced deceased.
The victim was identified as a William George Sumner, a 27-year-old.
Homicide Unit investigators have determined that Sumner had been had been inside a residence in the 600 block of Pritchard Avenue when a dispute ensued with an adult male and his associates.
The adult male produced a handgun and fired a number of shots at Sumner, causing critical injuries. The male then fled the residence.
On June 20th, 2017, at approximately 8:30 p.m., the suspect male was travelling in the area of Logan Avenue and Keewatin Street when he was involved in a manner of driving complaint and pointed a handgun at a motorist.
On June 22nd, 2017, at approximately 8:30 a.m., a General Patrol unit supervisor was patrolling the area of Logan Avenue and Keewatin Street when he observed the suspect's vehicle in traffic.
The vehicle was followed to the 1800 block of Logan Avenue where it parked at the rear of a residence. General Patrol unit members, along with the Tactical Support Team and ARV1, attended and secured the area.
The suspect male later exited the residence without incident and was placed under arrest.
Cameron Bounthieng Kinnavanthong, a 32-year-old male,has been charged with:
- Second Degree Murder
- Possession of a Weapon for Dangerous Purpose (x2)
- Point Firearm
- Unauthorized Possession of a Firearm (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of a Prohibited Device Knowing its Possession is Unauthorized (x3)
- Possession of a Restricted Firearm with Ammunition
- Possession of a Firearm Contrary to Order (x2)
He was detained in custody.
A search warrant was executed at the residence in the 1800 block of Logan Avenue and resulted in the recovery of a handgun and an automatic assault rifle.
Kidnapping – Arrest: C17-142728
Members of the Winnipeg Police Major Crimes Unit have arrested a 24-year-old male and a 21-year-old female in relation to a serious incident which occurred on June 29, 2017.

- Tampering with Serial Number
- Warrant of Arrest x 2
- Fail to Comply Probation
- Fail to Comply Recognizance x 6
Brooke CAMERON-DANIELShas been charged with the following offences:
- Possess Prohibited Weapon

- Possess Weapon for Dangerous Purpose x 2
- Possess Firearm Knowing its Possession is Unauthorized
- Robbery with a Firearm x 2
- Use Firearm in the Commission of Offence
- Kidnapping x 2
- Carry Concealed Weapon
- Unauthorized Possession of a Firearm in a Motor Vehicle
- Possession of Prohibited or Restricted Firearm with Ammo
- Tampering with Serial Number
Both accused have been detained in custody.
In the early morning of June 29, 2017, an 18-year-old-male and a 25-year-old-male went to a residence in the 300 block of Aberdeen Avenue. Once there, the 25-year-old victim was assaulted and robbed of his personal possessions. Both victims were then forced into a van at gunpoint and driven outside of the city to the area of Springfield Road and Provincial Highway #207 where they were ultimately released. The 25-year-old victim was treated for non-life-threatening injuries.
Police located the suspects in the 300 block of Aberdeen at approximately 11:00 p.m. Cameron-Daniels was arrested immediately. Chief was subsequently arrested after a brief foot-chase on July 4, 2017. Police recovered a sawed-off rifle at the time of his arrest.
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
Robbery – Arrest: C17-149528
On July 4, 2017, at approximately 1:20 a.m., Winnipeg Police received a report of an armed robbery that had just occurred in the 1400 block of Main Street. The 25-year-old female victim was standing on the sidewalk outside a business when she was confronted by a male suspect who demanded her personal property. When she refused the suspect pulled out a sawed-off shotgun and pointed it at the victim. The victim was struck and sustained non-life-threatening injuries. The suspect stole the victim's bag and fled the area on foot.
Responding District 3 General Patrol units with the assistance of Air-1 located and arrested the suspect in the 100 block of Smithfield Avenue. The victim's property and loaded firearm were recovered at the time of the arrest.

- Careless Use of Firearm
- Point Firearm
- Possess Weapon for Dangerous Purpose

- Possess Prohibited Firearm with Ammunition
- Possess Firearm through Commission of Offence
- Breach of Court Orders
