Wednesday, November 1, 2017 ARRESTED      BACKGROUND INFORMATION As previously released, High Risk Sex Offender James JASPER was released from custody on December 16, 2016, and was bound by a Probation Order as well as a lifetime Prohibition from attending to parks, playgrounds, daycare centers or anywhere children may be present.     On October 31, 2017, JASPER was observed by members of the Manitoba Integrated High Risk Sex Offender Unit attending to an address in close proximity to a Daycare facility in Winnipeg. JASPER was arrested by officers, and found to be in possession of a smart phone, contrary to his Probation Order.     JASPER was processed and detained at the Provincial Remand Center.
