Commercial Break and Enters Arrest: C18-30688
General patrol officers from West District and investigators from the Major Crime Unit have made an arrest in relation to a crime spree that took place between February 3 and February 12, 2018.
- On February 3, a pharmacy in the 900 block of Keewatin St. was broken into. Prescription narcotics valued at approximately $5,000 were stolen.
- On February 4, a pharmacy in 400 block of William Ave. was broken into. A large quantity of prescription narcotics was stolen.
- On February 9, a 2018 SUV was stolen from a rental agency located in the 1700 block of Waverley St.
- On February 10, a pharmacy located in the 200 block of Regent Ave. West was broken into. Prescription narcotics valued at $11,000 were stolen.
- Sometime between February 3 and 11 a 2018 cargo van was stolen from an automotive dealership located in the 1300 block of Regent Ave.
- On February 11, front and rear licence plates were stolen from a vehicle parked in the area of 2300 McPhillips St.
- On February 11, a 2018 SUV was stolen from an automotive dealership located in the 1700 block of Waverley St.
- On February 12 officers located one of the stolen vehicles in the 500 block of Langside St. and arrested a male suspect within the vehicle.
Arresting officers seized cash totalling approximately $11,000, $1,100 in methamphetamine, $2,000 in cocaine, and prescription medication valued at approximately $7,200 a well as break-in tools and a weapon.
Roman Wolfgang REICHART, 34, has been charged with:
- Break & Enter Commit Theft x 3
- Possess Good Obtained by Crime under $5000 x 2
- Breach of Probation
- Theft of Motor Vehicle Over $5000
- 10 counts of Trafficking
- Possess Break & Enter Instruments
- Possess Weapon for Dangerous Purpose
- Possess Proceeds of Crime over $5000
- Warrant of Arrest (Fail to Comply)
Reichart was detained in custody.
Motor Vehicle Collision Arrest: C18-28250
On February 10, 2018, the Winnipeg Police Service requested the public's assistance in locating witnesses to a motor vehicle collision that had occurred February 10 at Bishop Grandin Boulevard near the Pembina Highway underpass. A male driver of the pickup truck in his 80's suffered serious injuries sustained while attempting to exchange particulars with the other driver. He remains in hospital in stable condition.
Thanks to the public's assistance, a witness has been identified and was interviewed by Traffic Investigators. As a result a 49-year-old male has been arrested and charged with the following offences:
- Drive Carelessly Cause Bodily Harm
- Driver Fail to Exchange Particulars
- Driver Fail to Exchange Particulars to Injured Person
The Accused was released on an Appearance Notice.

The Winnipeg Police Service Traffic Division is investigating a collision that occurred on February 8, 2018, at approximately 12:40 p.m., in the eastbound lane of Bishop Grandin Boulevard near the Pembina Highway underpass.
The incident involved a collision between a 2007 GMC Canyon truck and a semi-truck where an elderly driver sustained non-life-threatening injuries.
A passing motorist stopped to offer assistance. The driver was believed a male in his 20's. Investigators are hoping to speak to this individual, or anyone else that may have witnessed the accident.
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
Drug - Arrests: R18-5784
On February 11, 2018, and again on February 12, 2018, a suspect male sold crack cocaine to an undercover officer.
On February 12, 2018, police attempted to arrest the suspect male; however, he locked himself in his vehicle. Officers safely removed the accused and he was arrested and taken into custody.
Members of the Street Crimes Unit executed a search warrant in the 300 block of Colony Street and located an adult female inside. The following items were seized:
- 2198 1/4 gram pieces of crack cocaine individually wrapped in tin foil. Street value of approx. $88,000
- 1 ounce of powder cocaine. Street value of $2,000
- $9500 cash in proceeds of crime
- 4 grams of marihuana. Street value of $40
- Scales and packaging materials
- 2011 Land Rover LR2
Emmanuel UMARU, 22-years-old of Winnipeg has been charged with:
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of Proceeds of Property Obtained by Crime Under $5,000
- Traffic in Scheduled Substance-Cocaine X2
He was detained in custody.
A 20-year-old female was also arrested for
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of Proceeds of Property Obtained by Crime Under $5,000
She was released on a Promise to Appear.
