Community Notification

The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Winston George THOMAS, 41 years of age, a convicted sex offender who is considered a high risk to re-offend in a sexual and/or sexually violent manner against all females, both adults and children.

THOMAS was released from Headingley Correctional Centre, Manitoba on June 11, 2018, after having served approximately 5 months for breaching the curfew condition of his Probation Order. THOMAS is expected to take up residence in Winnipeg.

Upon release, THOMAS will be subject to supervised probation until December 14, 2020. He will also be subject to a lifetime weapons prohibition order.

THOMAS has a history of sexual and violent offences. Although he participated in some treatment programming in the past, THOMAS is still considered a high risk to re-offend in a sexual and/or sexually violent manner. All females, both adults, and children are at risk.

Background information:

Winston George THOMAS is a 41-year-old male with a lengthy criminal record including convictions for two counts of sexual assault, break enter and commit sexual assault, aggravated assault, four counts of assault, assault peace officer and numerous breaches of probation and recognizance orders.

THOMAS' conviction for sexual assault in 2008 was committed against a 13-year-old female. He was sentenced to 2 years less one day (in addition to one-year pre-sentence custody) and supervised probation for 3 years. In 2006, THOMAS was convicted of sexual assault involving an adult female. He was sentenced to two months (in addition to 3.5 months of pre-sentence custody). In 2003, THOMAS was convicted of break enter and commit sexual assault in which he broke into a females' residence and sexually assaulted the victim. THOMAS was sentenced to 14 months (in addition to 5 months pre-sentence custody) and 3 years supervised probation. THOMAS has also been convicted of aggravated assault, assault and breaching probation and recognizance orders.

THOMAS was released from Headingley Correctional Institution, Manitoba on June 11, 2018.

Upon release, THOMAS will be subject to a supervised probation order until December 14, 2020, with conditions, including: :

  • prohibit the consumption of alcohol, non-prescription drugs, other intoxicants, hairspray, gas or glue;
  • impose a curfew of 11:00 pm – 7:00 am and require compliance with curfew checks
  • require that he attend, participate and complete all assessments, treatments, programming, and counseling as directed by probation officer
  • prohibited from owning, possession or carrying a weapon.

THOMAS is also subject to a lifetime weapons prohibition order.

While incarcerated, THOMAS participated in some sex offender programming but is still considered a high risk to re-offend in a sexual and/or sexually violent manner against all females, both adults, and children.

THOMAS is expected to take up residence in Winnipeg, Manitoba.
